Product Lead, Reserve Component Automation System (RCAS)


Mr. Dennis Lujan

Mr. Dennis J. B. Lujan assumed his position as the Product Lead for the RCAS at Ft. Belvoir, Virginia on July 11, 2016.

Prior to arrival he served as Division Director, and Information Security Officer in the Office of Technology Solutions under the Office of the Chief Financial Officer (OCFO), Environmental Protection Agency.

Mr. Lujan started his federal career in the US Army in 1992 serving 20 years of active military service in operational and generating force units-culminating in an Honorable Discharge in 2012. Upon retiring, he continued his federal service as a civil servant with the Department of Veterans Affairs and most recently with the Environmental Protection Agency in Washington DC.

During service with the Department of Veterans Affairs, Mr. Lujan served as Senior Program Manager overseeing corporate initiatives such as the Integrated Acquisition Program, Construction Management, Software Integration and Business Process Improvements. Mr. Lujan was later assigned to the Veterans Health Administration as the principle interagency liaison to a Joint DoD/VA integrated electronic health record program. He also served as a principal advisor to the interagency Clinical Informatics Board and provided executive oversight of all joint business requirement packages going to the board for executive decision. Mr. Lujan also served with the Environmental Protection Agency as Division Director and Information Security Officer overseeing the OCFO’s strategic IT portfolio consisting of all its financial systems affecting 10 Regional Offices, three finance centers and 15,000 personnel across the country.

Mr. Lujan’s military decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Army Superior Unit Award, Joint Meritorious Unit Award, National Defense Service Medal, Korean Defense Service Medal, Global War on Terror Expeditionary Medal, Global War on Terrorism Service Medal, Afghanistan Service Medal, and the NATO Medal.

Mr. Lujan is a graduate of the Command and General Staff Officer Course and holds a Masters Degree in Business Administration from the Florida Institute of Technology and a Masters in Criminal Justice Administration from Oklahoma City University.

(Acting) Product Manager, Global Combat Support System – Army (GCSS-Army)


Mr. Bob Zoppa

Mr. Robert Zoppa serves as the Deputy Product Manager for the Global Combat Support System-Army (GCSSArmy) at Fort Lee, Virginia. He began serving in this position in May 2009. His responsibilities include assisting the Product Manager with overall management of the GCSS-Army project, supervising the civilian workforce assigned to the Product Management Office staff and providing advice and guidance to the Product Manager on all aspects of the projects management. GCSS-Army is an Enterprise Resource Planning solution that comprises the tactical component of the Army’s Logistics Enterprise, which includes the Logistics Modernization Program, General Funds Enterprise Business System and Army Enterprise Systems Integration Program.

Mr. Zoppa served as Product Manager GCSS-Army from October 2003 through June 2007, while on Active Duty with the United States Army. Prior to his assignment as Product Manager for GCSS-Army, Mr. Zoppa was assigned to the Strategic and Advanced Computer Center, G-6 in the Pentagon from August 2000 to September 2003. From July 1998 to July 2000, Mr. Zoppa served as Assistant Product Manager, Global Command and Control System-Army, within the Program Executive Office, Command, Control and Communications Systems, Fort Belvoir, Virginia.

From September 1994 to December 1996, Mr. Zoppa commanded B Company, 1st Satellite Control Battalion, Fort Meade, Maryland. From August 1990 through October 1991, he commanded the Headquarters and Headquarters Detachment, 40th Signal Battalion, which deployed to Saudi Arabia in support of Operations Desert Shield/Storm in October 1990. Mr. Zoppa served as Assistant Operations Officer and Battalion Adjutant for the 40th Signal Battalion, Fort Huachuca, Arizona from August 1989 to August 1990. In 1987, his first Army assignment was to the 521st Signal Company, 86th Signal Battalion, Fort Huachuca, Arizona where he served as Platoon Leader, Supply Officer and Operations Officer. Mr. Zoppa’s awards and decorations include the Bronze Star Medal, Meritorious Service Medal, Army Commendation Medal, Army Commendation Medal, Army Achievement Medal, National Defense Service Medal, Southwest Asia Service Medal, Army Service Ribbon, and the Kuwait Liberation Medal with Palm.

Mr. Zoppa has a Master of Science degree in Systems Technology (Space Systems Operations) from the Naval Postgraduate School, Monterey, California awarded in 1994, a Master of Business Administration degree from Golden State University, San Francisco, California awarded in 1994, and a Bachelor of Science degree from the United States Military Academy, West Point, New York awarded in 1987. He is a graduate of the US Army Signal Officer Basic and Advanced Courses, the US Army Combined Arms and Service Staff School, the US Army Command and General Staff College and is Acquisition Level III certified in Program Management and Information Technology.

Product Lead, Enterprise Content Collaboration and Messaging (EC2M)


Mr. Sergio Alvarez

Sergio Alvarez is the Product Lead (PL) for Enterprise Content Collaboration and Messaging (EC2M). In this capacity he is responsible for leading EC2M’s mission of increasing efficiencies and better aligning resources around the many projects and initiatives being managed as part of the PD ES portfolio. Aligning resources and streamlining efforts will result in reduced costs and a unified approach to communication across the Enterprise.

Prior to his appointment as PL Mr. Alvarez served as Deputy PL for EC2M from October 18, 2013 to June 18, 2016. Additionally Mr. Alvarez served as the Director for Technical Management Division (TMD) for Product Manager, Army Knowledge Online (PM AKO), from February to October 2013. During his tenure in this position he provided intranet services and single web portal to the United States Army. Services included email, directory services and portal, single sign on, blogs, file storage, instant messenger, and chat. He ensured availability was no less than 98% for members of the Active Duty, National Guard, Reserves, DA Civilian and select contractor workforce, to include select foreign nationals. From July 2011 to February 2013, Sergio was an integral part of the team supporting the Product Director, Power Projection Enablers (PM P2E). While there, he served as Assistant Product Manager (APM) for Global Mission Network/Operation Guardian Enable, a $25M project within the PM’s Portfolio, and then as TMD Chief, where he defined technological strategies and managed a team responsible for the execution of $35M in projects. Prior to joining PM P2E, Mr. Alvarez served as Services and Operations Support Branch Manager for the Program Executive Office, Enterprise Information Systems (PEO EIS) from June 2009 to July 2011. In this role, he was responsible for the management of IT/LAN, personnel security, facilities management, Defense Travel System and execution of an annual budget of $15M. From February 2006 to June of 2009, Mr. Alvarez served as an IT Specialist, Test and Evaluation Manager and Quality Assurance Manager in support of PEO EIS AESIP and RCAS programs. While there, he reviewed mission critical test proposals and evaluation plans to determine the impact and compatibility with system architecture and ensured compliance with DoD and Army regulations and provided oversight for testing activities – from planning to execution.

Product Lead
Force Management System (FMS)


Ms. Sammi Foong

Ms. Sammi Foong currently serves as the Product Lead for the Army’s Force Management System (FMS) under Program Executive Office Enterprise Information Systems (PEO EIS).  As the Product Lead for FMS, she is responsible for the total life cycle management of the multiple software applications directly enabling the Army’s Force Management mission executed by the G-3/5/7.  In addition, the FMS mission is evolving to encompass the full responsibilities of the overall objectives of Global Force Management (GFM).

She previously served as the Deputy Product Lead for Computer Hardware, Enterprise Software and Solutions (CHESS) providing management and leadership in support of the Product Lead.  In her role, she was responsible for overseeing the activities essential to providing flexible procurement strategy through which Army users procure IT hardware, software, and services via IT e-mart, the Army’s e-commerce site. 

Prior to her assignment as Deputy, CHESS, Ms. Foong served as the Acquisition Management Specialist within the Program Management Directorate (PMD) of PEO EIS.  She provided acquisition management support and guidance to multiple programs within PEO EIS and coordinated PEO EIS activities with Headquarters Department of the Army, Office of the Secretary of Defense, Joint Staff as well as other agencies.  Her other assignments include Defense Information Systems Agency (DISA) where she served as the Test and Evaluation (T&E) Program Support Chief, providing T&E guidance and recommendations to PMs within DISA.  She also served as the Program Analyst within the Program Management Office Satellite Communications (PMO SATCOM) of Program Executive Office SATCOM, Teleport and Services (PEO STS).

Ms. Foong’s awards include the Commander’s Award for Civilian Service, Achievement Award, Appreciation Award, and Special Act or Service Award.  Ms. Foong received a Bachelor of Science degree in Biochemistry from the Virginia Polytechnic Institute and State University.  Ms. Foong is a member of the Army Acquisition Corps with Level III certification in both Test and Evaluation and Program Management.

Enterprise Computing (PD EC)


Mr. Dennis Kelly

Mr. Dennis Kelly is the Product Lead for Enterprise Computing (EC), an office within Project Director, Enterprise Services.  Mr. Kelly has oversight of the EC portfolio, which consists of six primary initiatives:

•  Army Private Cloud (APC2) and Cloud Services
•  Army Data Center Consolidation Plan
•  Army Enterprise Service Desk-Worldwide (AESD-W) 
•  AESD Federation
•  Army Software Marketplace 
•  Data Center/Cloud/Generating Force

Throughout his 40 year career, Mr. Kelly has performed myriad roles including project manager, private sector executive, and independent organizational development consultant. Mr. Kelly began his career as a U.S. Marine in communications-electronics during the Vietnam War. As a satellite communications systems engineer, he planned the deployment of in-orbit satellites and designed the first Satellite Switched Time Division Multiple Access plan for use in the INTELSAT satellite system. In industry, he designed the transition strategy for the worldwide consolidation of 150 data centers into three supercenters. As a consultant for the Federal Aviation Administration, he facilitated the implementation of strategic and operational management processes. He also served as the principal advisor for Command, Control, Communications, Computers and Information Technology to the Chief of the Army Reserve, and as a communications policy advisor to the Army Chief Information Officer/G6 Chief Executive Officer.

Mr. Kelly joined PEO EIS in 2011, and served as a Project Officer with EC since its inception in 2013. As the AESD-W lead, Mr. Kelly managed three service desk locations that handled one million incidents at 44 installations, as well as supporting the 1.5 million users of Army Knowledge Online and Enterprise Email. For APC2, he facilitated the provision of Cloud Software as a Service and Infrastructure as a Service for DOD customers.

Mr. Kelly is a graduate of Virginia Tech with a Bachelor of Arts in Geography, and he holds a Master of Arts in American Government from Catholic University.

Mr. Kelly is a member of the U.S. Army Acquisition Corps and is Level III certified in Program Management and is a Certified Management Consultant. His professional association memberships include the Institute of Electrical and Electronics Engineers Engineering Management Society and the Institute of Management Consultants USA.

 

Womens History Month


Army PEO EIS celebrates National Women’s History Month this March, joining the nation in an amplified celebration of women’s contributions to this Nation and to our Army. The theme this year is “Working to Form a More Perfect Union: Honoring Women in Public Service and Government.” We think it’s a perfect time and a perfect theme to spotlight some of PEO EIS’ exceptional women leaders and teammates. Throughout the month of March, you will find two spotlights a week on our website and in social media featuring workforce-nominated women leaders at PEO EIS who exemplify the Army values of service and integrity.

Women in the Army

The U.S. Army honors the sacrifices and accomplishments of women who not only shaped our service but also the country.  Women play a vital role in today’s Army; they are the Soldiers on the front-line; they are leaders, officers and noncommissioned officers standing with our troops; they are members of the United States Army Civilian Corps, as well as employers, spouses, mothers and sisters who are critical members of our Army team.

We honor all women for their military and civil service, their support and strength, and their willingness to sacrifice everything to help ensure the freedom and liberty cherished by all Americans. The national theme this year is, “Working to Form a More Perfect Union: Honoring Women in Public Service and Government.  Women’s History Month stands as a further reminder of strength the Army has gained, and will gain through having a high-quality, diverse All-Volunteer Force.

Women have served the United States Army since 1775 and remain an invaluable and essential part of the Army today. Women Soldiers serve on teams as commanders, leaders, doctors, lawyers, engineers, mechanics, aviators, special operators, technologists and combat troops. Women Soldiers made historic strides in 2015, with graduating from Ranger School, to the appointment of the first black female Army surgeon general, to Defense Secretary Ash Carter opening up all military occupational specialties, or MOSs, to women.  For the first time in U.S. military history, as long as they qualify and meet specific standards, women will be able to now more fully contribute to the Defense Department mission.

To the women of the United States Army and the women civilians and contractors who support our Soldiers every day, everywhere, we thank you for your service!

DEE Mailbox Size Limitations


As part of Department of Defense (DOD) network modernization efforts, the Army continues to optimize operational effectiveness, increase network and information security and improve efficiencies to enable success for today and tomorrow.
Delivering network capabilities to the Army is a team effort - we are all responsible for doing our part to ensure that the network is effective, efficient and secure, and that we continue to be good stewards of taxpayer dollars and trust.
Now we need the help of all users to maximize our efforts and efficiencies.
The Army’s Office of the Chief Information Officer (CIO)/G-6 implemented Enterprise Email in 2010 to improve email capabilities and reduce costs. In July 2013, the Army Program Executive Office Enterprise Information Systems (PEO EIS) worked with the Defense Information Systems Agency (DISA) to complete the Army’s migration to DEE, moving existing Army accounts to DISA infrastructure and resulting in the creation of more than 1.5 million DEE accounts.
When the Army completed DEE migrations, it did not enforce mailbox size limits or email retention policies, meaning users could store as much email for as long as they wanted. The exponential growth of storage consumption supporting mailboxes is on an unsustainable path.
The Army has gone to great lengths to reduce the cost of its email service. In addition to service continuation and more efficient use of Army resources, vigilant management of DEE mailbox size will improve the performance of DEE accounts as its performance is directly impacted by mailbox size. Effective management of mailbox sizes will improve operational performance and manage storage consumption costs Army-wide.
PEO EIS joins the CIO/G-6 and DISA in encouraging you, our Army teammates, to contribute to this effort without leaving their desks—by managing the storage size of your individual DEE mailboxes.
Currently, each individual’s mailbox has a limit that is determined by mission need—either 512MB for basic users or 4GB for business users. The Army began enforcement of the 512MB mailbox size limit on March 12, and those affected DEE account holders with 512MB mailbox size limits have already begun effective mailbox management.
To continue the drive toward optimized effectiveness, security, and efficiencies, DEE’s service provider—DISA—will begin to enforce the Army’s DEE service level agreement limits of 4GB per mailbox for business users on October 1. This limitation is due to the Department of Defense Enterprise Email (Enterprise Email or DEE) Enterprise Service Level Agreement the Army has negotiated with DISA to control program cost.
Between now and October 1, these limitations will be phased in. For the majority of DEE users who are already managing their mailbox size within the 4GB limit, there will be no impact. However, DEE users who exceed the limits will begin to receive warnings and instructions on how to manage their mailbox size in June. Once the limitations are in place, mailboxes that continue to exceed limits will lose functionality on October 1 until the size is reduced.

GFEBS Increment II


GFEBS was the first Enterprise Resource Planning structure to fully deploy within the Department of the Army and GFEBS Increment II will continue improving the Army’s business processes. Increment II will allow for full cost reporting of the Army’s outputs (products and services) and will create an auditable trail. It will also accommodate emerging requirements for enhanced financial integration, Army single labor time tracking and environmental and integrated resource management. These requirements not only provide additional capability, but improve automated integration of financial data, enhance business process efficiencies, increase interoperability and maintain auditability.

Product Manager
Installation Information Infrastructure Modernization Program (I3MP):
Mr. Brendan Burke


Mr. Brendan Burke

Mr. Brendan Burke was appointed the Product Manager for the Installation Information Infrastructure Modernization Program (I3MP) in October 2016.  In this capacity, Mr. Burke will enable information dominance for every Warfighter through information technology infrastructure modernization, and life cycle management of the Army’s CONUS Installation Campus Area Networks and Command Centers.

Prior to his selection Mr. Burke was the Product Director for General Funds Enterprise Business System Increment II (GFEBS INCII), responsible for establishing a team supporting the Army Acquisition Executive’s Material Development Decision of a Defense Business System.  GFEBS INCII provides hardware and software capabilities to accommodate emerging requirements for Army Standard Labor Time Tracking and Integrated Resource Management.  These requirements not only provide additional capability, but contribute to improving automated integration of financial data, enhancing business process efficiencies, increasing interoperability, and maintaining auditability.

Mr. Burke also previously served as the Project Director Computer Hardware Enterprise Software and Solutions (CHESS) with responsibility for providing a flexible procurement strategy through which Army users procure IT hardware, software, and services via IT e-mart, the Army’s e-commerce site.  Additional assignments at CHESS included the Deputy Project Director and Software Product Leader.  Mr. Burke began his civil service career as a Contracting Officer with U.S. Army CECOM Life Cycle Management Command (CECOM LCMC).  Prior to civil service Mr. Burke was a Commissioned Officer in the U.S. Air Force, serving in various positions within the contracting field. 

