PdM P2E Achieves FOC for Lt. Gen. Robert E. Gray Cyber Center – Europe

Product Manager, Power Projection Enablers (PdM P2E) achieved Full Operational Capability for the Lt. Gen. Robert E. Gray Cyber Center – Europe in Wiesbaden, Germany on August 21, 2014. From January 2014 through completion of the project, the PdM P2E team successfully managed this Information Technology (IT) infrastructure project. This complex facility system will manage all network services to greatly enhance cyberwatch oversight intricacies from the Stuttgart-based European Command. PdM P2E worked extensively with the 5th Signal Command in the creation and development of this Information Processing Center named in honor of the late Lt. Gen. Robert E. Gray. PdM P2E provided the 5th Signal Command with the ability to shield its computer networks throughout Europe and parts of the Middle East, as well as strengthening theater strategic and tactical communications gathering and sustainment of future missions for US European Command (EUCOM), US Africa Command (AFRICOM) and US Army Europe (USAREUR).

This newly constructed building represents the latest state-of-the-art technology, which is expected to significantly expand its scope of activity in the coming years. Mr. Albert Adams, PdM P2E Integrated Project lead, effectively managed the project along with Mr. Daryle Sewell. LTC Mollie A. Pearson, the Product Manager for PdM P2E, along with Mr. Michael Moseley, the Director for European projects, provided leadership oversight. The PdM P2E logistics support team is currently conducting property book transfers and finalizing all deliverables with the vendor and customer. A ribbon-cutting ceremony is planned for project completion and turn-over to stakeholders at the end of September 2014.

Draft Request for Proposal Signed for Army Contract Writing System

The Army Contract Writing System (ACWS) released its draft request for proposals for the Army’s new contract writing system. ACWS will provide a single enterprise contract writing and management system to obtain business process efficiencies and support compliance with the FFMIA.

ACWS is the latest enterprise system for Program Executive Office Enterprise Information Systems (PEO EIS), replacing contract writing functions currently performed by the Standard Procurement System (SPS), the Procurement Automated Data and Document System (PADDS) and the Virtual Contracting Enterprise (VCE) suite of tools. ACWS will create operational and work process efficiencies for the contracting community.

“We need to make sure we have the right requirements for this system. ACWS needs to meet the contract activity requirements of all Army users; including forward deployed disconnected users, installations, weapons systems, and the secure contracting missions,” said Mr. Douglas Wiltsie, PEO EIS. “That is a big demand, and the ACWS team is certainly up to the task.”

The draft Request for Proposal (RFP), released Aug. 8, mapped out the Army’s requirements and objectives, evaluation criteria, instructions to bidders, and contract structure and incentives for industry feedback. ACWS will use modern technologies to allow for customized workflow, on-demand collaboration, and rapid adaptability to frequent changes in regulations, policies, and procedures.

“This is an exciting time for the product office, the contracting community, and the functional proponent,” stated ACWS Product Manager, LTC Ossie Peacock. “The new system represents a major step forward by subsuming three distinct systems, which will standardize training and business processes across the community.”

ACWS falls under the project management office of the General Fund Enterprise Business System (GFEBS). GFEBS is the first Department of Defense Enterprise Resource Planning (ERP) system to fully deploy to more than 53,000 end users at 227 locations in 71 countries across five continents.

GFEBS Project Manager, COL Matt Russell, intends to continue the success record with ACWS. "We are excited to get the draft RFP out, and more excited to get feedback from industry on our strategy.” Russell said. “The draft RFP is a step in the right direction to provide the Army contracting community with a new tool to more effectively and efficiently conduct business."

The ACWS draft RFP is being provided to industry for comments only. This is not the final RFP, which is expected to be released during the first quarter of fiscal year 2015.

Changing of the Guard at PM DCATS

Ms. Terry Watson, Deputy Program Executive Officer, Enterprise Information Systems (PEO EIS), hosted a change of charter ceremony on Aug. 13 to recognize the accomplishments of COL Clyde E. Richards, Jr., outgoing Project Manager, Defense Communications and Army Transmission Systems (PM DCATS), and to transfer the PM DCATS charter to COL Charles “Charlie” Stein.

The ceremony took place at the Fort Belvoir Officer’s Club and was preceded by a private luncheon for COL Richards. Ms. Watson observed that PM DCATS is an organization with a $3 billion systems portfolio and a global mission consisting of six major programs and more than 130 distinct projects. She congratulated COL Richards for his many accomplishments as PM, noting in particular his ability to bring people together and create esprit de corps.

COL Richards will serve as the Army Portfolio Director at the Defense Contract Management Agency (DCMA). “It’s been a great honor to serve as Program Manager for DCATS,” he said. “We’ve put together a great team with some robust processes, and my team has been outstanding during some challenging times in the Army, including the disruptions of the Base Realignment and Closure moves from New Jersey. I am proud of the organization that I am turning over to COL Stein.”

COL Stein enlisted as an infantryman in the Marine Corps in 1982. In 1990, he was commissioned as a second lieutenant in the Army Quartermaster Corps. He held a variety of command and staff positions before becoming a Product Manager. COL Stein most recently served as the Technical Center Deputy Director of the U.S. Army Space and Missile Defense Command /Army Forces Strategic Command in Huntsville, Ala.
