10/07/2016 - SCRA Issue Resolved
- The bug in SCRA that was causing false negative results for some National Guard
members has been fixed and SCRA is again providing accurate results. If you
have reason to doubt any negative results you've received from the SCRA website,
please re-run your requests.

10/07/2016 - SCRA Issue
- DMDC was not able to patch the SCRA website as planned on Thursday, October 6.
SCRA still has a bug that is causing the site to give false negatives for some
National Guard members whose service should be positively reported by the site.
DMDC is working on a fix for this issue, and will put the fix in place as soon
as possible. Until the fix is implemented, any user that believes the SCRA
website is incorrectly reporting active service can contact the SCRA Help Desk
at dodhra.dodc-mb.dmdc.mbx.scra@mail.mil for assistance
NOTE: When contacting the Help Desk regarding this issue, please do not
send Personally Identifiable Information such as Social Security Number, name,
and/or date of birth. Our Help Desk will reply to your inquiry with
instructions on how to securely provide any information we will require.

files could take an extra 48 hours to process, until the system is able to catch

5/20/2016 - SCRA Processing Delay
- Due to unusually heavy usage, Multiple Record Requests are taking longer than normal to process.
Please allow an extra 12-24 hours for your Multiple Record Requests to complete processing. Multiple Record Requests that were
submitted before noon on Thursday, May 19th, should complete processing by the end of the day on Friday, May 20th.
Files uploaded after noon on Thursday, May 19th may not be completed until Monday, May 23rd.
Due to previously scheduled SCRA maintenance this weekend, any Multiple Record Request files uploaded today may not be
completed until Tuesday, May 24th. We apologize for any inconvenience this may cause.

- DMDC's internet service provider is currently experiencing network latency issues that are impacting the performance of the SCRA website. 12/10/2015 - Multiple Record Request Processing Delays
- Higher than usual SCRA website usage combined with server problems
at DMDC have resulted in Multiple Record Request files uploaded to SCRA
taking longer than usual to process. The delay affects all files
uploaded to SCRA since Tuesday, December 8th. Files uploaded on Tuesday
should complete processing sometime today or early tomorrow. Files
uploaded Wednesday should complete processing sometime during the
weekend. Files uploaded today or Friday will likely not be completed
before Monday. We apologize for any inconvenience this may cause.

- The SCRA website experienced a problem that caused it to return
inaccurate results for Single and Multiple Record Requests between
approximately 9:00 p.m. Pacific time on Wednesday, November 4th and
9:15 a.m. Pacific time on Thursday, November 5th. The problem has been
fixed and SCRA is again returning accurate results. If you ran a Single
Record Request or uploaded a Multiple Record Request file between 9:00
p.m. Pacific time on Wednesday, November 4th and 9:15 a.m. Pacific time
on Thursday, November 5th you likely received inaccurate results for

September 28th, 2015 due to a network problem. During the outage,
Multple Record Requests could not be processed. The SCRA website is now

8/28/2015 - PDF Certificates for Multiple Record
Requests Kept for 2 Days
- In an effort to maximize computing resources for Multiple Record
Request processing, DMDC will be reducing the amount of time the SCRA
website retains PDF certificates to two business days starting on
Friday, September 4th, 2015. For Multiple Record Requests that include
PDF certificate files, PDF certificates will be generated at the time
the records are processed and will be deleted two business days after
the certificate file is created. For example, PDF certificate files that
are generated on a Friday will be deleted the following Tuesday;
certificates generated on a Monday will be deleted the following
Wednesday. This change will optimize the storage space used to store PDF
certificate files and help minimize the possibility of SCRA website
downtime.

3/13/2015 - PDF Certificates for Multiple Record Requests
- In order to reduce the time and computing resources required to
process Multiple Record Requests, DMDC is evaluating whether to
eliminate the option to receive PDF certificates for Multuiple Record
Request result files. If needed, certificates could still be generated
using a Single Record Request. This change would cut down on the amount
of time necessary to process Multiple Record Request files, and also
reduce the processing time and storage space needed to create and store
SCRA certificate files. We'd like your feedback on this possible change
in SCRA website service. Please send an e-mail with your thoughts about

1/21/2015 - Intermittent SCRA Outage
- A wide-scale DoD network problem affeced the SCRA website on
Tuesday, January 20th that resulted in Single Record Requests and
Multiple Record Requests being unavailable for some users. The problem
was resolved and we apologize for any inconvenience.

