Biography

Mr. Mann was selected as Executive Director, U.S. Army White Sands Missile Range (WSMR) on 8 September 2013. He is responsible for the development, approval, and implementation of all scientific and technical policies and procedures as well as resource management plans and programs for WSMR.

Mr. Mann’s was previously assigned as the Director (Acting), Land Warfare and Munitions, within the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics. His appointment to Senior Executive Service in 2010 supports USD AT&L in oversight and stewardship of Land Warfare & Munitions Programs and Initiatives. He supports formulation/implementation of acquisition strategy, policy, program assessments and oversight for Ground Combat and Tactical Vehicle Programs, Ground Radar and Ground C2 Programs, Rotary Wing and the Joint Ground Robotics Consortium.

Mr. Mann completed a complex 50-month tour as Joint Program Manager, Mine Resistant Ambush Protected (MRAP) Vehicles Program, Marine Corps Systems Command, Quantico, Va. He led a team responsible for procurement, fielding, and sustainment of the MRAP family of vehicles for the U.S. Armed Forces/Coalition Partners. The program budget grew from $900M to more than $44B on his watch. The Joint MRAP program was the highest priority Acquisition Program in the Department of Defense and more than 27,000 vehicles were delivered and fielded in two theaters of operation.

Mr. Mann completed successful tours in NAVSEA as Division Director (SEA 61), Warfare Systems Engineering and Architecture, and Division Director (SEA 62), Force Readiness, Test, & Certification, for the Directorate (SEA 06). He led the expansion of the Navy Distributed Engineering Plant experience to Joint and Coalition partners and collaborated with Weapon and Ship Program Offices to successfully introduce interoperable and functional warfare systems to the fleet; especially fully mission capable Carrier Battle Groups. He served increasing leadership positions in PMS 400B delivering Air Defense Capability and managing missile integration projects in AEGIS ships for more than 14 years including leading air defense projects in Foreign Military Sales.

Mr. Mann graduated Cum Laude with a B.S. in Mathematics from the University of La Verne, Ca and earned a Master’s Degree in Public Administration (M.P.A.) in the “Key Executive” Program from American University in Washington DC. Mr. Mann completed the SES forum APEX 32 and the Joint Executive Management seminar at UNC/Chapel Hill. Mr. Mann is also a graduate from the “Leadership for Democratic Society” seminar from the Federal Executive Institute. He has also completed Executive Fellowships at Harvard University and Georgetown University. He is a Graduate of the Executive PM Course at Defense Acquisition University (DAU) (PMT 402), the Advanced Program Management Course; is certified DAWIA Level III in Program Management and Systems Engineering.

His decorations include: The Secretary of Defense Meritorious Civilian Service Medal, Joint Meritorious Unit Citation, Rear Admiral Wayne E. Meyer Memorial Award for Acquisition Excellence, David Packard Acquisition Excellence for JPO MRAP, Commander’s Honorary Acquisition Excellence, Two Navy Civilian Superior Service Medals, NAVSEA Engineer of the Year, Consecutive Outstanding Performance Awards and three AEGIS Excellence Awards.
