Stateside Spouse Education Assistance Program (SSEAP)

The Stateside Spouse Education Assistance Program (SSEAP) is for spouses of Active Duty and Retired Soldiers, and widows(ers) of Soldiers who died either on Active Duty or in a Retired status, and reside in the United States. The purpose of the program is to assist the spouse/widow(er) in gaining the education required to allow them to qualify for increased occupational opportunities. Please note this program only applies to Title 10 Soldiers and their spouses.

Completing the SSEAP Application Process
- Complete the FAFSA application
- Print the Student Aid Report (SAR) results from the FAFSA application
- Download and complete the online SSEAP application
- Mail in supporting materials to: HQ, Army Emergency Relief, ATTN: SSEAP, 200 Stovall Street, Alexandria, VA 22332-0600

Who is eligible for SSEAP?
To be eligible for SSEAP, applicants must reside in the United States and be the spouse of a Soldier on Active Duty (Title 10, USC), widow(er) of a Soldier who died while on Active Duty, spouse of a Retired Soldier or widow(er) of a Soldier who died while in a Retired status. National Guard Soldiers on State Active Duty (Title 32, USC) are not eligible for SSEAP. Spouses of Army National Guard Soldiers on Active Duty status for drill are NOT eligible for SSEAP funds UNLESS they are on Active Duty for the entire academic year (on Active Duty for training (ADT) and serving under various sections of Title 10, USC). |
Can SSEAP be used for graduate education?
SSEAP is NOT an entitlement or automatically approved. SSEAP does not apply to second undergraduate or graduate level courses. |
What does a complete application include?
A complete SSEAP application will include: - Army Emergency Relief (AER) Stateside Spouse Education Assistance Program Application for AY 2010-2011, which will be submitted online.
- ARNG and USAR Soldiers: Active Duty Orders, serving under Title 10, USC. Spouses of Title 32 Soldiers are not eligible for SSEAP.
- Deceased Active Soldiers: Army Casualty Report.
- A copy of student’s Discharge Orders/DD Form 214 (Certificate of Release or Discharge from Active Duty) if previously in the USA Navy, Air Force, Marine Corps, Reserve, or Guard.
- Official transcript(s) of all grades verifying CUM GPA of 2.0 on a 4.0 grading scale.
- 2010-2011 Student Aid Report (SAR), Financial Aid Analysis.
- A legible photocopy of student’s Dependent Military ID Card, both front and back.

How is a SSEAP application submitted?
The SSEAP application will be mailed to HQ, AER. For acknowledgment that AER has received the application or subsequent correspondence, enclose a stamped, self-addressed postcard. It will be dated and returned and is the only way the receipt will be acknowledged. Note, return receipt to the student of the stamped dated postcard does not necessarily mean that the application was complete. |