- Between Saturday, October 25th and Wednesday, October 29th, the SCRA
Website experienced a problem processing some Single Record Requests.
When performing a Single Record Request users may have received a
message that their request could not be completed.
A solution to the problem was identified and full functionality has been
restored. Multiple Record Requests were unaffected by this problem and
continued to be processed normally.

Request users affected
- SCRA will be performing unplanned, routine maintenance. Currently
there is no estimated time for completion of this maintenance.
Processing of Multiple Record Request files will be temporarily halted
during business hours (7am - 4pm PDT). All files submitted via Multiple
Record Request will only be processed during non-business hours,
regardless of time of submission. Users may still upload files and
access previously processed files as normal. The only effect will be
that files may not be processed and returned within 24 hours.

12/17/2013 - DMDC has corrected the verbiage on the Single Record Request.
- It has been brought to our attention that when using a Social
Security Number (SSN) with the Single Record Request, SCRA certificates
would add the additional verbiage "HOWEVER, WITHOUT A SOCIAL SECURITY
NUMBER, THE DEPARTMENT OF DEFENSE MANPOWER DATA CENTER CANNOT
AUTHORITATIVELY ASSERT THAT THIS IS THE SAME INDIVIDUAL THAT YOUR QUERY
REFERS TO. NAME AND DATE OF BIRTH ALONE DO NOT UNIQUELY IDENTIFY AN
INDIVIDUAL". This has been corrected.
When using the Single Record Request, if a person match is made using a
SSN, the SCRA certificate will no longer display this additional
verbiage. If the person match is made without a SSN, this verbiage will
appear.
Multiple Record Request certificates are unchanged; they did not
errantly display the additional verbiage.
Thank you for your help in identifying this error, we will continue to
listen to your feedback and provide SCRA improvements.

09/09/2013 - DMDC experienced an unexpected outage with one
of its underlying databases during this past weekend.
- The database affected by the outage has been restored. However,
this may have caused some single or multiple record requests during this
period to be inadvertently returned showing no Active Duty results for
certain individuals, when Active Duty results should have been returned.
Therefore, we recommend that you re-run any SCRA single or multiple
record requests that you may have run between 9/7/13 12:01am PST and
9/9/13 11:00am PST, in order to be certain that you have the most
current information.

- Attention SCRA users: Please verify that you are accessing the
official SCRA website. You can do this by verifying that the URL in your
web browser's address bar shows "https://www.dmdc.osd.mil/appj/scra".
This Department of Defense website is the official source of
Servicemembers' active duty status for the purpose of SCRA compliance.
If you are considering a commercial source for this information, first
ensure their legitimacy. Beware of phishers and false domains that
exactly mimic the look of the DoD site, or claim to be the official
source, but display a different web address than the one noted above.

04/17/2013 - SCRA 3.0 Last Name Field Update.
-
SCRA 3.0 requires the correct and complete last name when performing
an inquiry. Previous SCRA versions only required a match on the first 3
letters of the last name. SCRA still requires, at a minimum, a last name
and a date of birth, or a Social Security Administration Number and a
last name in order to perform a search.
Please keep in mind the following when inputting last names for either a
Single or Multiple Record Request:
- · Last name submitted must be an exact match with the
servicemember's record.
- · Servicemembers may have had their last names changed,
and the change may not yet be updated in their record.
- · SCRA is capable of handling spaces, apostrophes,
hyphens and other special characters. Input names with special
characters into the last name field as they appear, e.g. Smith Doe,
Smith-Doe, Le'Smith.
- · Putting a suffix or any other data in the last name
field which does not appear in the servicemember's record as part of
their last name may result in an inaccurate response. There is no
suffix field in SCRA.

02/26/2013 - Announcing SCRA 3.0.

