- In order to effectively administer government property in a shipboard environment, property personnel must be familiar with regulations other than FAR 45. One of the primary regulations is 46CFR. Personnel must understand how this regulation interacts with and takes place of certain provisions of FAR 45. It is imperative to understand how one regulation can overshadow the other and create a duplicate workload.
