Mr. Ludovici is currently serving as Deputy Commander, Navy Installations Command.  He serves as the senior civilian responsible for policy, strategy, governance, and business management oversight for Navy shore support at 70 installations and 11 regions worldwide. He leads efforts to develop Navy-wide shore investment strategy, long term planning, resource programming, and business management for the most efficient and effective delivery of shore support services to sustain and improve current and future fleet readiness and mission execution.

Prior to this position, Mr. Ludovici was the DASN (Infrastructure Strategy and Analysis), where he was responsible for leading the Department of the Navy basing, realignment and infrastructure support analysis programs. He came to DASN (IS&A) after serving one year as Acting Principal Deputy Assistant Secretary of the Navy (Energy, Installations and Environment), where he guided Navy and Marine Corps installation and environmental policies related to construction management; facilities sustainment; real property acquisition and disposal; and environmental protection and conservation.

Mr. Ludovici entered into the Senior Executive Service in January 2007 when he was selected as the Assistant Director of the Joint Guam Program Office.   In this position, he was responsible for directing the planning, programming, communications, environmental assessment and program execution for an $8.6B Program to relocate approximately 4,700 US Marines and dependents from Okinawa to Guam. 

Prior to entering the civilian federal service, he served in the United States Navy Civil Engineer Corps from 1981-2006. From 2003-2006, he served as the Program Director for Navy Facilities Planning, Real Estate and Base Closure at Navy Installations Command, where he guided the development of the Navy’s 25 Year Installation Master Plan. From 2000-2003 he commanded the Public Works Center in Guam, where he led the implementation of a transformational Base Operations Support contract, planning for homeporting three submarines in Guam, recovery from several typhoons and earthquakes, and major realignment of the public works and engineering organizations. He had other Public Works Officer tours in Hawaii (1987-1989) and Bermuda (1981-1984), where he was responsible for all maintenance, utilities, transportation, environmental management, engineering, and programming and budgeting. Mr. Ludovici managed the delivery of hundreds of millions of dollars of construction, repair and facilities services as the Officer in Charge of Construction and Service Contracts in Hawaii (1989-1991), Pensacola (1995-1998) and Guam. He served with the Seabees as Operations Officer for Amphibious Construction Battalion One (1993-1995), and was the Officer in Charge of Construction Battalion Unit 405 in San Diego (1984-1986). He also served as Program Manager and Fleet Facilities Officer for Commander Atlantic Fleet (1998-2000) where he managed the Fleet’s 23 shore bases Military Construction and Real Property Maintenance and BRAC Programs. He served as Force Facilities Engineer for Commander US Training Commands, Pacific (1991-1993), where he managed the MILCON, Maintenance and Repair, Environmental and Safety, and BRAC programs.

Mr. Ludovici received a Bachelor of Science in Civil Engineering from University of Central Florida, a Master of Science in Civil Engineering from University of Washington and attended the University of Michigan Executive Business School. He has been a certified acquisition professional, and registered Professional Engineer in Florida.
