The Joint Astrophysical Plasmadynamic Experiment (J-PEX) launched successfully on a NASA sounding rocket on October 20, 2008, from the White Sands Missile Range, New Mexico. Preliminary indications are that the mission was a comprehensive success.

Building on the success of Rampant Lion l, scientists from the Naval Research Laboratory and the U.S. Geological Survey (USGS) recently completed Rampant Lion ll, a geophysical and remote sensing survey of Afghanistan. Rampant Lion ll took place from mid-April to mid-June 2008 with a significantly upgraded sensor suite.

Scientists at the Naval Research Laboratory have recently demonstrated the ability to control the spin population of the individual quantum shell states of self-assembled indium arsenide (InAs) quantum dots (QDs). These results are significant in the understanding of QD behavior and scientists' ability to utilize QDs in active devices or for information processing.

The NRL's satellite suite, the Atmospheric Neutral Density Experiment 2 (ANDE-2), launched aboard NASA's Space Shuttle Endeavour on July 15, 2009. The ANDE-2 satellite suite consists of two nearly perfectly spherical micro-satellites with instrumentation to perform two interrelated mission objectives. The first objective is to monitor the total atmospheric density along the orbit for improved orbit determination of resident space objects. The second is to provide a test object for both radar and optical U.S. Space Surveillance Network sensors.

Dr. Jerome Karle and Dr. Isabella Karle are retiring on July 31 following a combined 127 years of federal service. He holds the Chair of Science as Chief Scientist of the Laboratory for the Structure of Matter. She has maintained an active research program in the Laboratory for the Structure of Matter. To celebrate their retirement, the Secretary of the Navy the Honorable Ray Mabus presented them with the Department of the Navy Distinguished Civilian Service Award.

NRL Space Science Division scientist, Dr. Christoph R. Englert, is awarded patent by the United States Patent and Trademark Office for a more cost effective, rugged and lightweight compression assembly design for spatial heterodyne spectrometer (SHS) interferometer applications. This innovative design approach introduces the flexibility of exchanging optical components while conserving the ruggedness of previous monolithic SHS interferometer designs and reducing their high production costs; a factor that has impeded wide-spread military and commercial application.

The Fermi Gamma-ray Space Telescope is making some exciting discoveries about cosmic rays and the Large Area Telescope aboard Fermi is the tool in this investigation. Scientists in NRL's Space Science Division were instrumental in the design and development of the Large Area Telescope (LAT).

ANDE-2 is a low-cost mission designed to study the atmosphere of the Earth from low-Earth orbit by monitoring total atmospheric density between 300 and 400 km altitude.

The Naval Research Laboratory has completed a successful flight test of the fuel cell powered XFC (eXperimental Fuel Cell) unmanned aerial system (UAS). During the June 2 flight test, the XFC UAS was airborne for more than six hours.

Scientists at NRL are developing a new technology for use in underwater acoustics. The technology uses flashes of laser light to remotely create underwater sound. The new acoustic source has the potential to expand and improve both Naval and commercial underwater acoustic applications, including undersea communications, navigation, and acoustic imaging.

NRL's Remote Sensing and Space Science Divisions and the Naval Center for Space Technology provide the first-ever high quality and real-time monitoring of space weather and coastal ocean environment directly from the new Japanese Experiment Module-Exposed Facility (JEM-EF) on the International Space Station (ISS). A complex series of maneuvers, involving both the ISS and the JEM-EF manipulator arms, will transfer HREP from the vehicle to its deployment station on the JEM-EF.

NRL's Ion Tiger, a hydrogen-powered fuel cell unmanned air vehicle (UAV), has flown 23 hours and 17 minutes, setting an unofficial flight endurance record for a fuel-cell powered flight. The test flight took place on October 9th through 10th at Aberdeen Proving Ground.

NRL recently conducted a chemical release experiment called the Charged Aerosol Release Experiment (CARE) that was viewed along the East Coast of the United States. The bright optical display, easily seen from the ground, was produced by sunlight scattering off dust particles.

NRL engineers have completed all environmental and performance testing on the TacSat-4 COMMx payload. This completes the entire TacSat-4 spacecraft as the spacecraft bus was completed in May 2008.

Sixteen NRL researchers received the prestigious 2008 Dr. Delores M. Etter Top Scientists and Engineers of the Year Award. The Honorable Dr. Delores Etter, former Assistant Secretary of the Navy (Research, Development & Acquisition), established the award in 2006 to recognize Navy civilian and military personnel for superior scientific and engineering achievements, and to promote continued scientific and engineering excellence. A total of 20 Top Scientists and Engineers of the Year Awards were presented this year, representing 34 scientists and engineers.

Mr. Edward Kennedy, an electrical engineer in the Information Technology Division at the NRL, received the Department of the Navy Superior Civilian Service Award. The award is the second highest award a Navy civilian employee can receive. He is recognized for developing and managing the High Frequency Active Auroral Research Program ionospheric Research Station in Gakona, Alaska, a seventeen-year effort.

The team's Resequencing Pathogen Microarray (RPM) technology offers potential applications for powerful biosurveillance capability in the control of infectious disease.

Dr. John Kulp received the Young Investigator Award for his poster entitled, "Engineering Heterochiral Peptides" at the 21st American Peptide Society Symposium. The poster, co-authored by Drs. Kulp and Thomas Clark, described the design, synthesis, and characterization of a set of peptide nanotubes having a range of possible applications, including stochastic sensing, which offers the promise of ultrasensitive, real-time detection.
