Joint Travel Regulations
The Joint Travel Regulations (JTR) are applicable to uniformed members of the seven uniformed services ( i.e., Uniformed Members of the Army, Navy, Air Force, Marine Corps , Coast Guard, National Oceanic and Atmospheric Administration Commissioned Corps, and Public Health Service Commissioned Corps), DoD civilian employees and others traveling at DoD expense. For DoD civilian employees, the JTR’s authority is primarily derived from U.S.C. Title 5 statutes, General Service Administration’s (GSA) Federal Travel Regulation (FTR), and the Department of State’s Standardized Regulations. For Uniformed Service personnel, the JTR’s authority is primarily derived from U.S.C. Titles 10 and 37 statutes. Provisions of the JTR are also determined by decisions of the Comptroller General (CG), the Civilian Board of Contract Appeals (CBCA), the Defense Office of Hearings and Appeals (DOHA) and DoD General Counsel.
The Per Diem, Travel, and Transportation Allowance Committee (PDTATAC), also known as the Per Diem Committee, has oversight of the JTR, per DoDI 5154.31, Volume 5.

Governance
DTMO serves as the administrative staff for the Per Diem Committee, managing the regulation development and approval process for the JTR. In accordance with DoDI 5154.31,Volume 5, “Per Diem Travel and Transportation Allowance Committee, the PDTATAC mission is to ensure that travel and transportation regulations are, as far as practicable, uniform for all of the uniformed services, and DoD civilian employees. The Per Diem Committee’s membership is composed of a permanent Chair, the Deputy Assistant Secretary of Defense for Military Personnel Policy, a Deputy Assistant Secretary from each of the Military Departments, the Director of Personnel Management U.S. Coast Guard, the Director, Division of Commissioned Corps Personnel and Readiness, and the Director of the National Oceanic and Atmospheric Administration Corps.
The working level operation of the Per Diem Committee is carried out through two advisory panels; one for uniformed members (Military Advisory Panel (MAP)) and one for DoD civilian employees (Civilian Advisory Panel (CAP)). The MAP consists of a member from each of the Uniformed Services and a non-voting chair from the Per Diem Committee’s staff, and non-voting representatives from the Defense Finance and Accounting Service (DFAS), U.S. Transportation Command (USTRANSCOM). The CAP consists of a member from each of the Military Services, a member from the Office of the Secretary of Defense representing OSD staff and DoD agencies, a non-voting chair from the Per Diem Committee’s staff, and non-voting representatives from the DFAS and USTRANSCOM.
Changes are initiated by a MAP/CAP member, Per Diem Committee’s staff, and/or outside Agencies/Commands via a MAP/CAP member, the result of changes to the law and Service/DoD policy, and decisions of CG, CBCA, DOHA and DoD General Counsel. DTMO is committed to streamlining the decision-making process that determine travel and transportation allowances, as well as, simplifying the regulations to make them more easily understood by readers.
