Welcome to the Reserve O3 Staff Promotion information page.

Approval of the FY-16 Reserve Lieutenant All Fully Qualified lists (AFQL)was completed by OSD. The list was released via ALNAV 061/16.   

 The Lieutenant AFQL is a selection process conducted by PERS-80 which screens all Active, Reserve, and Full Time Support (FTS) line and staff officers in the grade of Lieutenant (Junior Grade) who meet the statutory eligibility requirements for selection to Lieutenant the next fiscal year.  Those officers who will have completed the statutory time-in-grade (TIG) requirement of 24 months within the next fiscal year, have earned a “Promotable” advancement recommendation on their most recent regular fitness report, and who have been screened and reviewed for adverse information will normally be placed on the select list for Lieutenant. 

 

Those who are selected for promotion will be promoted on the first day of the first month following the anniversary of 24 months TIG, unless the officer was promoted to LTJG on the first day of the month, then promotion would occur on the first day of the same month that the officer reaches the anniversary of 24 months.  For example, if a LTJG’s date-of-rank (DOR) to LTJG is 1 Nov 2009, promotion to LT would occur on 1 Nov 2011.  If a LTJG’s DOR to LTJG is 2 Nov 2009 (or any day after that in the month), the promotion to LT would be 1 Dec 2011. 

**Important: Commanding Officers are authorized to make written objections or withhold promotion until the Secretary of the Navy reviews individual cases and either concurs with or opposes the promotion of the individual.
