MILPER MESSAGE 15-412, PRIORITIZATION OF ARMY RESERVE
NATIONAL GUARD (ARNG) EVALUATION PROCESSING FOR STATE BOARDS AND NCOER
SUBMISSION GUIDELINES, ISSUED: [31 DEC 15]. With the release of DA Form 2166-9
series NCOER, HRC will assume all responsibility for processing of ARNG
evaluations, including NCOERs. Prioritization of ARNG evaluations for any
special state or unit vacancy board conducted by the ARNG requires the 54
states and territories to provide HRC information for evaluation processing
