SUBPART 5505.3 – SYNOPSES OF CONTRACT AWARDS
5505.303 Announcement of Contract Awards.
(a) Public Announcement. Information on awards shall not be released and awards shall not be made until after the agency announces the award.
(i) The requirement for public announcement and Congressional notification of contract awards also applies to other transactions, grants and cooperative agreements.
(ii) The contracting officer shall submit the 1279 report, along with a draft contract award notification, to TCAQ-P. A Policy Analyst will review and forward the announcement to the USTRANSCOM Public Affairs Office (TCPA) after making any necessary corrections. Contracting officers are highly encouraged to submit the report as soon as possible, but no later than close of business three workdays prior to the date of the proposed contract award.
(iii) Information similar to that required by paragraph (a)(ii) of this section shall be sent to members of Congress whose State or district coincides with the contractor’s location and place of performance. Congressional notifications of contract awards over $7.0 million will be made through USTRANSCOM Legislative Affairs Office (TCCC-LA) by submitting the 1279 report, along with an award announcement, to TCAQ-P. A Policy Analyst will review and forward the announcement to TCCC-LA after making any necessary corrections by close of business three workdays before the date of the proposed contract award.