Announcing SCRA 3.0. This site is now running version 3.0 of the
Servicemembers Civil Relief Act (SCRA) Web Application. The User's
Guide, available from the User's Guide tab at the top navigation bar,
has been updated to reflect the changes in this version. Please be sure
to read it for the most current information on the use and behavior of
the SCRA application. If you have previously submitted a file under SCRA
2.3, all existing files will still be processed and accessible.
SCRA 3.0 features the following changes and improvements:
- · Improved site navigation
- · New "My Account" self-service section
- · New searchable FAQs section
- · New sample Upload File with description
- · New sample Upload File with description
- · Separated File Status tabs for Upload Requests and
Download Results, with easy-to-read status icons for Multiple Record

02/15/2013 - We plan to release SCRA 3.0 on Tuesday, February 26, 2013.
- SCRA 3.0 will present users with a new interface, and will optimize
back-end functionality, resulting in improved performance for both
Single and Multiple Request queries. The new interface incorporates tabs
and other features to improve site navigation and ease of use.
Rest assured that the format and layout of files for multiple request
queries will not change, and all existing accounts will be able to
access previously available Multiple Request files submitted in SCRA
2.3. Additionally, this release will not impact the results of your SCRA
version 2.3 inquiries in any way. You don?t need to rerun previously
submitted requests or do anything differently.
However, in preparation for this update, we will need to suspend the
processing of Multiple Record Requests beginning at 12:00 am Pacific
Time, Tuesday morning February 26,2013. Processing of these requests
will resume Tuesday afternoon, after the update has been released.

01/22/2013 - Unusually High Network Traffic, Possible Performance Degradation
- DMDC has been experiencing unusually high network traffic which is
causing performance degradation to many DMDC web applications. We are
actively working on the problem. If you experience delays when
accessing DMDC applications or you receive a message that the site is
busy, please be patient and try again. We apologize for the for the
negative impact this may be having on your operations. We hope to have
the problems resolved quickly.

10/17/2012 - New error code "G" for Multiple Record Requests
- The SCRA User's Guide has been updated with new information on error
code "G", which applies to records submitted through a
Multiple Record Request which are not populated to their full length.
This error code only affects users of the Multiple Record Request.

08/07/2012 - Announcing SCRA 2.3.

Announcing SCRA 2.3. This site is now running version 2.3 of the
Servicemembers Civil Relief Act (SCRA) Web Application. The User's
Guide, available from the left side of the home page, has been updated
to reflect the changes in this version. Please be sure to read it for
the most current information on the use and behavior of the SCRA
application.
SCRA 2.3 features the following changes and improvements:
- Certificate files are now available for Multiple Record (Batch)
Requests. When you upload a file, you will be able to choose whether
to generate these certificates for all of the individuals submitted,
for service members on Active Duty only, or for individuals not on
Active Duty only. Once your file has successfully run, you will be
able to download a certificate file in addition to your results
file.
- The Batch results error codes have been updated to include
certificate error codes. Please review the User's Guide
documentation for the list of error codes.
- The Batch upload file format has changed. The Batch upload file
now adds the Middle Name. Please see the User's Guide for more
information on these new fields and their location in the results
file.

- Your SCRA account password will expire after 60 days. SCRA

07/20/2012 - SCRA 2.3 Release Date Set for July 31, 2012
- MULTIPLE RECORD REQUESTS
- To comply with DoD security requirements, we must require you to
change your SCRA account password every 60 days. Accordingly, the
SCRA website will begin prompting you 5 days before your current
password's expiration date.
- Files containing a Certificate for each individual you requested
information on via your Multiple Record Requests will be available.
When you upload a file, you will be able to choose whether to
generate these certificates for all of the individuals submitted,
for only Service Members on Active Duty Status, or for only
individuals not on Active Duty Status. Once your file has
successfully run, you will be able to download a certificate file in
addition to your results file.
- The upload file format will allow you to add a 20-character
Middle Name. When provided, this Middle Name will be returned in
both the results file and be presented on the corresponding
Certificate.
- The Batch results error codes have been updated to include
certificate error codes.
Please note that the Request file (Input) and the Results file
(Output) formats are expanding to accommodate these additional fields as
shown below:
Request File Format Addition:
- Position 100-119: Middle Name (Alphanumeric, Left Justified)
Results File Format Addition:
- Position 150-169: Middle Name (Alphanumeric, Left Justified)
- Position 170-184: Certificate ID (Alphanumeric, Left Justified)

07/10/2012 - SCRA Update Released
- An update to SCRA has been released today. This update fixes a rare
defect in the Single Record Requests for Service members who are reserve
retirees recalled to active duty. In some cases, these Service members
were being reported as having left active duty in the last 367 days and
an end date was not provided in the certificate. The certificate should
have shown the member as still serving on active duty. This issue has
been corrected with this update. We have resumed processing of all
requests.