Mr. Burke holds a M.S. in National Resource Strategy from The Dwight D. Eisenhower School for National Security and Resource Management; a M.A. in Economics from the University of New Hampshire, and a B.S in Operations Research and Economics from the United States Air Force Academy.  He is a recipient of the Superior Civilian Service Award and has twice been awarded the Commander’s Award for Civilian Service.  Mr. Burke is a member of the Army Acquisition Corps with Level III certification in both Program Management and Contracting.

Product Manager, Biometrics Enabling Capabilities: Mr. Brian Raftery


Brian Raftery graduated from the United States Military Academy in 1987 and was commissioned in the armor branch. He has held a variety of operational and acquisition assignments since then.

He served as a tank platoon leader and tank company executive officer in 3rd Battalion, 68th Armor, first brigade, 4th Infantry Division, Fort Carson, Colorado from 1987 to 1991. Following that assignment he served as a tank battalion maintenance officer and tank company commander in 2nd Battalion, 68th Armor, 2nd Brigade, 1st Armored Division, Baumholder, Germany from 1992 to 1995.

As a uniformed acquisition officer, Brian Raftery served in the office of the Project Manager, Abrams Tank Systems from 1997 to 1999 as the Assistant Project Manager for Fielding in Warren, Michigan. Following that assignment he served at Fort Lewis, Washington in the office of the Project Manager, Stryker Brigade Combat Team (SBCT) from 2000 to 2003 as the Assistant Project Manager for Stryker Logistics and Fielding. In this capacity, he planned, prepared, and executed the fielding of the Army’s first SBCT to the 3rd Brigade, 2nd Infantry division. He went on to serve as the Department of the Army Systems Coordinator for the Stryker program in the office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)). Brian Raftery also served as the executive officer to the Assistant Deputy, Acquisition and Systems Management, ASA(ALT). From August 2005 to June 2008 Brian was the Product Manager for Demilitarization of Conventional Ammunition in the Program Executive Office (PEO) Ammunition.

After retirement from the Army in 2008, Brian Raftery returned to public service as a Department of the Army civilian. In this capacity, he served as a Department of the Army Systems Coordinator for MRAP Transition, PEO Ground Combat Systems. He then served as a Program Integrator and Deputy Product Manager for Mounted Soldier System and Deputy Product Director Soldier Systems and Integration in Project Manager Soldier Warrior, PEO Soldier from June 2009 until August 2013. Following graduation from the Eisenhower School for National Security and Resource Strategy in June 2014, he served as Chief of Technology, and acting director,  PEO Soldier Systems Integration Directorate.

Brian Raftery holds a Bachelor of Science degree in mechanical engineering from the United States Military Academy, a Master of Science degree in mechanical engineering from the Pennsylvania State University, a Master of Arts degree in procurement and acquisition management from Webster University and a Master of Science degree in National Resource Strategy from the National Defense University.  His military education includes the Armor Officer Basic and Advanced Courses, Combined Arms and Services Staff School, US Army Command and General Staff College, resident Senior Service College, the Materiel Acquisition Management Course and the Defense Acquisition University Program Manager’s series and the Senior Acquisition Course. He is DAWIA Level III Certified in Program Management and Engineering.

Mr. Raftery’s awards and recognitions include the Legion of Merit, Meritorious Service Medal (3 awards), Army Commendation Medal, Army Achievement Medal (2 awards), National Defense Service Medal, Overseas Ribbon, Army Superior Unit Award, Parachutist’s Badge, Army Staff Identification Badge, the Commander’s Award for Civilian Service, the Armor Order of Saint George and the Ordnance Order of Samuel Sharp.

Product Manager, Power Projection Enablers: LTC Gregory Soulé


LTC Gregory Soulé

LTC Gregory S. Soulé assumed the leadership of Power Projection Enablers (P2E) as the Product Manager (PdM) in June 2015. P2E provides strategy and oversight and delivers capabilities supporting the full spectrum of network and information services for a globally connected Army. P2E enables Soldiers, commands and supporting organizations to access, process, and act upon information, anytime, anywhere.

LTC Soulé received his commission in May 1997 as an Infantry Officer. He served in the 173rd Airborne Brigade Combat Team in Vicenza, Italy. LTC Soulé later deployed in support of Operation Iraqi Freedom II in January 2004 with 1st Battalion, 5th Cavalry Regiment (1-5 CAV), 1st Cavalry Division at Fort Hood, Texas. There he commanded D Company, A Company, and Headquarters Company (HHC)/1-5 CAV. Upon deploying to Baghdad, Iraq, LTC Soulé led HHC during combat and contingency operations. Later he was assigned to the Division G-3 where he served as a G-3 Battle CPT coordinating combat and stability operations for 13 brigade-sized elements, and as the Assistant G-3. Upon returning from deployment, he was reassigned to James Madison University (JMU) Reserve Officers’ Training Corps. While at JMU, LTC Soulé and his brother, MAJ Jeff Soulé, placed 2nd in the Army’s Best Ranger Competition.

LTC Soulé then branched Acquisition and was assigned to the Program Executive Office (PEO) Intelligence, Electronic Warfare and Sensors (IEW&S) at Fort Belvoir, Virginia. He served as Assistant Product Manager (APM) for Machine Foreign Language Translation Systems. LTC Soulé was then assigned to PEO Soldier as APM for Ground Soldier. While at PEOs IEW&S and Soldier, he deployed numerous times to Iraq, Kuwait and Afghanistan in support of combat operations. LTC Soulé was then assigned to the Pentagon as a Department of the Army Systems Coordinator.

LTC Soulé earned his Bachelor of Science degree from Lehigh University in Bethlehem, Pennsylvania with a major in Finance. He also holds a Masters of Business Administration from JMU. He is a graduate of the Defense Acquisition University’s Program Manager’s Course, and is Level 3 certified in Program Management, and Level 2 in Information Systems Acquisition.

LTC Soule’s awards and decorations include the Bronze Star, the Meritorious Service Medal with four Oak Leaf Clusters, the Army Commendation Medal with four Oak Leaf Clusters, the Army Achievement Medal, the Combat Infantryman’s Badge, the Expert Infantryman’s Badge, the Basic Parachutist Badge, the Air Assault Badge, the Pathfinder Badge, the Ranger Tab, and the Army Staff Badge.

Project Manager, Department of Defense Biometrics (DoD Biometrics):
COL Donald Hurst


Colonel Donald W. Hurst III is currently the Project Manager, Department of Defense Biometrics. Prior to this role, he was the ASA (ALT) Director, Fires and Force Protection, Pentagon. He entered the Army in 1992 as a Distinguished Military Graduate through the Reserve Officer Training Corps program at the University of California, Davis and was commissioned Military Intelligence branch detailed to the Armor Corps.

He has held both command and staff positions during his 22 years in the Army.  As an Armor Officer in Germany and Bosnia (Operation Joint Endeavor) assigned to the 1st Squadron, 1st Cavalry, 1st Armored Division, he served as a Cavalry Platoon Leader, Scout Platoon Leader and Troop Executive Officer. As a Military Intelligence Officer, he served as an S-2 for the 1-506th Infantry “Currahees” (Air Assault) at Camp Greaves, Korea. COL Hurst also served as an S-2 and HHC Company Commander in 3rd Battalion, 1st Special Forces Group (Airborne), Fort Lewis, Washington.

COL Hurst’s acquisition experience includes a tour as the Contingency Contracting Officer for the 3rd Stryker Brigade Combat Team, 2nd Infantry Division, Fort Lewis, Washington; a Training with Industry assignment at Raytheon Missile Systems, Tucson, Arizona; Contracting Division Chief, Tank and Automotive Command (TACOM) Small Arms and Aircraft Armament Division, Rock Island Arsenal, Illinois; J-3 Operations and Iraqi Ministry of Interior Procurement Advisor, Joint Contingency Contracting Command – Iraq/Afghanistan (Operation Iraqi Freedom); Senior Battle Command Program Analyst, Deputy Chief of Staff G-8 Program Analysis and Evaluation Division, Pentagon; Commander Defense Contracting Management Agency Northern Iraq (Operation New Dawn); and Commander Defense Contract Management Agency Cleveland, Ohio.

His military education includes the Armor Officer Basic Course, the Military Intelligence Officer Advanced Course, the U.S. Army Combined Arms and Services Staff School, the U.S. Army Command and General Staff College and a Distinguished Graduate of the U.S. Army War College. He is Defense Acquisition University Level 3 certified in Program Management and Contracting, as well as a certified member of the U.S. Army Acquisition Corps.

Project Manager, Installation Information Infrastructure Communications and Capabilities (I3C2): Mr. Mike Padden


Mr. Mike Padden

Mr. Mike Padden was appointed Central Select List (CSL) Project Manager, Installation Information Infrastructure Communications and Capabilities in June 2014. In this capacity, Mr. Padden is responsible for the modernization of the Army’s global network infrastructure, Reserve Component Automation Systems (RCAS) and Defensive Cyber (DCO). Previously, Mr. Padden served as the Acting Deputy Executive Director for the Acquisition of Services in the Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology).

His other key acquisition assignments include: CSL Project Manager for Mobile Electric Power; Assistant Program Executive Officer for Operations and Chief of Staff, Program Ex-ecutive Office Aviation; Business Manager, Unmanned Aerial Vehicle Systems Project Office; Chief of the Acquisition and Production Management Division, Tactical Unmanned Aerial Vehicle Systems Project Office; Assistant Project Manager, Light Tactical Vehicles; Assistant Product Manager, Ground Systems Integration; and various systems engineering positions in the Abrams Tank System Project Office, Light Combat Vehicles Project Office, and the Commercial Construction Equipment Program Office.

Mr. Padden’s awards and recognitions include: the Superior Civilian Service Award; the Achievement Medal for Civilian Service; the Commander’s Award for Civilian Service; the Industrial College of the Armed Forces Commandant’s Award for Excellence in Research and Writing; the Industrial College of the Armed Forces MG Antonelli Award for Industry Study Excellence; and the Department of Defense David Packard Excellence in Acquisition Award. Mr. Padden is also the recipient of the Department of the Army Decoration for Exceptional Civilian Service which is the highest award that may be bestowed by the Secretary of the Army to Army civilian employees.

Mr. Padden holds a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces; a Master of Science degree in Industrial Engineering from Wayne State University (Detroit, MI); and, a Bachelor of Science degree in Industrial Technology from Eastern Michigan University. He has completed the program on Leadership for Senior Executives at Harvard University and is a graduate of the Defense Acquisition University’s Senior Acquisition Course and Executive Program Manager’s Course. He is also a graduate of the Defense Systems Management College’s Advanced Program Management Course and Army’s Competitive Development Group Program.

Mr. Lee James


Mr. Lee James

Mr. Lee James, III served as the Deputy Project Director (PD) for the Force Management System (FMS) program from December 2014 to June 2015. While serving as Deputy PD, he was selected to initiate the Army’s increment of Security Cooperation Enterprise Solution (SCES), a Tri-Service ACAT IA program deployed over three increments.

Mr. James also served as the Deputy Product Manager for the General Fund Enterprise Business System - Sensitive Activities (GFEBS-SA) program from August 2012 to December 2014. Prior to assuming that role, he served as an Assistant Project Manager for GFEBS from December 2010 to August 2012.

Prior to joining GFEBS in 2010, Mr. James served as the Chief, Radio Frequency In-Transit Visibility (RF-ITV) for Product Manager, Joint Automatic Identification Technology (J-AIT), responsible for the lifecycle management of the RF-ITV capability. Mr. James joined PEO Enterprise Information Systems in 2003 as a staff officer for the Chief Technology Officer. He has supported several Army organizations to include the Army Chief Information Officer (CIO/G-6), and Network Enterprise Technology Command (NETCOM) G-3 Operations.

Mr. James began his federal service in 2000 as an intern at the US Army Defense Ammunition Center in McAlester, OK. He was then selected for the Army’s CIO/G-6 Army Knowledge Leaders Program.

Mr. James graduated Magna Cum Laude from Langston University with a Bachelor of Science Degree in Computer Science. He also earned a Master’s Degree in Information Resource Management from Central Michigan University. He is a member of the U.S. Army Acquisition Corps and the American Council for Technology. He is also Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified in Program Management and Information Technology.

Lee was a Government Computer News Rising Star in 2008. He also earned the Achievement Medal for Civilian Service in 2012 and the Commander’s Award for Civilian Service in 2009 and 2014. Lee also received the Department of Defense Chief Information Office Award in 2009.

National American Indian
Heritage Month

What started at the turn of the century as an effort to gain a day of recognition for the significant contributions the first Americans made to the establishment and growth of the U.S., has resulted in a whole month being designated for that purpose.

One of the very proponents of an American Indian Day was Dr. Arthur C. Parker, a Seneca Indian, who was the director of the Museum of Arts and Science in Rochester, N.Y. He persuaded the Boy Scouts of America to set aside a day for the “First Americans” and for three years they adopted such a day. In 1915, the annual Congress of the American Indian Association meeting in Lawrence, Kans., formally approved a plan concerning American Indian Day. It directed its president, Rev. Sherman Coolidge, an Arapahoe, to call upon the country to observe such a day. Coolidge issued a proclamation on Sept. 28, 1915, which declared the second Saturday of each May as an American Indian Day and contained the first formal appeal for recognition of Indians as citizens.

The year before this proclamation was issued, Red Fox James, a Blackfoot Indian, rode horseback from state to state seeking approval for a day to honor Indians. On December 14, 1915, he presented the endorsements of 24 state governments at the White House. There is no record, however, of such a national day being proclaimed.

The first American Indian Day in a state was declared on the second Saturday in May 1916 by the governor of New York. Several states celebrate the fourth Friday in September. In Illinois, for example, legislators enacted such a day in 1919. Presently, several states have designated Columbus Day as Native American Day, but it continues to be a day we observe without any recognition as a national legal holiday.

In 1990 President George H. W. Bush approved a joint resolution designating November 1990 “National American Indian Heritage Month.” Similar proclamations, under variants on the name (including “Native American Heritage Month” and “National American Indian and Alaska Native Heritage Month”) have been issued each year since 1994.

Product Director, Logistics Information Systems (LIS): Mr. Ricky Daniels


Mr. Ricky Daniels

Ricky Daniels is the Product Director Logistics Information Systems (PD LIS) for the Army Enterprise Systems Integration Program (AESIP), and leads a highly skilled and diverse workforce of Army Acquisition and Logistics Workforce Department of the Army (DA) civilians and private industry partners.  As PD LIS, he is responsible for developing and sustaining key and critical Combat Service Support software applications for the Army.  Mr. Daniels oversees the total life-cycle support for software products and services that enhances Army and Joint Warfighting management capabilities to ensure that America’s Warfighters continue to own the decisive edge from Battlespace through the sustaining base.

Prior to that appointment, Mr. Daniels served as the Director of the US Army CECOM Life Cycle Management Command (CECOM LCMC), Tactical Logistic Directorate, and Software Engineering Center-Lee from 2008 to 2014.

Mr. Daniels’s background includes over 30 years of experience in the definition, design, development, and implementation of information systems, in the areas of logistics and personnel management.  He is a results-driven program manager / IT executive with vision and hands-on experience in leading multi-million dollar initiatives with a record of success in managing robust systems, architectures and infrastructures.  He has the proven ability to see from the point of view of business people, executives, business partners, customers, and end users and bring the benefits of IT to solve business issues while managing costs, performance, schedule, and risks.

Mr. Daniels was commissioned as an Army 2nd LT, Air Defense Artillery Corps in 1976, at the Citadel, the Military College of South Carolina.  He is a graduate of the Air Defense Artillery (ADA) Basic Course, Infantry Advance Course, Systems Automation Course, Material Acquisition Management Course, Technical Management Course, Command and General Staff College, and the Acquisition Program Manager’s Course.  His ADA assignments include: 3-71st ADA Nike Hercules, Germany, 5-52d ADA, Fort Stewart; Division Air Defense Officer, 24th ID (M); 4/7th ADA Patriot Battalion, Germany/Desert Storm, and 8-43rd ADA Patriot Battalion Fort Lewis; and I Corps Air Defense Officer, Fort Lewis. His systems management and acquisition assignments include: System Automation Officer and APM Test for the Maneuver Control System; Director Management and Operations, Software Development Center Lee; Deputy Project Manager for Integrated Logistics Systems (ILOGS); Plans and Operations Officer, for Reserve Component Automation System; G-6 DA, Acquisition Staff Officer,  Product Manager, Standard Army Retail Supply System and Division Chief for both Technical Support and Military Automated Systems Divisions at the Total Army Personnel Command.

Mr. Daniels has received numerous awards for his achievements, to include the Army Achievement Medal (2OLC), Army Commendation Medal (4OLC), Meritorious Service Medal (4OLC), and the Legion of Merit.

