Memorandum - Procedures and Schedule for Fiscal Year (FY) 2012-2016 Integrated Program/Budget Review
1. we are officially off of the Biennial budgeting process (i.e, "On" and "Off" years are gone) and that OSD is planning for annual cycles (i.e., every year is an "On" year equivalent).
2. Also, every PPBE cycle will be a 5-year strategic look. Thus, this cycle is not FY 12-17, it is FY 12-16; and next year will be FY 13-17 etc.