07/06/2012 - SCRA Release Date Set for July 10, 2012
- We plan to release SCRA 2.2.2 on July 10, 2012, to fix a rare defect
in the Single Record Requests for Service members who are reserve
retirees recalled to active duty. In some cases, these Service members
were being reported as having left active duty in the last 367 days and
an end date was not provided in the certificate. The certificate should
show the member as still serving on active duty.
This change does NOT affect the results provided for Multiple Record
Requests. However, in preparation for this update, we will need to
suspend the processing of Multiple Record Requests beginning at 12:00
am Tuesday morning (July 10). Processing of these requests will resume
Tuesday afternoon, after the update has been released.

- "Can I use SCRA for employment verification?"
SCRA does not provide past or present employment verification.
Information provided by SCRA is only for the purpose of verifying an
individual's active duty status for a given active duty status date,
to determine if they are eligible for protection under the
Servicemembers Civil Relief Act.
"What is Title 32 vs. Title 10 with respect to SCRA?"
The United States Code, under Title 10, outlines the role of the
Armed Forces and the legal basis for their roles, missions and
organization. Title 10 service is covered by SCRA. The role of the
United States National Guard is outlined under Title 32. If the National
Guard members are activated to support a State and not the Department of
Defense (DoD), then the members are not covered under SCRA.

06/06/2012 - Maintenance Scheduled

Please note that maintenance down time is scheduled for this weekend,
which will delay the processing of Multiple Record Requests. The
maintenance period is scheduled from Saturday June 9, 8am through Sunday
June 10, 4pm. Multiple Record Request Files may be uploaded during this
maintenance period, but they will not be processed until after this
maintenance period is complete. Single Record Requests are unaffected,
and will be available throughout the maintenance period. Be advised that
a similar maintenance period is also currently scheduled for Saturday
June 16, from 8am through Sunday June 17, 4pm.

- Announcing SCRA 2.2.1. This site is now running version 2.2.1 of the
Servicemembers Civil Relief Act (SCRA) Web Application. The User's
Guide, available from the left side of the home page, has been updated
to reflect the changes in this version. Please be sure to read it for
the most current information on the use and behavior of the SCRA
application.
SCRA 2.2.1 features the following:
- The Batch results error codes have been updated. Please review
the User's Guide documentation for the list of error codes.
- When a service member's active duty start date and end date are
the same exact date for an active duty period, these service periods
are not considered covered by SCRA.
- The User's Guide is updated for Version 2.2.1.

06/04/2012 - SCRA 2.2.1 Release Date Set for June 5, 2012

Our goal is to release SCRA 2.2.1 on or about June 5, 2012. Please be
aware of the upcoming changes noted below.
- We corrected a rare defect that caused an SCRA Maintenance
Notice to be errantly displayed when submitting a query.
The error codes for Multiple Record Requests have been updated. The
2.2.1 User's Guide will have full details, but here's a preview of the
updated codes:
- 1: Missing required field (formerly "C")
- 2: Invalid SSN (formerly "A")
- 3: Invalid Date (formerly "F")
- 4: DMDC cannot definitively identify the individual because
multiple records were found
- 9: No Errors
- B: Invalid Date of Birth
- D: Invalid First Name (e.g., first name does not appear in the
correct location in the file)
- E: Invalid Customer ID (e.g., customer ID does not appear in the
correct location in the file)
Please note that the result file will have an updated prefix ("
SCRA_VersionNumber_") applied to the filename, for example:
SCRA_2_2_1_my_result_filename.txt
Only files uploaded after SCRA 2.2.1 is released will include the
error codes noted above. Files uploaded prior to SCRA 2.2.1 will have
the 2.2 error coding, even though the filename may indicate otherwise.