Logistics Information Systems (LIS)


Product Director Logistics Information Systems (PD LIS) supports the Army’s enterprise integration objectives by developing, testing, training, deploying, and sustaining the most cost-efficient and capable logistics management and information systems available that enhance the Army supply chain and support the Warfighter.  PD LIS is responsible for numerous logistics management systems throughout the acquisition lifecycle of technology development, system development, production, deployment, and operations and support.

PD LIS provides the lifecycle management of all functional and technical aspects of the current Army logistics information systems in a manner consistent with the policies and principles articulated in DoD directives. These systems include the automation and sustainment of ammunition, maintenance, supply, property accountability and finance. PD LIS manages a suite of Army logistics programs and products that provide the key logistics information technology enablers in bridging to the Single Army Logistics Enterprise.  Its focus is to ensure Soldiers are prepared to use our newly deployed systems and are confident in their effectiveness for the following Products and Services.

  • Property Book Unit Supply Enhanced (PBUSE) is the Army’s web-based Combat Service Support property accountability system that provides asset visibility and management reporting for unit/organizational property and equipment.
  • Standard Army Retail Supply System (SARSS) provides supply management and stock control at the Army retail level. SARSS is composed of three interrelated sub-systems that support time sensitive activities of receiving, storing and issuing of supplies, provides supply management functions, and places orders on the Source of Supply the same day received from a customer.
  • Standard Army Ammunition System (SAAS) is the multi-level automated management, reporting and accounting system that automates all retail life cycle Class V management functions. All requisitioning, receipting, storing, inventorying, and issuing activities are automated and enhanced by radio frequency and advanced identification technology.
  • Standard Army Maintenance Systems-Enhanced (SAMS-E) automates day-to-day weapon system and sub-component readiness status, maintenance and related repair parts information, and management functions from the tactical and direct support/general support level maintenance activities, as well as for installation and non-tactical repair facilities.
  • Unit Level Logistics System - Aviation Enhanced (ULLS-AE) is used to perform organizational level readiness and unit status reporting functions in tactical units for aviation assets. This system ties together the major functionality and utilities that support the spectrum of rotary, fixed wing, and unmanned aviation systems.
  • Financial Management Tactical Platform (FMTP) supports finance and resource management operations/functions across the entire spectrum of vendor services, military pay, disbursing, accounting and travel.

Army Acquisition Corp 25th Anniversary

On October 13, the Army will officially celebrate the 25th anniversary of the Acquisition Corps.

The U.S. Army Acquisition Corps was created by GEN Carl Vuono, then chief of staff of the Army, in 1989. The intent was to establish an elite professional corps with specialized skills and training requirements for superior execution of the Army acquisition mission. Since that time, the Army Acquisition Workforce has grown to 38,000 members, the heart of which is the Army Acquisition Corps (AAC), now 12,000 strong. We are proud to boast 603 of these AAC members at PEO EIS, and expect those numbers to continue to grow.

Throughout the month of October, PEO EIS will be spotlighting our own Army Acquisition Corps members, sharing PEO EIS history, and celebrating our important mission and the mission of our partners in the acquisition workforce. Hispanic American Heritage Month 2014


During Hispanic American Heritage Month, Americans celebrate the history, culture and the profound contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean and Central and South America. This observation, which runs from September 15 - October 15, was chosen because of several key events in this time period in history. September 15 significant as Independence Day for many Latin American countries, to include Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. Mexico and Chile celebrate their Independence Days on September 16 and September 18, and as a nation, we celebrate Columbus Day on October 12.

The observation began in 1968 during President Lyndon B. Johnson’s term as a week of recognition. President Ronald Reagan expanded the observation to a month encompassing the 30 day period we now recognize the contributions of Hispanic Americans. The law was enacted on August 17, 1988, on the approval of Public Law 100-402, and each year the president issues a proclamation commemorating the observation.

Hispanics have exerted a profound influence on our country through their strong commitment to family, faith, hard work, and public service. They have enhanced and shaped our national character with centuries-old traditions that reflect their multiethnic and multicultural customs. And they proudly serve.

“From the earliest days of our Republic, Hispanic Americans have written crucial chapters in our national story. Hispanics have honorably defended our country in war and built prosperity during times of peace. Why anti-terrorism knowledge is important

COL Charles M. Stein

As the Project Manager, Defense Communications and Army Transmission Systems (PM DCATS), COL Charles “Charlie” Stein is responsible for managing programs valued at more than $3 billion that support the Army, Joint Services, National Command Authority and combatant commanders.

COL Stein has held a variety of command and staff positions before joining PM DCATS.  In his previous assignments, he served as the USASMDC/ARSTRAT Technical Center Deputy Director; Course Director for the Army Acquisition Foundation Course and the Army Intermediate Program Managers Course at the Army Acquisition Center of Excellence; Product Manager Ground Combat Tactical Trainers; Fielding Officer in Iraq and Afghanistan for the Coalition Forces Land Component Command C3; Project Director for the National Training Center; Combat Developer for the Ordnance Branch; Commander, 40th Supply and Service Company, Schofield Barracks, Hawaii; Commander, 87th Quartermaster Rigger Detachment, Hickham Air Force Base, Hawaii; Assistant Professor of Military Science at Seton Hall University; Commander, Headquarters Company, 123 MSB, Dexheim, Germany; and as Platoon Leader in 8th Infantry Division, Bad Krechunech, Germany and Baumholder, Germany.

He served in Keflavik, Iceland; Okinawa, Japan; Camp Pendleton, Calif.; and aboard the USS Juneau in the South China Sea.

He also holds a Master of Science in management from the Florida Institute of Technology, Melbourne, Fla.  His military education includes Marine Corps Infantry Training School, Marksmanship Instructor School, Quartermaster Officer Basic and Advanced Courses, the Command and General Staff College and the Defense Acquisition University Executive Program Manager’s Course.

LTC Robert M. Williams


LTC Robert M. Williams

LTC Robert Williams assumed leadership of the U.S. Army’s Logistics Modernization Program (LMP) in July 2014. As the LMP Product Manager, he exercises centralized authority and control over one of the largest Enterprise Resource Planning (ERP) implementations in the U.S. Army and across the Army Materiel Command’s (AMC) national-level logistics environment.

LTC Williams enlisted in the Army as a Finance Specialist in 1993 and was commissioned as a Military Intelligence Officer through the Officer Candidate School at Fort Benning, Georgia, in September 1996. Prior to joining the LMP, he most recently served as a Department of the Army System Coordinator while assigned to the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology and was assigned to Army G-8 Program Analysis and Evaluation as an Acquisition Program Analyst.

Other previous assignments include: Platoon Leader, B Company, 532nd Military Intelligence Battalion, Camp Humphreys, Korea; Battalion S4, followed by Technical Control and Analysis Element Chief, and later Commander, B Company, 314th Military Intelligence Battalion, Lackland AFB, Texas; Intelligence Plans Officer, 1st Brigade, 91st Division, Camp Parks, California; Assistant Product Manager, Tacticomp (including deployment to Baghdad, Iraq in support of Operation Iraqi Freedom), Army Space Program Office, Fort Belvoir, Virginia; and Operational Test Officer, Intelligence and Electronic Warfare Test Directorate, Fort Huachuca, Arizona.

Product Lead, Computer Hardware, Enterprise Software and Solutions (CHESS): Mr. Thomas Neff


Mr. Thomas Neff

Mr. Thomas (Tom) Neff is the Project Director, Enterprise Services (PD ES). Mr. Neff will lead the project office responsible for acquiring, fielding, and performing lifecycle sustainment of enterprise level services supporting many of the Army Chief Information Officer’s largest enterprise initiatives. He will provide leadership to a staff of over 300 government and contractor personnel across five product offices, in three geographic locations.

Prior to accepting the role as PD ES, Mr. Neff served as the Product Lead, Computer Hardware, Enterprise Software and Solutions (CHESS) from July 2014 to May 2016. In that role, he was responsible for delivering, implementing, and managing commercial information technology contracts that provide enterprise-wide, net-centric hardware, software and support services for the Army. CHESS is one of the five product offices within PD ES. Mr. Neff also served as the Project Director, Reserve Component Automation System (RCAS) from September 2009 to June 2012.  In that role, he was responsible for the delivery of IT solutions that support the training, administration, and mobilization of the Army’s Reserve Component.  He has also served as the Deputy Project Manager, General Fund Enterprise Business System (GFEBS) from July 2013 to June 2014 and as the Deputy Product Manager, Joint Automatic Identification Technology (J-AIT) from September 2005 to August 2009.

His US Army career spans over 30 years, with service both in uniform and as a civilian employee.  Mr. Neff entered the US Army in 1982 as a private and served four years of enlisted service as a Pershing Missile Crewmember, ultimately receiving an Honorable Discharge as a Sergeant in 1986.  He was commissioned as a 2nd Lieutenant in the US Army in 1991, branched Field Artillery, after graduating from the US Army’s Officer Candidate School.  He served in a variety of field artillery, training, civil affairs and system’s acquisition assignments in both the active component and the USAR.  He is currently assigned to the ASA (ALT) Army Reserve Element in support of the Deputy Assistant Secretary of the Army for Procurement in the Office of the Senior Services Manager.

Mr. Neff was an award recipient of Federal Computer Week’s 2008 Federal 100 Award.  His military decorations include the Meritorious Service Medal (3rd Oak Leaf Cluster), Army Commendation Medal (1st Oak Leaf Cluster), Army Achievement Medal (9th Oak Leaf Cluster), the Parachutist Badge and the Air Assault Badge.

Mr. Neff graduated with honors from Lehigh University with a double major of International Relations and Government.  He also earned a Master of Education from Loyola University-Chicago and Master of Science from Syracuse University.  He is a 2013 graduate of The Eisenhower School, National Defense University, earning a Master of Science in National Resource Strategy.  He is a member of the Army Acquisition Corps, Level III certified in Program Management and Information Technology, and holds the Federal CIO and CISO certificate(s) from the National Defense University.

Project Manager, General Fund Enterprise Business System (GFEBS):
COL William Russell


COL William (Matt) Russell

Colonel William (Matt) Russell entered service to this country in 1984. He served two years enlisted before his commission in 1991 as a Military Intelligence Officer with a detail to the Infantry for his first four years.  In his eighth year of service COL Russell was selected to join the Army’s Acquisition Corps (AAC) and serves in that capacity in his current and future assignments.

COL Russell’s Infantry assignments include Platoon Leader and Scout Platoon Leader positions with the 9th Infantry Regiment “Manchus” Fort Ord, Calif., and Fort Lewis, Wash., and Platoon Leader and Staff positions with the 3rd Infantry Regiment “The Old Guard” Fort Myer, Va.  He has held Military Intelligence assignments in Germany, Macedonia and Kosovo as the Task Force S2 with 1st Battalion 63rd Armor Regiment; Collection Manager, 1st Infantry Division; and Company Commander, Headquarters and Headquarters Operations Company 101 Military Intelligence Battalion, 1st Infantry Division.

In 1999, COL Russell entered the AAC. During his initial acquisition assignments, COL Russell served as a Contracting Officer in Kosovo, and at Redstone Arsenal, Ala. Other acquisition assignments include tours as an Assistant Product Manager (APM) and the Deputy Product Manager for the Counter RCIED Electronic Warfare (CREW) Program, APM Prophet and Executive Officer to the PEO IEW&S, all at Fort Monmouth, N.J. While assigned with CREW, COL Russell served multiple tours as the Fielding Officer in both Iraq and Afghanistan. COL Russell served a tour at the Pentagon as a Department of the Army Systems Coordinator for CREW and Electronic Warfare capabilities. He commanded the Product Manager Office for Forward Looking Infrared and most recently served as the Director for Fires and Force Protection for the Assistant Secretary of the Army Acquisition, Logistics and Technology (ASA[ALT]). COL Russell is Defense Acquisition Workforce Improvement Act level three certified in Program Management and Level two certified in Contracting.

COL Russell holds a Master of Science degree in National and Resource Strategy, The Eisenhower School; a Master’s in Business Administration, Florida Institute of Technology; and a Bachelor of Science degree in Finance, University of Maryland.  He is a graduate of the War College and the Command and General Staff College.

2016 Army Birthday


The Army’s 241st Birthday is June 14, 2016. Throughout our Nation’s history, Army’s Soldiers, their families and Department of the Army Civilians have demonstrated competence, character, and commitment in support and defense of America and the Constitution of the United States.  This year’s Army Birthday recognizes “The American Soldier—Always Ready, Always Leading.”

On June 14, 1775, the 2nd Continental Congress authorized the formation of an Army to support the efforts of a new republic. Our nation’s history over the last 241 years is rich with stories of bravery, valor, and sacrifice by more than a million Soldiers who have served with duty, honor, and love of country. As America’s Soldiers, Civilians, and Families commemorate this historic week in our Army’s history, let us remember our fallen.

For the men and women who serve in uniform, and the civilians, contractors and families who support them throughout the world, it is a profession of the highest honor. Our Army today continues the tradition of enduring commitment and extraordinary character in defense our Nation.

Project Manager, Integrated Personnel and Pay System-Army (IPPS-A):
COL James F. McNulty


COL James F. McNulty

COL Darby McNulty has served as the Project Manager for the Integrated Personnel and Pay System-Army (IPPS-A), under the Program Executive Office Enterprise Information Systems (PEO EIS), since May 2014. He is responsible for the Army’s integration and deployment of the largest implementation of PeopleSoft ever, which will join together Human Resources and Military Pay into an Enterprise Resource Planning (ERP) system with a workforce of 90 military, civilian, and contractor personnel.

COL McNulty is a 1990 graduate of the United States Military Academy – West Point, where he majored in Operations Research/Systems Engineering. He was commissioned in the Army’s Field Artillery Branch.  He spent over 10 years in the Field Artillery in numerous Artillery, Armor, Infantry and Cavalry units at Fort Bliss, Fort Sill, Fort Knox, Korea, Saudi Arabia/Iraq and Fort Lewis. He served as a Company, Troop, Squadron, Battalion and Brigade Fire Support Officer. Colonel McNulty also served as a Battalion and Brigade Adjutant and commanded an M109A6 Paladin Firing Battery for two years.

COL McNulty earned a Master’s Degree from Purdue University’s Krannert Graduate School of Management and spent 3 years on the Staff and Faculty at West Point as the Executive Officer for the U. S. Military Academy Admissions Directorate. He transitioned into the Acquisition Corps and served as the APM/Deputy for the NLOS Cannon and Mortar, served as Department of the Army Systems Coordinator (DASC) and as a Product Manager. Next, Colonel McNulty served as the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA (ALT)) Deputy Director for Systems Integration and the Assistant DPEO for Networks. He led the way with the Army’s Brigade Combat Team Integration exercise and was the acquisition lead/Trail Boss for the first two Network Integration Exercises (NIE). He led the Team to develop the architecture for the 3d NIE and also helped set up the first two Industry Days as part of the Agile Process. From there, COL McNulty served as the Army Trail Boss for Capability Set (CS) 13 from start to finish and through all phases from design to fielding to OEF. COL McNulty most recently served as the Deputy Director, Acquisition Management, Acquisition Resources and Analysis, Office of the Under Secretary of Defense (Acquisition Technology & Logistics).

PEO EIS joins the Department of Defense and Army leadership in a commitment to an environment free from sexual harassment, intimidation, coercion or assault.

Enterprise Content Collaboration and Messaging (EC2M)


Effective Friday June 10, 2016 Mr. Sergio Alvarez assumed duties as Product Lead (PL) of EC2M and four Enterprise Information Technology initiatives: Army Knowledge Online (AKO), Enterprise Content Management and Collaboration Services (ECMCS), Defense Enterprise Email (DEE) and Unified Capabilities (UC).

EC2M increases efficiencies and better aligns resources around the initiatives being managed as part of the ES portfolio.  Aligning resources and streamlining efforts will result in reduced costs and a unified approach to communication across the Enterprise.

Products and Services
AKO provides a secure enterprise suite of collaboration, communication and identity management services to the Army around the world.  AKO’s intranet services include a single enterprise Web portal, single sign-on services to over 800 applications, Army-wide directory services, organizational and personal file storage, business process management and search.

ECMCS provides enterprise level content management and collaboration capabilities to the Army Soldier and workforce to enhance and promote universal file sharing, collaboration, access to team sites, workflows, documents, and records. As a managed service, ECMCS will significantly reduce redundant investments in applications and content storage, resulting in federated enterprise services and reduced costs.

DEE is designed to increase operational efficiency and to facilitate collaboration across the organization by providing secure email to the DOD Enterprise any time and from any location, regardless of whether users are stationary or mobile. DEE promotes enterprise collaboration by sharing individual, organizational and resource calendars across the DOD and with mission partners. By eliminating unnecessary administration and inefficient network configurations, DEE reduces cost and frees resources to focus on other priorities.

