Acquisition Process

Three processes cooperate to deliver capabilities needed by warfighters: the requirements process (JCIDS); the acquisition process (DAS); and the program and budget development process (PPBE). Includes links to DoD and Service policies, guidance, tools, and resources:

SBP 210, Subcontracting, Student Pilot

DAU successfully completed the student pilot for SBP 210, Subcontracting, at its Capital and Northeast Region campus on Ft. Belvoir from September 19 - 22, 2016.  This new course is a Level II Certification course required for the new Small Business Career Field.  Twenty-five (25) students from across the country and representing all of the Services and the 4th Estate participated in the pilot.  The instructors were Ms. Sherry Freeman and Mr. Ernest Evans.  This is the 2nd classroom course piloted for new Small Business Professionals (SBP) in this new Small Business Career Field.

 

SBP 210 is a highly interactive course that leads students through a hands on overview of subcontracting as a means of maximizing small business opportunities, and the SBP’s role in advising on subcontracting requirements. It covers basic subcontracting concepts, such as: the types of subcontracting plans and reports, and who is responsible for each; applicable regulations; electronic systems; the importance of market research in identifying subcontracting opportunities; encouraging and shaping a subcontracting strategy during pre-solicitation; how subcontracting can increase small business utilization; assessing subcontracting plans; evaluating small business participation via subcontracting; subcontract compliance; and how a small business can become a subcontractor. After learning key concepts, students apply them to job-relevant situations and get feedback and remediation from instructors.

 

This course was developed in conjunction with the DoD Office of Small Business Programs (OSBP) and their contractor development team, as well as DoD OSBP subject matter experts, Ms. Irene Katacinski (Deputy Director, Small Business Programs, Naval Surface Warfare Center (NSWC) Philadelphia Division, Naval Sea Systems Command (NAVSEA), Ms. Janice Buffler of DoD OSBP Associate Director of Subcontracting Policy, Jerrol Sullivan, representing Missile Defense Agency OSBP, and Mary Seabolt, formerly a small business professional at DCMA.

 

We (DAU) anticipate to deploy SBP 210 in the second quarter of FY 2017.   A future announcement will be made informing you of the SBP 210 schedule so that students will be able to register for the 2017 course offerings.  I would like to thank the entire development team who are still currently working the changes coming out of the pilot as well as the students who attended the pilot course.  We deeply appreciate the feedback from the students in the pilot as we work to provide the best product available to the Small Business Career Field workforce and the Acquisition workforce.
