Description

Campaign Participation Credit (CPC) is awarded to units that have engaged the enemy in combat during conflicts or operations in qualifying locations during specified periods of time. Army units will be deemed to have participated in combat if they actually engaged the enemy in combat, if they were deployed in a designated combat zone, or if they performed duties either in the air or on the ground in any part of the combat zone at any time during the designated period of the respective battle, campaign, or expedition.

Campaign streamers are awarded to units or organizations that are authorized an organizational color or distinguishing flag to recognize receipt of campaign participation credit. Streamers are silk ribbons that have the name of the campaign embroidered on them. Campaign streamers are the only streamers displayed on the Army flag and they are 2 3/4 inches wide and 4 feet long. Streamers that are displayed on the unit or organization’s flags are 2 3/4 inches wide and 3 feet in length. Award of streamers requires a formal ceremony.

The Army recognizes units that served and/or are serving in the theater of operations supporting the Global War on Terror (GWOT) with three streamers: one for service in Afghanistan (embroidered “AFGHANISTAN”), one for service in Iraq (embroidered “IRAQ”), and one for service in other such geographic regions as Kuwait, Qatar or the Horn of Africa (embroidered “GLOBAL WAR ON TERRORISM”). It is important to note, regardless of the number of deployments, units participating in each campaign will receive only one streamer.

Units must have served within the total land area, water area, and/or air space of one or more of the following geographical locations: Afghanistan, Aleria, Bahrain, Bosnia-Herzegovina, Bulgaria (Bouras), Chad, Colombia, Crete, Guantanamo Bay Cuba, Cyprus, Diego Garcia, Djibouti, Egypt, Eritrea, Ethiopia, Georgia, Hungary, Iran, Iraq, Israel, Jordan, Kazakhstan, Kenya, Kosovo, (Only Specific WOT Operations Not Associated With Operations Qualifying For The Kosovo Campaign Medal), Kuwait, Kyrgyzstan, Lebanon, Mali, Mauritania, Niger, Oman, Pakistan, Philippines, Qatar, Romania (Constanta), Saudi Arabia, Somalia, Syria, Tajikistan, Turkey, Turkmenistan, Uganda, United Arab Emirates, Uzbekistan, Yemen, That Portion Of The Arabian Sea North of 10 Degrees North Latitude And West Of 68 Degrees Longitude, Bab El Mandeb, Gulf o Aden, Gulf of Aqaba, Gulf of Oman, Gulf Of Suez, That Portion of The Mediterranean Sea East of 28 Degrees East Longitude, Mediterranean Sea, Persian Gulf, Red Sea, Strait of Hormuz, and the Suez Canal.

Quick Guide

Establishing Campaign Participation Credit:
  1. Joint Chief of Staff, with coordination from Commanding General (CG), CENTCOM designates names, dates, and geographical areas of operations.
  2. Senior Army Commander in area of operations compiles list of units eligible and refers to HQ, AHRC.
  3. HQ, AHRC coordinates with Center of Military History (CMH) who validates units in the area of operations.
  4. U.S. Army Human Resources Command – Military Awards Branch (HRC-MAB) re-coordinates with CMH. Upon receipt of CMH response, HRC-MAB publishes a Department of the Army General Order.

Documentation Required to Request a Campaign Participation Credit:

  1. Command request certifying that 65% or more of the organizations Table of Distribution and Allowances (TDA)/Modified Table of Organization and Equipment (MTOE) strength served in the qualifying area of operations in support of GWOT. This must include a GO Endorsement.
  2. Excel spreadsheet (landscape) with the following data:
    • Each unit’s official designation (Long Name)
    • Unit mailing address (for order production only)
    • Unit Identification Code (UIC), or Derivative Unit Identification Code (DUIC)
    • Major Army Command (MACOM) (higher HQ in theater)
    • Location of participation (Country)
    • Type of Streamer (GWOT, Afghanistan, or Iraq)
    • Inclusive dates of (to and from dates) boots on ground
    • Unit personnel strength (authorized and assigned)
    • Participation percentage (minimum 65%)
    • Component (AD, ARNG, USAR)