As the Army continues to move towards a Joint Information Environment, the goal of UC is to further increase operational effectiveness and mission security by providing secure enterprise level unified capabilities as a service solution that bring voice, video conferencing, instant messaging, and presence together across the DOD Enterprise.

Projects and Leadership
PL EC2M contains the Department of Defense Enterprise Email (DEE), Unified Capabilities (UC), and Army Knowledge Online (AKO) Project Offices. All the Project Officers (POs) break new ground with acquisition approaches tailored to their different missions while applying multiple skills from technology, program management to financial. As qualified Contracting Officer’s Representatives (COR), all Project Officers execute their missions with greater fiscal efficiency. The following defines the EC2M POs and their missions.

DEE: PO DEE has the mission of improving Warfighter communications and operations by providing secure access to unclassified and classified email from any location (using client software or a web-browser), with a complete DoD global address list, and calendar sharing/management capability across the enterprise.

UC: The PO UC mission is to provide enterprise level unified capabilities as a service solution to bring voice, video conferencing, instant messaging, chat, presence, and screen sharing together, resulting in increased operational effectiveness. As part of UC, the Enterprise Content Management and Collaboration Services (ECMCS) started as a pilot program that is continuing to provide enterprise level content management and collaboration capabilities to a significant Army population on a federated enterprise services model with reduced costs.

AKO: The PO AKO’s mission is to provide premier portal and enterprise services that enable transformation and efficiency among Warfighters, the Army workforce, and the extended Army community through communication and collaboration capabilities that are secure, reliable and accessible-anytime.

Enterprise Computing (EC)


Effective April 3, 2016, Dennis Kelly, new Product Lead of Enterprise Computing manages three acquisition initiatives: Army Data Center Consolidation Plan (ADCCP), Cloud initiatives and the Army Enterprise Service Desk (AESD).

Products and Services
The Army Data Center Consolidation Plan (ADCCP) supports acquisition activities related to reducing the Army’s data center footprint and conducts research and analysis to support migration of Army applications into an enterprise environment. The ADCCP strategy will provide the foundation for reducing over 700 CONUS Data Centers to a more manageable and affordable amount, and significantly reduce the estimated 14,000 Army applications and systems.

EC is identified as lead for cloud initiatives identified by the Department of Defense and Army as they are develop and are matured to a point requiring program management support.

The Army Enterprise Service Desk (AESD) provides the single point of contact for all LandWarNet (LWN) IT service requests, issues, or inquiries. The AESD provides round the clock support services to Army sites and functional organizations. It is the primary point of contact for LWN IT service consumers in CONUS and is integrated with the Army NetOps facilities providing IT service operations within each of the theaters. The AESD provides the focal point for coordination with DOD and Army support organizations.

Product Manager, Integrated Personnel & Pay System-Army, Increment II (IPPS-A Increment II) LTC Nicole Reinhardt


LTC Nicole Reinhardt

LTC Nicole Reinhardt serves as the Increment II (INC II) Product Manager (PdM) for the Integrated Personnel and Pay System-Army (IPPS-A). She is responsible for the development, integration, testing, fielding and sustainment of IPPS-A, INC II, which will provide the majority of IPPS-A functionality and is essential to integrating Human Resources (HR) and Military Pay into an Enterprise Resource Planning (ERP) system.

Prior to joining the IPPS-A Team, LTC Reinhardt most recently served as the Product Director for Soldier Systems Integration, Program Executive Office Soldier.

LTC Reinhardt’s previous positions and assignments include: Acquisition Personnel Policy Integrator, Headquarters Department of the Army (HQDA), Deputy Chief of Staff (DCS), G-1; Assistant Product Manager (APM) for the Long Range Advanced Scout Surveillance System and Driver’s Vision Enhancer, Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S); Acquisition Management Branch Assignment Officer, Human Resources Command; APM for the Installation Protection Program, Joint PEO for Chemical and Biological Defense; and Executive Officer to the Director of the Army Quadrennial Defense Review Office, Deputy Chief of Staff, G-8.

LTC Reinhardt entered the Army in February 1993 as a Hospital Food Service Specialist in the Army Reserves. She was later commissioned into the Quartermaster (QM) Corps through the ROTC program at the University of Oklahoma in 1997 where she earned a Bachelor of Science Degree in Chemistry. LTC Reinhardt is a graduate of the QM Officer Basic Course, the Logistics Captain Career Course, the Army Command and General Staff College and has a Masters in Procurement and Acquisition Management from Webster University.

Product Director, Enterprise Email (EE): Mr. John Howell


Mr. John Howell

John Howell is the Product Director for Enterprise Email (PD EE), a position he has held since March 2012. The EE mission is to provide 1.4 million Army users with classified and unclassified state-of-the-art messaging allowing access to email from any location, as well as a complete global address list, calendar sharing/ management and an improved messaging security posture across the enterprise.

Previous to his appointment as PD EE, Mr. Howell served as the Director for Integration, Strategy and Logistics (ISL) for Product Manager, Power Projection Enablers (PM P2E), from June 2010 to February 2012. In this position Mr. Howell led a variety of efforts to bring efficiency and integration, to include reshaping the PM into Integrated Process Teams (IPTs),allowing full integration across all projects. Prior to joining P2E, Howell spent 23 years active duty in the Army in a variety of assignments, to include ten years as an Army Acquisition Officer. From July 2007 to July 2010, LTC Howell served as Product Manager, Defense Message System (PM DMS) at Fort Monmouth, NJ. From September 2008 to April 2009, Mr. Howell was also assigned as the acting Product Manager for Area Processing Centers (PM APC), where he and his team built two Secure Internet Protocol Router APCs for the first Operational Validation of the Network Service Center construct.

Mr. Howell is a member of the Army Acquisition Corps, and is Level III certified in Program Management, and Level II certified in Science and Technology Management and Contracting. His active duty personal and unit awards include the Legion of Merit, Bronze Star, Defense Meritorious Service Medal with Oak Leaf Cluster, Army Meritorious Service Medal with 3 Oak Leaf Clusters, Joint Service Commendation Medal, Ranger Tab and Airborne Wings.

Mr. Howell received his Bachelor of Arts degree in Geology from Pomona College in Claremont, Calif. in 1986, and his Master of Science degree in Industrial Engineering from New Mexico State University in Las Cruces, N.M., in 1998. His military training includes: Operations Research and Systems Analysis Military Applications Course (ORSA MAC), 1997; Command and General Staff College, 2000; and Program Managers’ Course (PMT 401), 2007.

Product Director, Medical Communications for Combat Casualty Care (MC4): Mr. Matthew Maier


Mr. Matthew Maier

Mr. Maier assumed the MC4 Charter and became the first civilian Product Director to lead the program in July 2015. MC4 integrates and fields the Army capability to digitally capture medical treatment data in operational environments, enhancing continuity of care and enabling a comprehensive lifelong electronic medical record for Service members.

Mr. Maier began his federal service and acquisition career in 1989 as an electrical engineer at the Naval Air Warfare Center Aircraft Division, and in 1994 he transitioned to the Naval Air Warfare Center Training Systems Division. Mr. Maier has also served as a computer engineer for the U.S. Army Communications-Electronics Command at PM Information Warfare; worked for the Spectrum Management and Information Technology Division at the DoD Joint Spectrum Center; and served as Deputy Product Manager at PM Information Warfare within Program Executive Office Intelligence, Electronic Warfare and Sensors. Most recently, Mr. Maier served as Director, Assistant Secretary of the Army for Acquisition, Logistics and Technology ASA(ALT) Cyber Focal, within the System of Systems Engineering and Integration Directorate at the Pentagon.

Mr. Maier’s awards include a Superior Civilian Service Award 2009; Army C4ISR Twelve Outstanding Personnel of the Year 2008; AFCEA Distinguished Graduate 2005; and a number of Special Act/Service Awards.

Mr. Maier has earned a B.S. in Electrical Engineering from Virginia Polytechnic Institute and State University (1990); an M.S. in Systems Engineering from George Mason University (2008), and is currently working on an M.A. in Management and Leadership from Webster University. Mr. Maier was accepted into the Army Acquisition Corps (AAC) in 2001 and graduated from the Defense Acquisition University as a Senior Service College Fellow in 2014. His professional certifications include certificates in Computer, Information and Software Intensive Systems (CISIS) and Information Assurance (NSTISSI No. 4011), and he has Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Test and Evaluation; Program Management; and Engineering.

Project Director, HR Solutions: Mr. Brent Thomas


Mr. Brent Thomas

Mr. Thomas was appointed Project Director of HR Solutions on July 18, 2011.  HR Solutions is a $4.24 billion program that provides centralized acquisition management and support services to Army and Department of Defense customers world-wide.

Mr. Thomas has over 15 years of Acquisition Management experience as an Army Officer and DOD Civilian with assignments ranging from ACAT 1 vehicle programs to managing Joint Advanced Concept and Technology Demonstration projects.   Previous acquisition assignments include; Senior Acquisition Officer at Fort Knox managing the material capability requirements for Platform Battle Command and Combat Identification systems, Department of the Army Systems Coordinator for Army Special Programs, Product Manager for the Rapid Equipping Force, Product Manager for two Joint Advanced Concept Technology Projects, and Assistant Program Manager for the Family of Medium Tactical Vehicles. He also completed a tour with Training with Industry at General Motors Corporation.

Mr. Thomas’ military awards include Meritorious Service Medal with three oak leaf clusters, Army Commendation Medal with three oak leaf clusters, Army Achievement Medal with three oak leaf clusters, Army Superior Unit Award with oak leaf cluster, National Defense Service Medal with oak leaf cluster, Government War on Terrorism Expeditionary and Service Medals, and Airborne Badge.

Mr. Thomas graduated from Iowa State University with a degree in Agriculture Business in 1988 where he also received a Reserve Officer Training Course commission as a second Lieutenant in the Ordnance Corps.  He earned a Masters Degree in Material Acquisition Management from Florida Institute of Technology in 2001 and graduated from the Command and General Staff College in 2002.  Mr. Thomas also graduated from the Ordnance Officer Basic Course in 1989 and the Ordinance Officer Advanced Course in 1992.

Installation Information Infrastructure Modernization Program (I3MP):
LTC Gus Muller


LTC Gus Muller

In 1993, LTC Gus Muller began his military career as an Army Reserve Specialist (E-4) serving in reserve commands in California, Maryland, and Virginia.  In 1996, he was commissioned as a 2LT of Field Artillery at Fort Benning, GA.  From 1997 to 2006, LTC Muller served in Field Artillery battalions in Korea, Germany and at Fort Bragg, NC. While at Ft Bragg, he deployed to Kosovo (2001) in support of Operation Joint Guardian, to Hungary (2003), and twice to Iraq (2003, 2005) in support of Operation Iraqi Freedom.

In 2006, LTC Muller received his first Acquisition assignment with Program Manager Future Combat Systems (PM FCS) serving as an Assistant Program Manager for PM FCS in Technologies and International Cooperation in Washington, DC.  He later served as a Systems Team Chairman with the Army Test and Evaluation Command supporting Army PEO EIS, the National Security Agency and the DOD Business Transformation Agency.  In 2010, he was assigned to US Army Special Operations Command as a Commodity Chief for Military Intelligence Support Operations (MISO) equipping.  Returning to Washington DC in 2012, he was assigned as an HQDA Systems Coordinator for PEO C3T systems.  After a brief deployment to Afghanistan in support of Operation Enduring Freedom, LTC Muller served as an Executive Officer and HQDA Systems Coordinator.  In 2014, he was assigned as the Plans and Programs Team Lead under the Director of Plans, Programs, and Resources for ASA(ALT).

LTC Muller earned an MS in Business Administration from Webster University (Distinguished Honor Graduate) and a BS in Business Finance from Liberty University.  He has certifications (DAU Level III) in Program Management and Test & Evaluation, and Level I certification in Information Technologies.  His military awards and decorations include multiple awards of the Meritorious Service Medal, Joint Commendation Medal, NATO Service Medal, Army Commendation Medal, Kosovo Campaign Medal, Korea Defense Service Medal, Army Achievement Medal, Global War on Terrorism Service Medal, Iraq Campaign Medal, Global War on Terrorism Expeditionary Medal, and the Afghanistan Campaign Medal.

Project Director, Force Management System (FMS): Dr. David Powers


Dr. David Powers

Dr. Powers has served as the Project Director, Force Management System (FMS), PEO EIS since October 2003.  FMS is an automation effort to integrate, consolidate, and replace four Force Management legacy automation systems and is the Army’s base system for the JCS Global Force Management Data Initiative.  FMS has been in the field since August 2006 (development of new functionality is occurring - FOC planned in fiscal year 2010).

Prior to his assignment to PEO EIS, Dr. Powers has worked the Force Management business process at all levels of the Army.  He started in civil service in 1985 at the Military Police School and has worked at the Headquarters Major Command level (TRADOC) and at the Department of the Army Staff level (G3).  Dr. Powers also served in the active Army as a Military Police Officer medically retiring as a Captain in 1985.

His military awards include the Meritorious Service Medal, 1985; Army Commendation Medal, 1982; and Humanitarian Service Medal, 1981. Civilian awards include the Achievement Medal for Civilian Service, 1999; and the Quality Step Increases, 2003, 2002, 2001, 1999, and 1988. His performance awards/certificates were from 1985 to 2007 (Special Act/Service award 2004).

Dr. Powers has a Ph.D., Management, California Coast University, Santa Ana, Calif., 1994; MA, Management, Webster University, St. Louis, MO. 1981; BA, Criminal Justice, California State University, Sacramento, Calif., 1977; AS, Administration of Justice, Monterey Peninsula College, Calif., 1975.

He is certified in Acquisition Corps Level III Program Management, July 2005 and has been a member of the Acquisition Corps since August 2005.

Logistics Modernization Program (LMP):
Mr. Gabriel Saliba


Mr. Gabriel Saliba

Mr. Gabriel Saliba assumed leadership of the U.S. Army’s Logistics Modernization Program (LMP) in December 2010.  As the LMP Product Director, he exercises centralized authority and control over one of the largest Enterprise Resource Planning (ERP) implementations in the U.S. Army and across the Army Materiel Command’s (AMC) national-level logistics environment.  The LMP delivers a fully integrated suite of software and business processes that streamline the maintenance, repair and overhaul; planning; finance; acquisition; and supply of weapon systems, spare parts, materiel, and services to Soldiers.

Mr. Saliba oversees the management and execution of funding, contracts, priorities, schedules, personnel, facilities, and work performed by LMP and various supporting organizations.  He also interacts with senior stakeholders at AMC, as well as the Office of the Secretary of the Defense (OSD), Headquarters Department of the Army (HQDA), and other Department of Defense (DoD) agencies and Congress.

Prior to this position, Mr. Saliba served as the LMP Deputy Project Director, responsible for overseeing the program’s day-to-day operations, to include Enterprise Expansion, contract management, and budget and finance requirements. He also previously served as LMP’s Assistant Project Manager for Enterprise Expansion, where he was responsible for deployment activities, including Data Management, Solution Development Management, and Business Transformation, as well as Sustainment of both the Modernized LMP and legacy systems. Since 2000, Mr. Saliba held various positions with LMP, both as an Army Chief Warrant Officer and civilian. He served as the Sales and Distribution Functional Team Lead, Production Support Manager, and Chief of the Modernization and Integration Division, as well as had responsibility for the integration of the Army Single Stock Fund (SSF) business rules into LMP. Prior to LMP, he served as the Communications-Electronics Command (CECOM) Life Cycle Management Command (LCMC) Equipment Manager, Property Book Officer, and Senior Retail Logistics Advisor with command-wide responsibility for property accountability and supply discipline. He also served with various Tactical Army units worldwide as a Non-Commissioned Officer and a Chief Warrant Officer in the supply field of logistics.

Among numerous performance and special act awards, Mr. Saliba earned the Commander’s Award for Civilian Service in 2006, the Superior Civilian Service Award in 2010, and the Meritorious Civilian Service Award in 2013.

Mr. Saliba is an Acquisition Corps member, certified Level III in Program Management, and earned a bachelor of science in Business and Management from the University of Maryland in 1989.

LTC (P) Mollie Pearson serves as the Product Manager for Power Projection Enablers (PdM P2E) which provides the strategy and oversight for an organization responsible for delivering capabilities supporting the full spectrum of network and information services for a globally connected Army. P2E enables Soldiers, commands and supporting organizations so they can access, process, and act upon information, anytime, anywhere thus enabling the application of force across joint operations.

LTC (P) Pearson was commissioned as an Engineer Officer in 1993.  Key positions include Platoon Leader and Executive Officer, 44th Engineer Battalion (Camp Howze, Korea) and Headquarters Battalion (Fort Belvoir, Va.); Company Commander, 62nd Engineer Battalion and the United States Army Operational Test Command (USAOTC)’s Headquarters Company (Fort Hood, Texas); S1, 3rd Signal Brigade and Deputy G1, USAOTC (Fort Hood, Texas). Major Acquisition assignments include Assistant Project Manager, Army Enterprise Systems Integration Program (AESIP) and Product Director, Manufacturing Execution System (MES), PEO EIS (Fort Belvoir, Va.); USAOTC Test Officer (Fort Hood, Texas); Chief of Battle Management and Chief of Material, Engineer Combat Support Systems at TRADOC’s Maneuver Support Center (Fort Leonard Wood, Mo.).

