Acquisition Proven Practices

Proven or Best practices, as defined in the Federal Acquisition Regulation Part 37.501, are techniques that agencies may use to help detect problems in the acquisition, management and administration of service contracts.

  • Government Best or Proven Practices publications are prepared by various government agencies to assist the entire acquisition community - both inside and outside government - in coming to agreement on expectations and standards for carrying out certain acquisition activities. As government agencies implement reinvention policies, they may develop promising practices that may be applied by other organizations, thus becoming Best or Proven Practices.
  • Similarly, Industry Best or Proven Practices are unique and innovative ways industry makes sound business decisions and contracts for services.

Proven or Best Practices are not legal documents, but may be viewed as persuasive guidance pertinent to the efficient management and administration of government acquisitions.

A proven practice is a practice that an authoritative individual or group has identified as possessing worth to an organization.

It is important to note here that to qualify as a best or proven practice, a candidate practice must have been vetted and selected as such by an authoritative individual or group, after consideration by that individual or group. Authoritative individuals/groups can include (but are not limited to):

  • Program Managers or leaders of functional acquisition groups (contracting shops, testing organizations, system engineering or logistics organizations, etc)
  • Flag or General Officers and SESs in Defense acquisition or related decision systems positions of leadership (e.g. requirements, resourcing, or science and technology organizations)
  • Industry Program Managers and senior industry acquisition officials
  • Military/Industrial professional organizations (such as National Defense Industrial Association, AFCEA, ASNE, Navy League)
