Fiscal Year 2009

On December 4, 2008, CAP was honored with the 2008 President’s Quality Award for Management Excellence, which is the highest award given to executive branch agencies. CAP was a winner in the category of expanded electronic government for its program that accommodates federal employees and wounded service members with disabilities through Web/e-Government.

On Earth Day, April 22, CAP launched its new CAP Goes Green Initiative. This project integrated more sustainable and environmentally-friendly practices into CAP's business decisions and operations.

CAPTEC moved and underwent a facelift during the Pentagon renovations in FY09. FY09 marked the introduction of CAPTEC’s Disability Employment Innovation series, which aims to provide awareness of the technology CAP provides to accommodate Federal employees with disabilities and wounded service members.

CAP continued to actively support wounded Service members during their recovery and rehabilitation. In FY09, CAP provided over 1,321 needs assessments and 4,519 accommodations to Service members and Military Treatment Facilities (MTFs). In Support of the DoDI, CAP has implemented a training program for MTF personnel.

In FY09, CAP filled over 9,700 accommodations.

Fiscal Year 2008

On September 9, 2008, the Department of Defense Instruction, Assistive Technology (AT) for Wounded Service Members (DoDI 6025.22) was signed, establishing policy for AT programs in the Military Health System. The DoDI secures CAP’s eligibility to provide AT to service members and allows service members to retain the equipment after separation from active duty, enabling them to pursue education and employment opportunities.

On July 23, 2008, CAP in conjunction with the Equal Employment Opportunity Commission (EEOC) hosted Two Percent by 2010 at the Ronald Reagan Building and International Trade Center. The goal of this event was for federal managers to learn about the state of disability employment in the Executive Branch and what could be done to recruit, place, promote and retain employees with disabilities and disabled veterans. CAP also worked directly with agencies to help improve their disability employment programs via the GetFit Initiative.

In FY08, CAP broke another milestone and filled 10,356 accommodations in one year.

Fiscal Year 2007

CAPTEC served 1,831 customers including a special tour for the Honorable Christine M. Griffin, Commissioner of the Equal Employment Opportunity Commission (EEOC).

CAP actively supported wounded Service members during their recovery and rehabilitation. In FY07, CAP provided over 950 needs assessments and 2,998 accommodations to Service members and Military Treatment Facilities throughout the nation. The CAP Wounded Service Member website was also launched, providing additional information and resources to Service members and their families.

On October 17, 2006, Public Law 109-364 was passed, allowing Service members injured while on active duty to retain the assistive technology and services provided by CAP upon separation from active duty. This has permitted many Service members to continue their education or return to the workforce with the use of the CAP-provided assistive technology.

8,775 accommodations in place by year-end.

Fiscal Year 2006

Equal Employment Opportunity Commission (EEOC) presented the Freedom to Compete Award to the Department of Defense on behalf of CAP on June 14, 2006. The award seeks to reward specific practices and activities that produce results and reflect an abiding commitment to access and inclusion in the workplace. The award was received by the Honorable Dr. David S.C. Chu, Under Secretary of Defense for Personnel and Readiness, on behalf of CAP; the first federal program to win this award.

CAPTEC served 2,580 customers which included special tours for the Honorable Cari M. Dominguez, Chair of the Equal Employment Opportunity Commission, and the Honorable Charles S. Ciccolella, Assistant Secretary for the Veteran's Employment and Training Service at the U. S. Department of Labor.

On Wednesday, August 30, 2006, CAP and TRICARE Management Activity hosted From Deployment to Employment: A Training Forum on Services and Employment of Wounded Service Members in Bethesda, MD. The overarching goal of the forum was to improve the recovery, rehabilitation, and transition process of wounded service members by increasing collaboration and cooperation among various agencies within DoD, the Department of Veteran Affairs, and the Department of Labor.

CAP establishes formal partnerships with 65 Federal agencies.

6,310 accommodations in place by year-end.

Fiscal Year 2005

CAP's Telework Initiative provides the equipment for employees with disabilities to work at home or another offsite location. CAP received a Leadership Award at the Potomac Forum's "Telework in the Federal Government" event for its innovative approach to increasing Telework by employees with disabilities in the federal government. During FY05, CAP provided 175 accommodations for Teleworkers with disabilities.

CAPTEC served nearly 2,305 customers, including over 30 via Videoteleconference.  Tours were also provided for the Honorable James Langevin, Congressman from Rhode Island, and the Honorable Paul Wolfowitz, former Deputy Secretary of Defense.

CAP continues to provide support to increase the accessibility of the Military Health System and reemployment assistance for our wounded Service members. During FY05, CAP expanded its services and training to include Brooke and Tripler Army Medical Centers, Ft. Leonard Wood, and the National Naval Medical Center.

CAP establishes formal partnerships with 63 Federal agencies.

5,542 accommodations in place by year-end.

Fiscal Year 2004

In support of the President's e-Government Initiative, CAP is honored with an Horizon Interactive Award for Self Promotion/Company Identity.

CAP produces its first fully accessible, self-running, interactive CD-ROM: "Real Solutions for Real Needs." The CD-ROM wins the "2004 Best New Communications Ability Award" from the New Freedom Foundation and two "Horizon Interactive Awards" for Education/Training and utilization of Flash.

CAP establishes formal partnerships with 59 Federal agencies.

5,536 accommodations in place by year-end.

Fiscal Year 2003

CAP receives "Interagency Services Award" from the Federation of Government Information Processing Council.

CAP establishes formal partnerships with 58 Federal agencies.

Milestone: More than 35,000 accommodations provided by CAP since 1990.

Fiscal Year 2002

CAP receives the "Distinguished Contribution to Assistive Technology Award" from the Rehabilitation Engineering and Assistive Technology Society of North America (RESNA).

CAP receives the prestigious "Excellence in Employment Award" from the National Association of the Deaf (NAD).

CAP provides services to survivors of the attacks on the Pentagon and World Trade Centers ensuring return-to-work opportunities through accommodations.

CAP establishes formal partnerships with 50 Federal agencies.

5,337 accommodations in place by year-end.

Fiscal Year 2001

October 30, 2000: Congress signs the National Defense Authorization Act granting CAP the authority to "provide assistive technology, devices, and services to any department or agency in the Federal government upon the request of the head of the agency".

November 30, 2000: CAP receives its first partnership agreement with the Committee for the Purchase from People Who are Blind or Severely Disabled.  Throughout the year CAP established partnerships with 44 additional agencies.

June 19, 2001: President Bush and Secretary of Defense Rumsfeld visit CAPTEC in the Pentagon, where President Bush delivers his first address on disability issues and his New Freedom Initiative. He announces his support for Section 508 and Executive Order 13217, "Community-Based Alternatives for Individuals with Disabilities." The Order calls upon the Federal government to assist states and localities to swiftly implement the decision of the U.S. Supreme Court in Olmstead v. L.C: "The United States is committed to community-based alternatives for individuals with disabilities and recognizes that such services advance the best interests of the United States".

CAP begins training for IT and acquisition teams in support of Section 508 requirements.

June 21, 2001: Federal enforcement of Section 508 begins.

CAP provides 2,964 accommodations.

Fiscal Year 2000

CAP participates in the Electronic and Information Technology Accessibility Advisory Committee (EITAAC) to provide guidance to the U.S. Access Board in creating the Section 508 standards.