Product Lead, Reserve Component Automation Systems (RCAS): Mr. Sajjan (Saj) M. George


Mr. Saj George (Acting)

Mr. Sajjan (Saj) M. George was appointed the Deputy Project Director (PD) for the Reserve Component Automation Systems (RCAS), under the Program Executive Office, Enterprise Information Systems (PEO EIS) in December 2014 and in January 2016 he assumed the position of Acting Product Lead.

Mr. George has over 23 years of experience in the Military as a Service Member and a DOD Civilian with key assignments ranging from Deputy Director of Sustainment Directorate at General Funds Enterprise Business System (GFEBS), Deputy CIO/G6 of the Army National Guard (ARNG) Headquarters, Branch Chief of Information Technology Program Management and Program Objective Memorandum (POM) Development Officer for the ARNG G6. His first assignment in the Acquisition field was as a Budget and Fielding officer with Distributive Training Technology Project (DTTP), part of RCAS.

Mr. George completed Initial Entry Training in 1992, served as an enlisted Soldier and was honorably discharged as a Sergeant in the Army National Guard before accepting a commission as an Officer in October 1995.  He served one combat tour in Iraq as the Deputy of the Joint Acquisition Review Board and the Multi-National Corps Budget Execution Office. Mr. George led and supervised personnel at Team, Branch and Directorate Level, coordinated work flows, ensured successful project closures and worked closely with senior-level leadership on long-term strategic planning. Mr. George retired as a Lieutenant Colonel with 22 years of dedicated service in Uniform before joining the Army civilian ranks in December 2014.

Mr. George’s military awards include the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (3rd OLC), Army Commendation Medal and the Army Achievement Medal.

Mr. George holds a Bachelors of Engineering in Electronics and Communication, and a Masters of Business Administration in Finance.  He also holds Federal Chief Information Officer (CIO) and Chief Financial Officer (CFO) Leadership Certificates, and the Army Cost Management Certificate. He is a member of the Army Acquisition Corps and Level III certified in Program Management.  His non-duty hours and weekends are dedicated to voluntary service with Hope Network, a non-profit organization whose primary mission is to support veterans in getting training in information technology. He loves traveling and learning about other cultures.

Product Director, Acquisition, Logistics and Technology Enterprise Systems and Services (ALTESS): LTC Toy Frasier


LTC Toy Frasier

Lieutenant Colonel (LTC) Toy R. Frasier, Jr. assumed the leadership of Acquisition, Logistics and Technology Enterprise Systems and Services (ALTESS) located in Radford, VA on 07 January 2016. ALTESS provides the full lifecycle information technology solutions, support and services to the acquisition community and hosted customers in a secure environment. LTC Frasier entered the Army Acquisition Corps in 2008 and held assignments to include: Assistant Product Manager for Product Manager Light Tactical Vehicles (Armor, Integration and Production) in Warren, MI; Department of the Army Systems Coordinator for Light Tactical Vehicles and Army Watercraft Systems for the Assistant Secretary of the Army for Acquisition, Logistics and Technology at the Pentagon; Deputy Director Forward Deployed for Assistant Secretary of the Army for Acquisition, Logistics and Technology in Kuwait; and Project Officer for Defense Enterprise Email in Fort Belvoir, VA.

During 19 years of service, he has held a variety of tactical leadership and staff positions. His first assignment as a Field Artillery Officer took him to 2-17 Field Artillery Battalion, Camp Hovey, Korea, where he served as a Light Fire Support Officer. Once his tour in Korea was over, LTC Frasier was assigned to 1-37 Field Artillery Battalion as an Armor Fire Support Officer, Battery Operation Officer, Paladin Firing Battery Platoon Leader and Executive Officer in Fort Lewis, WA. After he completed the Captain’s Career Course, he was assigned to the 102nd Military Intelligence Battalion as the Targeting & Battle Damage Assessment Officer in Camp Essayons, Korea. Following Korea, he was assigned as the Battalion S1, S3 Operations Officer at the 201st Military Intelligence Battalion in Fort Gordon, GA where he deployed to Kuwait. Upon returning, he served as the S3 Training Officer and in February 2003, LTC Frasier assumed Command of Headquarters Company 201st Military Intelligence Battalion, Fort Gordon, GA. After Company Command, LTC Frasier assumed duties as Assistant Professor of Military Leadership at the University of Massachusetts-Amherst ROTC department.

LTC Frasier received a Bachelor of Arts Degree in Political Science with a commission in the United States Army as a Military Intelligence Officer branch detailed Field Artillery from Virginia State University and a Master of Education Degree from the University of Massachusetts-Amherst. He is a graduate of several military academic programs including: Field Artillery Basic Course, M109A6 Paladin Commander’s Course, Military Intelligence Advance Course, Combined Arms Staff and Service School, Military Intelligence Counterintelligence Officer Course, Mobile Joint Counterintelligence Course, Army Acquisition Basic Course, Army Intermediate Level Education Course, and Army Acquisition Intermediate Qualification course. He is Defense Acquisition Workforce Improvement Act Level III Certified Program Management, Level I Certified Information Technology and a member of the Army Acquisition Corps.

Project Manager, Army Enterprise Systems Integration Program (AESIP): COL Harry Culclasure


COL Harry Culclasure

COL Harry Culclasure is the Project Manager, Army Enterprise Systems Integration Program (PM AESIP), Program Executive Office Enterprise Information Systems (PEO EIS) since August 2013.  He is responsible for a portfolio of programs including two of the Army’s major Enterprise Resource Planning initiatives: the Global Combat Support System-Army (GCSS-Army) and the Logistics Modernization Program (LMP).

COL Culclasure graduated from The Citadel and was commissioned into the Field Artillery in 1991.  He served in numerous tactical assignments with both the 3/325 Airborne Battalion Combat Team in Vicenza, Italy, and the 3rd Infantry Division (Mechanized) at Fort Stewart, Ga.

He deployed with the 2nd Brigade Combat Team to Kuwait in the fall of 2002 and served in Operation Iraqi Freedom as the Contingency Contracting Branch Chief from the 3rd Infantry Division.  In 2004, he was assigned to Headquarters, Defense Contracting Management Agency (DCMA) in Alexandria, Va., as a contingency planner and deployed twice in support of Operation Enduring Freedom in Afghanistan as a warranted Contracting Officer.  Upon redeployment, he spent 18 months as the Military Assistant to the Director at DCMA Headquarters.

COL Culclasure assumed duties as the PM Consequence Management from June 2008 to July 2011 and worked with DoD specialized consequence management units providing rapid acquisition / rapid fielding, analytical labs, communications, commercial-off-the-shelf solutions and sustainment support.  COL Culclasure’s last assignment prior to PM AESIP was as the Executive Officer to the Deputy Chief Information Officer/G-6 in the Pentagon.

COL Culclasure’s awards and decorations include the Legion of Merit, the Bronze Star Medal, the Joint Meritorious Service Medal, the Meritorious Service Medal, the Joint Commendation Medal, the Army Commendation Medal, the Army Achievement Medal and the Senior Parachutist Badge.  He received a master’s degree from the Command and General Staff College in 2004 and a Masters degree from the Army War College in 2012.

Product Manager, Joint Personnel Identification (JPI): LTC Jackie Barnes


LTC Jackie Barnes

LTC Jackie Barnes has served as the PM of JPI, an ACAT I Program, since February 2013. She is responsible for developing, acquiring, fielding, and sustaining an automated tactical biometrics capability configurable for multiple operational mission environments. Currently, 10,176 biometric devices have been deployed worldwide. LTC Barnes leads a workforce of more than 40 military, civilian, and contractor personnel and manages annual investments exceeding $80 million.

Prior to her current position, she served as a Department of the Army System Coordinator (DASC) for the Cruise Missile Defense Systems (CMDS). Posts she has held include: Executive Officer for Commanding General, Research, Development and Engineering Command; Technology Officer, 401st Army Field Support Brigade (Bde), Bagram, Afghanistan; Assistant Product Manager, Force Protection System, Fort Belvoir, Va.; Evaluation Officer, Army Test and Evaluation Command (ATEC), Alexandria, Va.; Chief of Customer Support Division, ATEC, Alexandria, Va.; Information Technology Officer, ATEC, Alexandria, Va.; and CJSOTF Civil Affairs Liaison Officer to 5th Special Forces Group during Operation Iraqi Freedom.

LTC Barnes’ awards include the Bronze Star, Meritorious Service Medal (with two Oak Leaf Clusters (OLCs)), Joint Service Achievement Medal, Army Commendation Medal (three OLCs), Army Achievement Medal, and the Parachutist Badge.

LTC Barnes was born in Ghana. She received a Bachelor of Science in Biology from James Madison University and her commission in the Chemical Corps through ROTC in June 1994. LTC Barnes’ military education includes U.S. Army Airborne School, Chemical Officer Advanced Course, Combined Arms and Service Support School, Civil Affairs Course, Regional Studies Course (Africa), Language School (French), and the Program Manager’s Course, Defense Acquisition University.

LTC Harley’s tactical assignments include Platoon Leader 502d Military Intelligence Company and Assistant, S2 3d Squadron 2d Armored Cavalry Regiment, Fort Polk, La.; Assistant Operations Officer of the 501st Military Intelligence Battalion (BN) Bosnia-Herzegovina; Electronic Warfare Officer, 4th Infantry Division G2, S2 Division Support Command and S2 1-66 Armor Battalion, Fort Hood, Texas. In December 2002, he assumed command of C Company, 104th Military Intelligence Battalion, 3rd Brigade Combat Team, 4th Infantry Division, Fort Carson, Colo. While in command, he trained and deployed the Company in support of Operation Iraqi Freedom.

LTC Harley is a Distinguished Military Graduate of South Carolina State University with a B.S. in Psychology and an M.S. in Acquisition Contract Management from the Florida Institute of Technology. He is Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certified Program Management and Level II Certified Test and Evaluation. Product Manager, Global Combat Support System-Army (GCSS-Army):
LTC Christopher J. Romero


LTC Christopher J. Romero

Since July 2013, LTC Christopher Romero manages and oversees all facets of the life cycle for Global Combat Support – Army (GCSS-Army). This includes system development test and evaluation, fielding new equipment training and sustainment.

LTC Romero enlisted in the Army in October 1992 and graduated from Officer Candidate School in Fort Benning, Ga. in 1995.  He served as Battalion Chemical Officer at the 2nd Battalion, 327th Infantry Regiment at the 101st Airborne Division, Fort Campbell, Ky.  He was then a Platoon Leader at 63rd Chemical Company and Brigade Chemical Officer at the Always First Brigade, 101st.

LTC Romero was the Division Support Command Chemical Officer at 10th Mountain Division, Fort Drum, N.Y. Then, he commanded the 59th Chemical Company. Following a one year training with industry selection at the U.S. EPA in Washington DC, LTC Romero served at the Army Environmental Center at Aberdeen Proving Ground, Md.

After accession into the Acquisition Corps in 2005, LTC Romero served at the Joint Project Office for Contamination Avoidance as an Assistant Product Manager for Reconnaissance Platform Integration. In the fall of 2006, he deployed to Iraq to deliver a Survivability Enhance CBRN Reconnaissance capability to the Soldier. Upon return, he became a Team Leader from 2007 to 2009 for a Marine Corps CBRN Reconnaissance capability. LTC Romero was assigned to the Assistant Secretary of the Army for Acquisition, Logistics and Technology and served as a Department of the Army Service Coordinator.  He then was assigned to the Missile Defense Agency as a Program Element Manager from May 2009 thru 2011.

A native of Long Island, N.Y., LTC Romero graduated from the State University of New York at Oneonta in 1989 and received his Master of Science in Project Management from the Florida Institute of Technology in 2005. He completed the Basic Airborne Course at Fort Benning, Ga., the Combined Arms and Services Staff School, and Intermediate Level Education at Fort Belvoir, Va.  He is a Certified Level III Acquisition Professional in Program Management and Level I in Test and Evaluation.

LTC Romero’s awards and decorations include the Defense Meritorious Service Medal with two Oak Leaf Clusters (OLCs), the Meritorious Service Medal with two OLCs, the Army Commendation Medal with two OLCs, the Army Achievement Medal with one OLC, and the Global War on Terror Service, as well as the Air Assault, Parachutist, and Army and OSD Staff Identification Badge.

Product Lead, Computer Hardware, Enterprise Software and Solutions (CHESS): Mr. Doug Haskin


Mr. Doug Haskin

Mr. Doug Haskin assumed charter of the Product Lead, Computer Hardware, Enterprise Software and Solutions (CHESS) on July 15, 2016. In this capacity, he leads a team responsible for establishing and maintaining no-fee, flexible contracts through which Army customers may procure commercial off the shelf (COTS) IT hardware, software and services via an e-commerce (IT e-mart) based process.

Mr. Haskin joined the CHESS team in July 2016, after serving as the Deputy Project Director for Enterprise Services since November 2012. In that capacity, he managed a project office responsible for acquiring, fielding, and performing lifecycle sustainment of technology and services supporting many of the Army Chief Information Officer’s largest enterprise initiatives.

Prior to being promoted to Deputy Product Director for TIS, Mr. Haskin served as the Division Chief for TIS Operations from March 2009 to May 2010.

Before joining TIS, Mr. Haskin worked for the Project Manager,Distributed Common Ground System- Army (DCGS-A) as a logistician. He also supported the Product Manager,Battle Command Sustainment Support System (BCS3) project as both a contractor and later as a civilian from August 2004 to March 2008.

Mr. Haskin graduated from the United States Military Academy with a Bachelor of Science degree in Computer Science in May 1998 and completed a Master of Science degree in Program Management from the Naval Postgraduate School in June 2010. As an Army Quartermaster officer, he served as a platoon leader in the 2nd Armored Cavalry Regiment at Ft Polk; Assistant S-3 in the 2nd Infantry Division at Camp Casey, Korea; Combat Service Support Automation Management Officer (CSSAMO) in the 46th Corps Support Group at Ft Bragg; and Theater Subsistence Manager at Camp Stronghold Freedom, Uzbekistan.

Mr. Haskin holds Level 3 DAWIA certifications in Life Cycle Logistics and Program Management. In August 2010, he received the Federal Computer Week Rising Star Award. He is a recipient of the Army Superior Civilian Service Award and the Commander’s Award for Civilian Service.

COL Sandy Vann-Olejasz


COL Sandy Vann-Olejasz

COL Sandy Vann-Olejasz is the PEO EIS Military Deputy, working strategic actions for the PEO.

COL Vann-Olejasz has served in a variety of acquisition positions during her military career. Most recently, she served as Project Manager, DoD Biometrics and was responsible for two Acquisition Category I Special Interest programs: Biometric Enabling Capabilities and Joint Personnel Identification version 2. She also served as the Executive Officer for the Assistant Secretary of the Army (Acquisition, Logistics, and Technology). COL Vann-Olejasz was assigned to PEO Command, Control and Communications - Tactical as the Assistant Product Manager for the Battle Command Sustainment Support System and then to PEO EIS as the Product Manager, Army Enterprise Systems Integration Program.

COL Vann-Olejasz has also served in a variety of command and staff positions. She was a platoon leader in support of Operations Desert Shield and Desert Storm for the 493rd Supply and Service Company. In Germany, she was the Support Operations Officer and Battalion S-4 for the 203rd Forward Support Battalion, 3rd Infantry Division. She served as the S-1 of the 701st Main Support Battalion (MSB), 1st Infantry Division at Fort Riley, Kansas and then commanded Charlie Company, 701st MSB. Also at Fort Riley, she was the S-1 of the 937th Engineer Group and S-3 of the 541st Maintenance Battalion. After graduate school, she served as an Assistant Professor in the Department of Systems Engineering at the United States Military Academy at West Point (USMA) and as the Deputy Director of West Point’s Operations Research Center.

COL Vann-Olejasz received a BS in Computer Science from USMA where she was commissioned in the Quartermaster Corps upon graduation. She also holds an MBA from Georgetown University, and an MS in National Resource Strategy from the Industrial College of the Armed Forces.

Product Director, Distributed Learning System: Mr. Stanley Davis


Mr. Stanley Davis

In April 2010, Mr. Stanley Davis assumed leadership of the Army’s Distributed Learning System (DLS). As the Product Director (PD) for DLS, Mr. Davis sets the strategic vision for the program and is responsible for ensuring DLS meets all cost, schedule and performance goals. Mr. Davis is tasked with overseeing the five components of the DLS program, which include Army e-Learning, Digital Training Facilities (DTFs), Army Learning Management System (ALMS), Enterprise Management Center (EMC), and Deployed Digital Training Campuses (DDTCs). Mr. Davis has purview over training delivery systems worldwide, which provide education and training access to Soldiers, units, and organizations by using web-based and video tele-training capabilities supporting the Soldier.

