E-Tools are standard for the input of data to report incidents of loss using the Loss, Theft, Damage, or Destruction "LTDD" e-tool and to report excess that requires disposal directions in the Plant Clearance Reutilization and Screening System (PCARSS).

Both the LTDD and the PCARSS links will be available on the PC icon along with related guidance to obtain access and use these tools.

DFARS 252.245-7002 Reporting Loss of Government Property requires contractors to report instances of loss, theft, damage, and destruction using the DCMA "LTDD of Government Property" eTool, which has been renamed "Property Loss." If you are external to DCMA, to gain access t the eTool you must register via EWAM (External Web Access Management) by visiting http://www.dcma.mil/customer.cfm. For training on the Property Loss eTool visit http://www.dcma.mil/ITCSO/cbt/Property_Loss/index.cfm . Training for the use of the Plant Clearance Automated Reutilization Screening System (PCARSS), which is required by DFARS 252.245-7004 Reporting, Reutilization, and Disposal is located at http://www.dcma.mil/ITCSO/cbt/PCARSS/index.cfm
