- Army Directive 2015-14 - Use of the EDIPI for Identification in the Military Personnel Drug Testing Program
- Army Directive 2016-15 - Change in the Army’s Random Deterrence Drug testing Program
The program was established in 1971 by the Secretary of Defense and is promulgated by DOD Directive (DODD) 1010.4, DOD Instruction (DODI) 1010.1, and (DODI) 1010.9. Drug testing of urine can detect various drugs including, Marijuana (THC); Cocaine; Amphetamines (Methamphetamines, MDMA (ecstasy), MDA, and MDEA); Heroin; Opiates (Codeine, Morphine, Hydrocodone, Hydromorphone, Oxycodone, and Oxymorphone); Synthetic Cannabinoids (Spice) and Benzodiazepines prescription drugs (Lorazepam, Nordiazepam, Oxazepam, Temazepam, and a-hydroxy-alprazolam).
An active and aggressive drug testing program serves as a powerful tool and effective deterrent against substance abuse. Effective deterrence requires a selection process that ensures that all Soldiers believe that on any day of the year, he/she may be tested. Smart Testing ensures that testing dates, times and location is varied and reinforces "any day testing".
Military Testing
All soldiers will be tested a minimum of once per year.
Civilian Testing
Employees in testing designated positions (TDP) are required to test on a random basis at 50%. Random testing for Department of Transportation (DOT) drivers will occur at the minimum rate of 10% annually for alcohol and 50% for controlled substances.