Prior to becoming the PD, Mr. Davis served as the DLS Deputy Program Manager and managed the team that delivers training products and provides training management functions via the web.  Mr. Davis has over thirty years of military and government service in acquisition, leadership, training and management.

Mr. Davis received the 2005 Federal Computer Weekly’s Federal 100 Award for excellence in development, acquisition and management of federal information technology.  He is also the recipient of the 2007 SkillSoft Corporation’s Performance Support Innovation Award.

His military education includes Command and General Staff College, Armed Forces Staff College, Defense Program Managers Course and Army War College.  He is a member of the Army Acquisition Corps and holds Level III certifications in Program Management and Test and Evaluation.

Product Manager, Biometric Enabling Capability (BEC): LTC Eric Pavlick


LTC Eric Pavlick

LTC Eric Pavlick has served as the Product Manager of BEC since April 2012. BEC is the enterprise biometric system serving as the DoD central authoritative biometric repository. LTC Pavlick leads a workforce of more than 25 military, civilian, and contract personnel and manages annual investments exceeding $60 million.

Prior to his current position, he served as the Assistant Product Manager for the Biometric Automated Toolset – Army. Upon completion of Initial Entry Rotary Wing training at Fort Rucker, Alabama and the UH-60 Advanced Qualification Course in 1996, he was assigned to the 2nd Battalion, 4th Aviation Regiment, 4th Infantry Division (Mechanized), Fort Hood, Texas where he served as a UH-60 Blackhawk Platoon Leader in Bravo Company, Assistant Battalion Operations Officer, and Battalion Adjutant. In 2001, he was assigned to K Company, 159th Aviation Regiment at Hunter Army Airfield, Ga., where he served as the Company Executive Officer. He was then reassigned to the 2d Battalion, 3d Aviation Regiment as the Battalion Logistics Officer. In 2003, he deployed to Kuwait and Iraq in support of Operation Iraqi Freedom (OIF). Upon return from OIF, LTC Pavlick assumed command of Charlie Company, 2d Battalion, 3d Aviation Regiment. Following command, LTC Pavlick served as a Board Recorder in the Department of the Army Secretariat for Selection Boards in Alexandria, Va.. It was during this tour that LTC Pavlick branch transferred into Army Acquisition. In 2007, he was assigned to the Army Test and Evaluation Command where served as an Evaluation Officer in the Aviation Evaluation Directorate and as Executive Officer to the Commanding General.

LTC Pavlick’s awards and decorations include the Bronze Star Medal, the Meritorious Service Medal with three Oak Leaf Clusters (OLCs), the Army Commendation Medal with one OLC, the Army Achievement Medal with three OLCs, the Army Aviator Badge, the Parachutist Badge, and the Air Assault Badge.

LTC Pavlick graduated from the United States Military Academy at West Point in 1995 and was commissioned as a 2nd Lieutenant in the Aviation branch. In 2007, he earned a MBA from the George Washington University. Product Lead,
Automated Movement and Identification Solutions (AMIS): Mr. James L. Alexander


Mr. James L. Alexander

Mr. James Alexander assumed the role of Product Lead, Automated Movement and Identification Solutions (AMIS) in September 2012. Mr. Alexander is ultimately responsible for the program’s budget and contracts, while coordinating the work performed by staff at Tobyhanna Army Depot, Pacific Northwest National Laboratory, and various other government organizations in support of the program’s initiatives. He works closely with the U.S. Army G-4 staff, as well as the Program Executive Office Enterprise Information Systems headquarters office, to secure adequate funding to sustain the program. AMIS has a global footprint to ensure efficient premier automated transportation and identification information technology solutions in support of the Soldier.

He began his Automatic Identification Technology (AIT) career as Product Manager, Joint – Automatic Identification Technology (J-AIT)’s Radio Frequency In-Transit Visibility (RF-ITV) Team Chief. He was responsible for providing global RF-ITV of materiel and equipment to the Joint Services and coalition partners. He supervised the upgrade, implementation and maintenance of the RF-ITV system. Three years later, he became the Deputy Product Manager J-AIT, managing the day-to-day operations of the program office staffed by over 40 government and contract support personnel. He was also responsible for the establishment and maintenance of contract vehicles for the procurement of AIT products and services.

Mr. Alexander served 22 years in the U.S. Air Force and has over 38 years of supply chain management experience within the Department of Defense and private industry. His diverse logistics background includes leadership and management positions in aircraft materiel support, vehicle materiel support, and logistics information systems. Since his departure from active military duty, he served as the vice president of a company that specialized in the exportation of propane gas equipment to the Caribbean and Latin America. Additionally, he worked as a Senior Logistics Analyst support contractor with the Air Staff at the Pentagon.

Mr. Alexander holds an M.S. in Program Management from the Naval Postgraduate School and a B.S. in Management from Park University. He earned an Associate Certificate in Project Management and a Certificate in Project Management from American University. His awards include the Commander’s Award for Civilian Service, the Department of the Army Achievement Medal for Civilian Service, and numerous military awards and honors.

Product Director, Army Human Resource System (AHRS): Dr. Leslie S. Sofocleous


Dr. Leslie S. Sofocleous

Dr. Leslie S. Sofocleous serves as the Product Director, Army Human Resource System (AHRS) for Program Executive Office for Enterprise Information Systems (PEO EIS).  She is responsible for the development, deployment, and sustainment of critical Human Resource Systems in support of our Soldiers.  She leads a workforce exceeding 70 personnel and manages annual investments exceeding $18 million.

Previously, she served as the Deputy Product Director, AHRS.  Prior to her assignment as Deputy Product Director, she was employed with various leading defense contractors in the Northern Virginia area. Dr. Sofocleous has a vast background due to her technical positions that included Senior Database Administrator, Senior Program Analyst, Implementation Manager, and Operations Lead.  Prior to her career in defense contracting, Dr. Sofocleous served as a commissioned officer in the United States Army.

Dr. Sofocleous holds a Bachelor of Arts in Biology from the University of Virginia (1995), a Master of Science in Management from Rensselaer Polytechnic Institute (2001), and a Doctor of Philosophy in Applied Management and Decision Science from Walden University (2007).  Dr. Sofocleous is Level III certified in Program Management and Information Technology, and a member of the Army Acquisition Corps.

Product Manager, Army Contract Writing System: LTC Robert Wolfe


LTC Robert Wolfe

LTC Rob Wolfe most recently served as an Administrative Contracting Officer and the Engineering and Manufacturing Group Leader for Defense Contract Management Agency St. Petersburg, Florida.  Rob is a native of Amarillo, Texas.  He enlisted in the Army in 1989 and served in Desert Shield/Desert Storm with 52nd Engineer Battalion. In 1995, Rob was awarded the Army Green to Gold scholarship and was commissioned as an infantry officer in 1998 through the George Mason Army ROTC program.

LTC Wolfe has served in a multiple staff and leadership positions in various locations to include Texas, DC, Korea, Afghanistan, Iraq, Georgia, and Hawaii. He culminated his infantry career commanding Charlie Company 2-35 Infantry in Northern Iraq in support of Operation Iraqi Freedom before transitioning to the Army Acquisition Corps in 2008.

His first assignment in the Acquisition Corps was as a contingency contracting team leader at Fort Benning, Georgia, followed by deployment to Iraq, where he was the chief of contracting for western Iraq in support of Operation New Dawn. His office assumed operational contracting support responsibility for Central and Northern Iraq in order to facilitate the 2011 troop drawdown. 

Upon his return, he and his family were reassigned to DCMA St. Petersburg. In 2014, he completed a six month deployment where he served as the Theater Contracts Director for DCMA Kuwait, where he planned the transition of authority from DCMA to Army Contracting Command.

LTC Wolfe has a Bachelor’s Degree in Government and Politics from George Mason University, and a Master’s Degree in Procurement and Acquisition Management from Webster University.

Some of LTC Wolfe’s military decorations include two Bronze Star Medals, the Purple Heart Medal, two Defense Meritorious Medals, the Meritorious Medal, the Joint Commendation Medal, the Army Commendation Medal, Ranger Tab, Combat and Expert Infantryman Badge and Parachutist Badge.

Product Director, Vehicular Intercom Systems (VIS): Mr. Twyman Bledsoe


Mr. Twyman Bledsoe

Mr. Twyman “Ty” Bledsoe serves as Product Director, Vehicular Intercom Systems (PD VIS), which reports to the Project Manager, Defense Communications and Army Transmission Systems (PM DCATS). Mr. Bledsoe is responsible for configuration management, future development, production coordination and acquisition of Army vehicle intercom systems, head-sets and ancillary equipment that safeguard Soldier hearing and allow Soldiers to communicate in the high-noise environments of combat crew-served tactical vehicles. He also supports Navy, Marine, State Department and National Guard units. The VIS AN/VIC-3 and the enhanced capability AN/VIC-5 systems are leveraged by their customer base through two indefinite delivery indefinite quantity firm fixed price contracts with a VIC-3 contract ceiling of $230 million and a VIC-5 contract ceiling of $2.4 billion.

Previously, Mr. Bledsoe served as the Acting Technical Management Division Chief for Project Manager, Network Services Center. Prior to that, he served as Chief of the U.S. Army Signal Activity-Intelligence and Security Command’s CIO G-6, Programs, Plans, Engineering and Installation Division. Prior to that, he served as US 20th Support Command Chemical, Biological, Radiological, Nuclear High Yield Explosive Chief, Communications and Support Systems Division.

Mr. Bledsoe earned his Bachelor’s Degree in management studies from the University of Maryland University Colleges in 2001. He has also earned CIO Program and Project Management Program certificates from the National Defense University. He has attained Defense Acquisition University Program Management Level-3 Certification (2010), and has completed the Army Management Staff College (AMSC) Civilian Education System Continuing Education program for Senior Leaders, the AMSC Advanced Course, the AMSC Organizational Leadership for Executives Course, and the AMSC Personnel Management for Executives course.

Mr. Bledsoe’s awards include the Department of the Army Achievement Medal for Civilian Service and a Department of the Army Official Commendation Letter.

Defense-Wide Transmission Systems (DWTS): LTC Jeff Etienne


LTC Jeff Etienne

LTC Jeff Etienne is the Product Lead, Defense-Wide Transmission Systems, which reports to the Project Manager, Defense Communications and Army Transmission Systems (PM DCATS). LTC Etienne is responsible for program and lifecycle management of the Combat Service Support (CSS) Automated Information Systems Interface (CAISI), the CSS Satellite Communications system, and the Multi-Media Communications System.

LTC Etienne is an Army Acquisition Corps officer with more than 30 years of military service and more than 22 years of Active Federal Service. He previously served as Assistant Product Manager for PM Biometrics, Assistant Product Manager for the Army Human Resource System, Assistant Product Manager for Defense-Wide Transmission Systems, and Assistant Product Manager for Joint-Automatic Identification Technology.

LTC Etienne has also served as a Maintenance Company Platoon Leader; a Battalion Maintenance Officer; the S-2/3 of a Corps Support Battalion; a Data Processing Officer in an Engineer Command; an Automation Officer during Operation Iraqi Freedom; an Automation Officer in a Theater Support Command; a Contingency Contracting Officer; and a Warranted Contracting Officer during Operation Enduring Freedom.

LTC Etienne graduated from Saint John’s University in 1992 with a Bachelor of Arts degree in Business Management and received an ROTC commission through Polytechnic University in the Ordnance Corps. He earned a Master of Arts degree in Computer Resource and Information Management from Webster University in 1996. He went on to earn a Master of Business Administration degree in 2002. He recently received his doctorate in Organization Leadership from Argosy University.

LTC Etienne is also a graduate of several military academic programs, including the Ordnance Officer Basic Course, the Combined Logistics Officer Advance Course, the Combined Arms and Service Staff School, the 90A Multifunctional Course, the Army Acquisition Basic Course, the Intermediate Level Education (ILE) course, and the Program Management Course. He is Level III certified in both Program Management and Information Technology; and Level I certified in Contracting.

Wideband Enterprise Satellite Systems (WESS): LTC Joel D. Babbitt


LTC Joel D. Babbitt

LTC Joel Babbitt is in charge of the Product Lead, Wideband Enterprise Satellite Systems (PL WESS) office, which reports to the Project Manager, Defense Communications and Army Transmission Systems (PM DCATS). LTC Babbitt is responsible for managing the acquisition, development and modernization of enterprise satellite communication systems and state-of-the-art satellite network control and planning systems for use with Defense Satellite Communications Systems, as well as Wideband Global Satellite and commercial satellite systems. The WESS workforce exceeds 200 personnel and executes an annual budget of over $260 million.

LTC Babbitt previously served as the Product Manager for Warfighter Information Network-Tactical (WIN-T) Increment 1, the Army’s premier at-the-halt tactical network and communications program, introducing WiFi to the tactical Army and flying command posts to the Global Response Force.

LTC Babbitt received a reserve commission in 1991 and served with the Utah National Guard. In 1995 he transferred to the Regular Army and was detailed to the Armor Corps, where he served as an Armor Platoon Leader in the 1-32 Armor Battalion, 3/2nd Infantry Division at Fort Lewis, Washington. After transitioning to the US Army Signal Corps, he served as a Company Executive Officer for the 176th Signal Company, 29th Signal Battalion; and the Battalion Signal Officer, 504th Military Police Battalion, both at Fort Lewis. LTC Babbitt completed assignments as the Assistant Battalion S-3 for the 41st Signal Battalion; and Company Commander, 201st Signal Company, 41st Signal Battalion, 1st Signal Brigade, in the Republic of Korea.

As a member of the Acquisition Corps since 2003, LTC Babbitt served as the Engineering Group Leader for TROJAN SPIRIT and Land Mobile Radios, US Army Information Systems Engineering Command (ISEC); and the Signal Engineering Brigade S-3, ISEC, at Fort Huachuca, Arizona. He also served as the Afghanistan Tech Control Facility Information Assurance Certification Lead, ISEC, in both Fort Huachuca and Afghanistan. Prior to his service as PdM for WIN-T Increment 1, LTC Babbitt was the Program Manager for Command, Control, Communications, Computing and Intelligence (C4I) Systems for a unit under the United States Special Operations Command at Fort Bragg, North Carolina. He was responsible for funding, developing, acquiring, fielding, and sustaining all communications and intelligence support systems and capabilities for the US Military’s most elite units. Simultaneously, LTC Babbitt also served as deputy director for a 51 person J-6 Development Division, Branch Chief of the Acquisition and Resource Management Branch, the J6’s Maintenance Officer, and as the command’s C4I Portfolio Manager for Program Objective Memorandum.

LTC Babbitt earned a Bachelor of Science degree in Psychology from Brigham Young University, in Provo, Utah. He holds a Master of Science degree in Computer Science from the Naval Postgraduate School, Monterey, California. He graduated from the Command and General Staff College in Fort Lee, Virginia and Austin, Texas. LTC Babbitt is a member of the Acquisition Corps and is Level II certified in Systems Planning, Research, Development and Engineering; Level II certified in Information Resources Management; and Level III certified in Program Management. He is a certified Project Management Professional (PMP). He also completed the Armor Officer Basic Course, Signal Officer Branch Qualification Course, Signal Captains Career Course, and was a Microsoft Certified Systems Engineer and Trainer.

As the Project Manager, Defense Communications and Army Transmission Systems (PM DCATS), COL Clyde E. Richards is responsible for managing programs valued at more than $2 billion that support the Army, Joint Services, National Command Authority and combatant commanders. 

COL Richards has served as an active duty Army Officer for more than 25 years.  He is a veteran of the Persian Gulf Wars, including Operation Desert Storm, Operation Iraqi Freedom and Operation Enduring Freedom.  In his previous assignments he served as the Executive Officer for the Deputy Chief Information Officer/G-6; Product Manager, Defense-Wide Transmission Systems; Chief, Force Integration Officer for the Program Executive Office, Enterprise Information Systems; Deputy Product Manager, Defense Data Networks; Company Commander and Support Operations Supply and Services Officer in the 703rd Main Support Battalion, 3rd Infantry Division; Support Operations Maintenance Officer and the Battalion S-4 in the 201st Forward Support Battalion, 1st Infantry Division; Executive Officer, HHC/MMC DISCOM in the 1st Infantry Division; and as a Platoon Leader in the 501st Aviation Regiment, Korea.

COL Richards is a Distinguished Military Graduate from Rutgers University, where he graduated in 1989 with a Bachelor’s Degree in Computer-Oriented Mathematics.  He later earned a Master’s Degree in Information Systems Technology from the Naval Postgraduate School, and a Master’s Degree in National Resource Strategy from the Industrial College of the Armed Forces.  His military education includes graduating from the Quartermaster Officer Basic Course, the Combined Logistics Officer Advance Course, the Military Acquisition Management Course, and the Command and General Staff College.

