The Freedom Of Information Act, passed in 1966 and amended in 1974, 1986, and 1996, was intended to create an environment in which:
- Disclosure is the general rule, not the exception.
- All individuals have equal rights of access.
- The burden be on the government to justify the withholding of a document, not on the person who requests it.
- Individuals denied access to documents have a right to seek injunctive relief in the courts.
- Government policy and attitude reflect openness, not secrecy.