05/31/2012 - Minor Bug in SCRA 2.2
- A defect was introduced in SCRA 2.2 with the user interface on the
Single Record Request. When an individual has only one active duty
segment and the segment is marked as a cancellation, an error message
appears at the top of the screen, "The system is down, please try
again in 5 minutes." This issue will be corrected in the next
release of SCRA.

05/25/2012 - Minor Bug in SCRA 2.2
- There is a minor defect with the user interface on the Single Record
Request. After entering the search criteria, if the user presses the
"Enter" key instead of the clicking the "Look Up"
button, the system will not generate a certificate to the screen, but
instead will display the SCRA User Guide. We will correct this issue in
the next release of SCRA. In the meantime, please click the "Look
Up" button to submit your Single Record Requests, and to receive a
certificate on the searched individual. Thank you.

left side of the home page, has been updated to reflect the changes in

SCRA 2.2 features the following:
- The required fields for both Single and Multiple Record requests
are now the Social Security Number (SSN) and Last Name, or the Last
Name and the Date of Birth.
- The Single Request screen no longer contains duplicate entry
fields for Last Name, First Name, Middle Name, or Date of Birth.
- The Certificate now displays the Active Duty Start Date.
- The Batch results file format has changed. The Batch results
file now adds the Active Duty Start Date, Early Notification (EID)
Start and End Dates, and the Active Duty and Early Notification
(EID) Service Component Codes. Please see the updated User's Guide
for more information on these new fields and their location in the
results file.
- The Batch results file will have a standard prefix
("SCRA_VersionNumber_") applied to the filename, to enable
you to identify which version of SCRA was used to produce the result
file, for example: SCRA_2_2_my_result_filename.txt
- The User's Guide is updated for Version 2.2.

- Some records for service members who have left active duty in the

04/26/2012 - Announcing SCRA 2.1
- This site is now running version 2.1 of the Servicemembers Civil Relief Act (SCRA) Web Application. Please note in the bottom right hand of this screen you can find the version of SCRA running. The version number can also be found in the top right hand corner of the SCRA certificates and on the title page of the User's Guide.
SCRA 2.1 features the following:
- The Certificate filename now defaults to the certificate's
report id
- The Single Request screen and Certificate now refer to the
"Date of Interest" as the "Active Duty Status Date
"
- The Certificate displays "Still Serving" in the Active
Duty End Date when the Servicemember is still active duty
- The Certificate displays the complete and accurate Service
Component, e.g., Army Reserve
- The Certificate displays the Active Duty End Date for members
who have left active duty within 367 days of the Active Duty Status
date
- The Batch Request output includes all records uploaded by the
user, to include any error records
- The Batch Request status will be updated to "Complete"
- The User's Guide is updated for Version 2.1

04/24/2012 - Minor Bug in SCRA 2.0
- ATTN Batch Request Users: Please confirm all your records are
returned in your results file. We have recently discovered a defect
where the last record in a request file is not returned. This will be
corrected in the next release of SCRA. In the meantime you can
compensate for this issue by duplicating the last record in your request
file.

04/10/2012 - Announcing SCRA 2.0
- The Servicemembers' Civil Relief Act (SCRA) Web Application has been
updated. The SCRA website now allows you to select a Single Record
Request or Multiple Record Request for verifying service member(s)
active duty status information.
SCRA's Single Record Request now allows you to check the active duty
status of a service member based on a specific date (i.e., the Date of
Interest). You can enter any date later than September 30, 1985. The
default Date of Interest is the current date, if you do not enter a
date.
The following active duty status information is checked:
- The individual's Active Duty status on the Date of Interest;
- Whether the individual left Active Duty status within 367 days
preceding the Date of Interest;
- Whether the individual or his/her unit received notification to
report for active duty on the Date of Interest.
For the Single Record Request, the certificate identifying the results
of the active duty status of a service member is now in PDF format, not
HTML.
The Multiple Record Request prompts the user, once logged in, to upload
a file(s) containing data for many service members. The results can then
be downloaded from the website within a 24 hour period of the upload
time. The file must be a specified format with a specific file type, and
the results file is in a fixed length, formatted file. Please follow the
instructions in the USER'S GUIDE to determine how to create the upload
file and how to interpret the download file. Currently, PDF certificates
are only available for Single Record Requests; use the Single Record
Request to obtain a certificate for an individual.