Product Director, Land Mobile Radio (LMR): Ms. Kimberly Davidson


Ms. Kimberly Davidson

Ms. Kimberly Davidson is Product Lead, Land Mobile Radios (LMR) which reports to the Project Manager, Defense Communications and Army Transmission Systems (PM DCATS). Ms. Davidson is responsible for the acquisition, management, installation and delivery of CONUS and OCONUS non-tactical LMR systems that support installation force protection, public safety, first responders, installation management and homeland security.

The LMR program migrates wideband LMR systems to meet National Telecommunications and Information Administration narrowband mandates of 2005 and 2008, to meet the Association of Public-Safety Communications Officials P25 requirements for system interoperability and security, and to pursue regionaliza-tion and promote federal, state, local and tribal interoperability requirements when economically and operationally feasible. Ms. Davidson leads a workforce of 17 core and matrix employees and manages annual invest-ments exceeding $28 million.

Previously, Ms. Davidson served as the Business Management and Logistics Office Team Lead for PD LMR. Prior to joining Team LMR in 2004, Ms. Davidson was a Contract Specialist and Program Analyst for the General Services Administration at Ft. Monmouth, NJ. She also taught Mathematics in the Broward County Public School System (Florida) and was an Adjunct Mathematics Professor at Nova Southeastern University.

Ms. Davidson was presented with a Commander’s Award for Civilian Service in 2011 and 2014 and was nominated for a C4ISR Ten Outstanding Personnel of the Year award in 2005. She earned a Bachelor’s degree in secondary education with a specialty in Mathematics from Nova Southeastern University (1995) and a Master’s Degree in Program Management from the Naval Postgraduate School (2009).

Why is my AKO access ending?

The Army established Army Knowledge Online (AKO) in the late 1990s to provide online services for U.S. Army personnel, later extending some AKO services to retirees and family members. Services included email, collaboration, discussion forums, a directory, and direct access to many DoD and Veterans Affairs (VA) websites.

As part of the Army’s current effort to modernize and upgrade its network and technology infrastructure, AKO services will be upgraded to provide more secure, flexible, scalable and efficient next-generation Enterprise Services. “AKO 2.0” will facilitate improved communications within the Army and across the DoD.

What are the benefits of next generation enterprise services?

As Secretary McHugh detailed in his April 2013 memo, the Army anticipates significant financial economies, efficiencies, and security improvements with the transition to next generation enterprise services.

Is there a replacement site with similar functionality?

Retirees and Family members must create a premium DoD Self-Service Logon (DS Logon) to gain access to DoD online services, such as Tricare Online and myPay. Click for instructions for creating a DS Logon account.

How do I register for a DS Logon account?

Mr. Victor Hernandez

Victor Hernandez currently serves as the Director of Program Management for PEO EIS. In this capacity, he oversees the cost, schedule and performance parameters for the organizations portfolio consisting of over 40 program offices and approximately $2.5 billion per annum. He also serves as the agency’s Chief Financial Officer responsible for all aspects of resource management for the organization. Mr. Hernandez has served with PEO EIS since 2007. Previous positions in the PEO include Business Manager and Chief of Acquisition.

Prior to his positions within PEO EIS, Mr. Hernandez worked in the DCS Resource Management office at Army Materiel Command. He held several resource management positions to include budget analyst, program analyst, and team leader responsible for submitting the agency’s Program Objective Memorandum.

Mr. Hernandez spent 11 years in uniform, first enlisting as an Accountant Specialist and later commissioned as a Signal Officer.

Mr. Hernandez is a member of the Army Acquisition Corps with Level III certifications in Program Management, and Business Financial Management. He is a certified Defense Financial Manager with an acquisition designation and earned Level 3 certification in Department of Defense Financial Management.

Mr. Hernandez’s awards include the Distinguished Civilian Award, the Army Commander’s Award for Civilian Service, the Office of the Under Secretary of Defense Comptroller/Deputy Comptroller Meritorious Achievement Award, and the Army Civilian Achievement Medal.

He is a graduate of Air University’s Defense Financial Managers course, American University’s Key Executive Leadership Program and the Federal Executive Institute’s Leadership for a Democratic Society.

Mr. Hernandez received his B.S. in Business Management from the National Louis University and holds an MBA from the Virginia Polytechnic Institute and State University.

Force Management System (FMS)


FMS provides IT modernization and integration solutions in support of the Army’s G-3 Force Structure Portfolio mission. Specific focus centers on transformational cloud solutions leveraging virtualization and Global Force Management Data Initiatives to the DoD and the Army Enterprise.

Description
To design, develop and deploy an FMS that will establish accurate, consistent and timely force structure information to the Army Force Management (FM) community. FMS directly supports the Army FM Director mission of managing and allocating manpower and force structure information, documenting unit models (requirements and authorizations) and providing organizational/force structure solutions in support of the Army’s transformation towards the future force. FMS is the Army’s system to support the DoD J-8 GFMDI and the Army’s Organizational Server (AOS) effort. GFMDI is a DoD methodology that allows units, for the first time, to track forces down to the individual levels.

Logistics Modernization Program (LMP)


LMP sustains, monitors, measures and improves the modernization national-level logistics support solution; transitions services from contractor to organic support without performance degradation; delivers new capabilities to achieve Business Systems Information Technology and DoD Enterprise Transition Plan objectives; addresses strategic Army/DoD business transformation elements; and supports DoD/Army ERP integration efforts and related end-to-end processes.

LMP supports the Army national-level logistics mission to develop, acquire, field and sustain the world’s best equipment and services, providing Soldiers with a decisive advantage. LMP delivers an enterprise system for AMC with a fully-integrated suite of software and business processes, providing streamlined data on maintenance, repair and overhaul; planning; finance; acquisition; and on weapon systems supplies, spare parts, services and materiel.

The LMP Increment 1 is deployed to more than 50 locations with approximately 21,000 users throughout AMC and related major subordinate commands, depots, and arsenals, as well as the Defense Finance and Accounting Service and U.S. Special Operations Command. With the implementation of the LMP Increment 2, the system will have an additional 9,000 new users and 5,000 existing users with additional functionality.

Integrated Personnel and Pay System – Army (IPPS-A)


IPPS-A supports the Soldier in the core mission of conducting operations; promotes and maintains effective military personnel management; and ensures that accurate and timely military personnel data – including delivery of benefits – are available at all levels of management and oversight.

IPPS-A will provide the Army with an integrated, multi-component, personnel and pay system that streamlines Army HR, enhances the efficiency and accuracy of Army personnel and pay procedures and supports Soldiers and their families. The tool will be web-based, will be available 24 hours a day and will be accessible to Soldiers, HR professionals, combatant commanders, personnel and pay managers and other authorized users throughout the Army.

IPPS-A addresses major deficiencies in the delivery of military personnel and pay services and also provides internal controls and audit procedures that prevent erroneous payments and loss of funds.

Installation Information Infrastructure Modernization Program (I3MP)


I3MP enables the Warfighter through information technology, infrastructure modernization, and life cycle management of the Army’s CONUS Installation Campus Area (Voice, Video & Data) Networks, and strategic Command Centers across the Army. It provides a robust and scalable networked information infrastructure that allows migration to a network-centric, knowledge-based operation, and enhances connectivity between forward deployed forces with CONUS installation infrastructure. It is a part of the joint effort to improve and protect Land War Net (LWN) by enhancing the infrastructure for better efficiency and effectiveness of the network and Army interoperability across the Department of Defense (DoD). Ultimately the program builds network capacity, simplifies and standardizes Installation Campus Area Network (ICAN) and establishes a foundation for new capabilities. This involves the conversion of base/post/camp/station (B/P/C/S) voice circuits to Internet Protocol (IP), transitioning from Time Distance Multiplexing (TDM) to Voice over Internet Protocol (VoIP) technology, and a connection to DISA’s Enterprise VoIP architecture. These modernization initiatives are further enhanced through the following three (3) internal programmatic levels of effort:

1. NETMOD-C (Network Modernization - CONUS) seeks to create a single, secure standards-based network that is capable, reliable, and trusted by enabling global collaboration, by building with the Joint Service, Interagency and Intergovernmental environment in mind. Upon completion the network will collapse 30+ networks into a single robust Army network, reducing the number of entry/exit points to enhance security.

2. Strategic Command Centers (SCC) provides core Command, Control, Communications, and Computers, and Intelligence (C4I) infrastructure for Joint, Coalition and Interagency capabilities at Army and Army supported command centers.  SCC provides core infrastructure to include system and technical facilities, protected distribution systems, and site preparation for other support equipment.

3. Home-Station Mission Command Centers (HSMCC) is a suite of standardized capabilities utilized at Corps, Division and Theater Headquarters that allows expeditionary mission command during all operational phases.  HSMCCs nest within the mission command network vision: expeditionary, uninterrupted mission command through a network comprised of intuitive, secured, standards-based capabilities adapted to Commander’s requirements that is integrated into a common operating environment.

Installation Information Infrastructure – Communications and Capabilities (I3C2)


I3C2 leverages IT and capabilities through transformation of network infrastructure and services for the Army’s Global Network Enterprise Construct/LandWarNet and the DoD’s Joint Information Environment initiatives. I3C2 is the primary program responsible for acquiring and delivering the generating force network capability required to ensure a single Army network from each post/camp/station to the tactical edge.

I3C2 supports the CIO/G-6, ARCYBER and NETCOM installation-level IT activities by designing and building the network and infrastructure and providing the tools and capabilities to plan, coordinate, synchronize and conduct network operations. I3C2 deploys and modernizes IT infrastructure to provide secure, reliable, survivable, interoperable and standards-based access to data, voice and unified capabilities/communications infrastructure. I3C2 provides these capabilities on classified and unclassified domains, at coalition networks, at permanent fixed installations, at semi-fixed foreword operating base/contingency operating base sites and at mobile ground operations. HR Solutions is an Army strategic source providing centralized acquisition management and support of enterprise level human resource Knowledge Based Services for Department of Defense requiring activities.

General Fund Enterprise Business Systems (GFEBS)


GFEBS develops, acquires, integrates, deploys and sustains enterprise-wide financial and procurement management capabilities to support Army’s current and future missions.

GFEBS is the Army’s new web-enabled financial, asset and accounting management system that standardizes, streamlines and shares critical data across the Active Army, the ARNG and the USAR. GFEBS uses Systems Applications and Products in Data Processing software, a COTS ERP solution.

Moving forward, GFEBS plans to negotiate roles and responsibilities with Financial Management and Comptroller by identifying subject matter experts on business process related issues, working with users to address problems, analyzing business processes, analyzing system or training problems, and proposing changes to Tier II Support. GFEBS will also review cost estimates to right-size sustainment and will support the maturation of the Functional Governance Board process.

GFEBS was the first Enterprise Resource Planning structure to fully deploy within the Department of the Army and GFEBS Increment II will continue improving the Army’s business processes. Increment II will allow for full cost reporting of the Army’s outputs (products and services) and will create an auditable trail. It will also accommodate emerging requirements for enhanced financial integration, Army single labor time tracking and environmental and integrated resource management. These requirements not only provide additional capability, but improve automated integration of financial data, enhance business process efficiencies, increase interoperability and maintain auditability.

Distributed Learning System (DLS)


DLS acquires, deploys and maintains a worldwide, distributed learning system to ensure our nation’s Soldiers receive critical training for mission success.

DLS provides a worldwide IT infrastructure that innovatively combines hardware, software and telecommunications resources with training facilities and Web-based applications to deliver training for Soldiers and Army civilians anytime, anywhere. Deployed Digital Training Campuses (DDTC), a component of DLS, delivers multimedia courseware to Soldiers deployed in operational areas.

The DDTC is designed to Army requirements to be expeditionary and self-contained. Each DDTC can be set up in less than two hours, and is equipped with 20 laptop workstations, Internet accessibility, video tele-training, VoIP and designated satellite access.

Department of Defense Biometrics
(DoD Biometrics)


The project management office for Department of Defense Biometrics (DOD Biometrics) designs, engineers, acquires, deploys, and sustains enterprise biometric solutions in multiple operating environments enabling identity dominance on the battlefield and across the Department of Defense. These solutions, including biometric tactical collection devices and the authoritative biometric data repository, enable identity dominance for U.S. forces, interagency partners, and international allies on the battlefield and around the globe.

Description
DOD Biometrics systems capture, transmit, store, manage, share, retrieve, and display biometric data of non-U.S. threat forces for timely identification or identity verification. These systems are mission-enablers for force protection, intelligence, physical and logical access control, identity management/credentialing, detention and interception operations. With a project management forward organization in Iraq and Afghanistan, DOD Biometrics provides biometrics support to the overseas contingency operations including counter intelligence, Iraqi and Afghani security force screening, detainee operations, cache and post- IED incident exploitation, intelligence operations, presence operations, local population control, seizure operations, and base access control.

DOD Biometrics protects the nation through identity dominance by enabling responsive, accurate, and secure biometrics, any place and any time, in cooperation with the Department of Homeland Security, Department of Justice, Department of State, and other government agencies and international partners. DOD Biometrics has transformed the current environment (which was based on legacy stovepipe pilot programs, advanced concept technology demonstrations (ACTD), and rapid equipping force (REF) projects) to enduring capabilities. Biometrics is moving towards an enterprise system-of-systems staged architecture composed of strategic, operational, and tactical components.

Automated Movement and Identification Solutions (AMIS)


Automated Movement and Identification Solutions (AMIS) has a diverse mission to support the U.S. Army, Department of Defense (DOD), federal agencies, North Atlantic Treaty Organization and several coalition partners. AMIS consists of DOD civil servants, Soldiers and contractors, providing functional, technical, engineering and management expertise. AMIS was established in September 2012 with the merging of two existing programs, Joint – Automatic Identification Technology and Transportation Information Systems. AMIS stands ready to assist customers large and small to develop and automate their business processes.

Description


The RF-ITV system combines data from the fielded RFID devices and the satellite tracking devices, processes it and redistributes it to numerous other systems such as S2MC, IGC, and GCSS-J.
AMIS combines complimentary and collective capabilities of Radio Frequency In-Transit Visibility (RF-ITV) and Transportation Coordinators’ – Automated Information for Movements System II (TC-AIMS II). RF-ITV produces, collects, and integrates movement and ITV information through a worldwide infrastructure of mobile and fixed RF-ITV read and write stations, satellite transponder-equipped vehicles and servers to make ITV data available to users through a web-based tracking portal and shares data with 35 other DOD systems. TC-AIMS II automates and manages the movement of personnel, equipment and sustainment cargo—maintaining visibility at the tactical, operational and strategic levels. These capabilities automate the planning, coordination, execution and tracking of unit deployment, movement and sustainment.

In conjunction with the RF-ITV and TC-AIMS II systems, AMIS indefinite delivery, indefinite quantity contracts provide radio frequency identification (RFID) and automatic identification technology (AIT)-enabling products, services and technologies that assist DOD in improving asset visibility worldwide. In a February 2008 policy memorandum, the Army G-4 directed that “All U.S. Army organizations and activities will procure AIT products and services from AMIS. Direct procurement of AIT products and services from commercial sources is not authorized.”

AMIS provides a single point of contact for procurement, technical expertise, training and customer support for TC-AIMS II and RF-ITV products and services. In addition, AMIS supports the integration of automated movement and identification technologies into Army and enterprise business processes.

Army Human Resource Systems (AHRS)


The Product Director Army Human Resource Systems (PD AHRS) provides installation and field commander’s world-wide with essential, state-of-the-art, cost-effective and standardized knowledge-based automation tools. These tools are essential to human resource accountability of Soldiers, inventory management of Organizational Clothing and Individual Equipment (OCIE), and the scheduling and management of firing ranges and other training facilities.

Electronic Military Personnel Office (eMILPO)
eMILPO: A web-enabled system for managing, servicing, and accounting for all active duty Soldiers.  eMILPO is a web-based, single database with real-time update capability used by the entire Active Army personnel community to manage all active Soldiers.  eMILPO’s MyERB module allows active enlisted Soldiers to view records online from anywhere in the world.  eMILPO provides information used by over 40 other Army and DoD systems, including DTAS, DEERS, ITAPDB, TOPMIS, and EDAS.  eMILPO’s reporting and analysis tools allow commanders and staff at all levels to determine unit personnel readiness, OPTEMPO, and current unit status.

Deployed Theater Accountability System (DTAS)
DTAS: Provides real-time in-theater accountability by name, unit, location and date. DTAS is the Army’s first Secret Internet Protocol Router Network (SIPRNet)-based personnel system, with the mission of tracking personnel types to include but not limited to; Army, Marines, Air Force, Navy, Contractors, Federal Employees, and Foreign National. In addition, DTAS is available globally on the Non-Classified Internet Protocol Router Network (NIPRNet). DTAS has provided users with the ability to manage unit strength and personnel availability information, with a complete history of each person’s movements in theater for analysis and historical record since 2004. The system provides the flexibility to work in both network-connected and disconnected modes. DTAS is currently leveraged in the CENTCOM, AFRICOM, and PACOM Area of responsibility (AOR).

Tactical Personnel System (TPS)
TPS: A stand-alone portable scanning system that provides users with the ability to create manifests, maintain personnel task forces, manage crew status, and create unit personnel reports. TPS Exports: Manifests can be exported to Transaction (TRN) log, Air Mobility Command (AMC), and the Personnel Accounting System (PAS) file formats. Jump manifests can be exported to AMC format or printed to a DA Form 1306-E. All of the TPS reports generate directly into Microsoft Excel and can then be saved to any Excel-compatible format.

Installation Support Modules (ISM)
ISM: A web-based system that consists of four standard, custom-developed automation applications packaged into functional modules that integrate day-to-day Army installation business practices and processes.  Three of the ISM modules support human resources business functions (in/out processing, transition processing and personnel locator), while the fourth module Central Issue Facility (CIF) supports logistical business functions associated with management and accountability of OCIE.

The ISM system is currently operational at Army installations throughout CONUS and OCONUS to enhance installation management by automating installation support functions.  The system software operates over a TCP/IP network using the World Wide Web family of protocols, including Hypertext Transfer Protocol (HTTP).  The web/application servers receive user requests from the browsers, have the requests processed by the database server, and then send the request results back to the users.  Oracle Application Server 10g (9.0.4.3) is used to provide HTTP connections and Oracle Container for Java 2 Enterprise Edition (J2EE) (OC4J) service. Data exchanges between the browsers and the Web/Application servers are handled via Secure Socket Layer (SSL). The database and web/application servers are currently located at Fort Belvoir, Va. and Fort Huachuca, Az., and provide a multi-mastered database environment that allows for an enterprise view of data worldwide. There is an ongoing migration effort to configure and relocate the database and web/application servers into a virtualized environment in compliance with the Army Data Center Consolidation Plan (ADCCP).

Range Facility Management Support System (RFMSS)
The RFMSS: A client/server configuration with a single application/database server located at the installation level.  The RFMSS application provides a standard, integrated system to efficiently assist installation commanders in providing training support for units and schools to manage valuable training lands and ranges. It is currently operational   at CONUS and OCONUS 88 Army, 50 Navy, and 12 Marine Corps installations.  The RFMSS supports all major range management processes,  including range and training area scheduling; unit and range control approval process; automation of range firing desk operations; airspace scheduling; automated warning of safety, scheduling and/or environmental conflicts; graphic and textual display of current range status; and production of range, training area and airspace utilization reports.  The client/server RFMSS application was written using Power Builder 9.  The RFMSS system also has a web-enabled scheduling capability that is written in Active Server Pages (ASP), JavaScript, Visual Basic Script C++, and C#.  The RFMSS web server is located at the Fort Belvoir Network Engineering Center (NEC) computer facility.  Network and Systems Management (NSM) for the RFMSS system is provided by the AHRS (NOSC), to include a 24/7 help desk. There is an ongoing migration effort to configure and relocate the RFMSS installation servers into a virtualized environment in compliance with the (ADCCP).

The Army continues to modernize its ERP business systems to simplify operations, optimize processes, and provide an accurate, Enterprise view of business information to all users. AESIP is a key component of this initiative. AESIP integrates business processes and systems by serving as the Enterprise hub for the Army’s logistics and financial ERP business systems:

  • General Fund Enterprise Business System (GFEBS), the Army’s financial system
  • Global Combat Support System - Army (GCSS-Army), the tactical logistics system
  • Logistics Modernization Program (LMP), the national logistics system.

Description
AESIP enables integration by linking business processes and data across existing IT systems. This integration optimizes business processes and supports Enterprise level information requirements. AESIP has successfully delivered a Web-based solution for the creation and management of customer and vendor master data and implemented an optimized messaging and hub services capability.

AESIP houses and enables the Army Enterprise material master which provides the Army a single authoritative source for material data supporting all Army constituent (modernized and legacy) systems. This Army Enterprise material master provides the catalyst to manage, control, create, change, archive, and validate data, while providing a single global view of material thus, providing the basic building blocks for Product Lifecycle Management/Weapon System Management. Implementation of the Enterprise material master has enabled inventory management, accountability, pricing, accounting functions, and Material Requirements Planning (MRP) operations to be seamlessly integrated into the Army Enterprise vision.

Army Contract Writing System (ACWS)


ACWS provides a single enterprise contract writing and management system to obtain business process efficiencies; supports compliance with the Federal Financial Management Act of 1996; integrates with existing ERP solutions; and decreases the number of complex interfaces while fostering audit readiness.

ACWS is projected to be an acquisition category IAM program that will replace Standard Procurement System (SPS)/Procurement Desktop-Defense and Procurement Automated Data and Document System. ACWS will comprise approximately 8,000 users at 280 sites in the CONUS and OCONUS.

ACWS will function in low bandwidth/disconnected status for expeditionary forces, and will support unclassified networks, classified networks and contracting requirements. is expected to utilize centralized services such as Clause Logic; standardized business rules including contract line item number structure and the like; and standard data schemas like Procurement Data Standard and Standard Financial Information Structure.

On May 13, 2016 Mr. Thomas Neff was named Project Director Enterprise Services (PD ES).  In this role, Mr. Neff is responsible for acquiring, fielding and performing lifecycle sustainment of enterprise level services supporting many of the Army Chief Information Officer’s highest priority enterprise initiatives. September 17th, 2016 marked PD ES’s fourth year of providing it services, hardware, software and knowledge based solutions to the Army.

Description
ES procures, develops, delivers, and sustains enterprise level IT products and services that enable end-to-end communication, collaboration, messaging, content management, and application hosting across the Army.  In addition, ES provides the Army with HR resources and services to sustain and maintain a mission-ready workforce. ES is responsible for the delivery of mission essential enterprise services to the tactical edge.  ES leads transformation of the Army’s legacy IT products and services to a shared enterprise services model—enabling a seamless, integrated front end for the Soldier on any trusted device, anywhere, anytime.     Land Mobile Radio (LMR)


    LMR modernizes Army CONUS and Pacific non-tactical LMR systems in support of installation public safety organizations and functions, including first responder, force protection and other installation management functions. LMR solutions typically require local, state and federal mutual aid interoperability, advanced encryption standards and priority queuing for life and safety communications, as well as increased spectrum efficiency from wideband 25 kHz to narrowband 12.5 kHz.  Also critical are the ability to log voice communications and the retention of trunked communications through Graceful Systems Degradation.

    To meet these requirements, LMR acquires, manages and delivers network-centric solutions that typically entail upgrading system management centers, repeaters, dispatch consoles, handheld, mobile and desktop radios, and antennas.  All acquired systems meet Association of Public-Safety Communications Officials (APCO) P25 standards.

    Mr. James Kline

    OTSD provides assistance, expertise, guidance, and oversight to the Command Group, staff elements, and PM/PDs in core competencies of Business Operations, Personnel Security, Property and Facilities Management, Contracting, and Logistics; and coordinates with PMs/PDs that have, or will have, association with the delivery of capabilities to the field.
    OTSD is composed of the:

    • Services and Operations Support (SOS) Division, responsible for the management of leased space, Occupational and Facilities Safety program, PEO EIS Property Management program, GSA Fleet Vehicle program, Personnel and Operational Security, and HQ facility maintenance and repair.
    • Procurement Assistance Division, providing knowledge, tools, advice, and oversight for acquisition planning, contract life cycle support,as well as policy and procedural application, resulting in the best business solution to PEO EIS organizations. PM/ PD services typically include Staff Assistance Visits, Contract Policy Interpretation and Dissemination, Contract Repository Development and Oversight, Life Cycle Procurement Advice, and Document Staffing Assistance.
    • Theater and Logistics Division, providing staff subject matter expertise for the standardization of PM fielding and sustainment processes, functioning as a single coordination point of contact with field support agencies for PEO EIS fielding operations and sustainment activities.
    • Customer Point Solutions Division, who works with the Command Group, staff, and PMs/PDs to gather requirements and develop reliable and repeatable solutions for mission essential capabilities that can be replicated throughout PEO. Included in these responsibilities is the institutionalization of capabilities developed, and used by, only one PM/PD but which are universally applicable to multiple PEO elements.

    Chief Information Officer (CIO):
    Mr. Manish Patel


    Mr. Manish Patel

    Mr. Manish Patel assumed the role of Chief Information Officer (CIO), Program Executive Office Enterprise Information Systems (PEO EIS). February 1, 2016.  As CIO, he is responsible for ensuring cyber security awareness & compliance, establishing enterprise network and system architectures, advancing new information technologies, and performing strategic planning to support all the programs in the PEO EIS acquisition portfolio.  This portfolio includes the Business, Warfighting and Enterprise Information Environment Mission Areas that execute over $4 billion per year.  Mr. Patel served as the Deputy CIO since March 2011, so he is well-versed with the diverse PEO EIS portfolio as well as PEO EIS’s role in the Army’s Network Modernization initiative.

    Prior to arriving at PEO headquarters, Mr. Patel served as the Deputy Director and then Director of the Information Technology Project Office-Pentagon Renovation from Aug 2005 to March 2011.  As Director, he was responsible for the renovation and modernization of the Pentagon’s information technology systems and infrastructure as part of the overall Pentagon Renovation effort.  He oversaw the completion of the final phase of this renovation, completed two years ahead of its original schedule.

    Prior to the Pentagon Renovation program, Mr. Patel worked in various special assignments.  He led radio waveform acquisitions in the Joint Tactical Radio (JTRS) Joint Program Office (JPO), and he was also a lead C4ISR engineer and analyst in the Army’s Objective Force Task Force.  From 1990-2000, Mr. Patel worked at Fort Monmouth for the program office now known as PD WESS.  There he helped spearhead the architecture and implementation of the Standardized Tactical Entry Point (STEP) sites used globally by tactical forces to obtain DISN services.  He also collaborated with DISA and other stakeholders to evolve the STEP program into the Teleport concept which incorporated commercial SATCOM capabilities.

    Mr. Patel is a graduate of Rutgers University with a Bachelors’ degree in Electrical Engineering and the Industrial College of the Armed Forces (ICAF) with Masters’ degree in National Resource Strategy.  He holds Level III Acquisition Certifications in Program Management and Engineering.  He is also a graduate of the Chief Information Officer Institute’s Federal CIO Certificate Program at Carnegie Mellon University.

    Director, Contracting, Logistics and Process Improvements Program Executive Office, Enterprise Information Systems: Mr. Reginald L. Bagby


    Mr. Reginald Bagby

    Mr. Reginald Bagby is the Director of Contracting, Logistics and Process Improvements for PEO EIS.  His primary areas of responsibilities include oversight of all facets of PEO EIS contracting, acquisition logistics, and process improvements that support program managers. Within these areas, Mr. Bagby leads many efforts related to program cost analysis, independent verification and validation, continuous process improvement, audit readiness and a host of other areas of emphasis vital to program management success.
     
    As the former PEO EIS Portfolio Manager, his primary areas of responsibilities included systems development, integration and full program implementation of enterprise management systems within the business, information and war fighting mission areas.

    Mr. Bagby has over 39 years of progressively responsible program, product, and information systems experience involving all facets of operations and systems acquisition and procurement. Prior to assuming his role as director and portfolio manager, Mr. Bagby held several positions within the Automatic Identification Technology (AIT) community, extending from Deputy Product Manager to Program Manager in Industry.  Mr. Bagby is retired from the United States Army, having served 23 years in various positions in the Transportation, Adjutant General and the Signal Corps, with concentrations in the operations of globalized main-frame and client-server information systems.

    Mr. Bagby has received numerous awards and decorations over his Army and civilian career, including four Army Commendation Medals, four Meritorious Service Medals, the Superior Civilian Service Award, and Federal Computer Week’s 2005 Federal 100 Award.

    He is a member of the Army Acquisition Corps and is certified level III in Program Management. Mr. Bagby attained a Bachelor of Science Degree in Psychology, a Master of Business Administration from Strayer University and in 1998, a Government Contracting Diploma from George Washington University.

    Power Projection Enablers (P2E)


    Product Manager (PdM) P2E delivers the full spectrum of OCONUS network, information, and infrastructure modernization services so that Soldiers, Commands and supporting organizations can access, process, and act upon information, anytime, anywhere, thus enabling information dominance across all phases of Joint and Coalition Operations.

    P2E has a global presence responsible for acquiring and implementing Enterprise-wide Information Technology capabilities and services supporting deployed forces in the Central Command (CENTCOM), European Command (EUCOM), Africa Command (AFRICOM), and Pacific Command (PACOM) areas of operation. P2E provides the Army with capabilities and adaptive processes that support net-centricity, secure access to knowledge, and improved information systems and services throughout the Army environment.

    P2E delivers standardized, global infrastructure that is scalable, accessible, flexible and defensible; enables streamlined access to the Army’s applications, data and enterprise services for Soldiers; and establishes and implements repeatable product baselines and business processes to become more agile and efficient in acquisition and project execution.  P2E uses a diverse group of contracts to tailor acquisitions to best serve the deployed Soldier and meet the mission with Information Technology capabilities, including:

    • Information technology infrastructure modernization and life cycle management of the Army’s OCONUS Regional Area Networks (Voice, Data, and Video) and Strategic Command Centers.

    Defense-Wide Transmission Systems (DWTS)


    DWTS is responsible for life cycle management of major defense terrestrial and Satellite Communications (SATCOM) programs, including the Combat Service Support (CSS) Automated Information Systems Interface (CAISI), the CSS SATCOM Very Small Aperture Terminal (VSAT), and the Terrestrial Transmissions (TT) programs.

    The CAISI program allows current and emerging battlefield CSS automation devices to electronically exchange information via tactical networks. CAISI also interfaces with other battlefield and sustaining base automated systems. CAISI provides unit commanders and logistics managers with an interface device to support CSS doctrine for full spectrum operations. This capability supports non-contiguous concentrations of users and the transfer of real-time information in both fixed and mobile operating environments.

    Satellite Dish Installation

    The CSS SATCOM VSAT program provides a worldwide commercial SATCOM network, engineering services, Integrated Logistics Support (ILS), infrastructure and portable remote terminal units in support of Army CSS Logistics Information Systems (LIS) operating from garrison or deployed within the tactical and operational battle space.  CSS VSAT provides a highly effective, easy to use, transportable SATCOM-based solution to CSS nodes.  It supports information exchange up to the Sensitive level, is rapidly deployable anywhere in the world, and is fully integrated into the NIPRNet segment of the GIG.

    The TT program provides lifecycle replacement (hardware and software) of existing multimedia transport and network management systems; upgrades existing operational transport (hardware and software) systems; and supports expansion of existing transport systems, fiber optic cable, and network management systems.

    In addition, DWTS is charged with operating state-of-the-art technical control facilities.  It provides and sustains the Global Command Terrestrial Communications Program (GCTC), including Long Haul Communications and Video Teleconference support to classified Special Users. DWTS also manages the implementation of the Spectrum Relocation program.

    Reserve Component Automation Systems (RCAS)

    RCAS provides integrated, web-based software solutions and support services that enhance efficiencies for the Army National Guard and the U.S. Army Reserve in maintaining mobilization, safety, personnel and force authorization requirements. RCAS provides IT infrastructure design and implementation to the U.S. Army Reserve Command for military construction projects.

    More than 50 percent of the Army’s force structure is in the Reserve Component (RC). RCAS provides a standardized, integrated solution that links approximately 10,500 Guard and Reserve units at approximately 4,000 sites located in all 50 states, three territories, the District of Columbia and Europe.

    The Air Force’s Wideband Global SATCOM 4 (WGS-4) satellite blasts off aboard a Delta 4 rocket.

    Computer Hardware, Enterprise Software and Solutions (CHESS)


    Computer Hardware, Enterprise Software and Solutions (CHESS) is the Army’s designated primary source for commercial IT. CHESS provides a no-fee, flexible procurement strategy through which an Army user may procure commercial off the shelf (COTS) IT hardware, software and services via an e-commerce (IT e-mart) based process. CHESS offers simple, straightforward contract vehicles through its online Army e-commerce ordering system, the IT e-mart (https://chess.army.mil). These contracts provide continuous vendor competition for best value and consolidation of requirements to maximize cost avoidance and leverage the Army’s buying power.

    CHESS provides architecturally sound standards and policy-compliant IT Enterprise solutions from more than 20 prime industry IT providers to all Army activities and organizations. A key enabler for CHESS’ success is its relationship with the Army Chief Information Officer (CIO)/G-6, Information Systems Engineering Command (ISEC), Network Enterprise Technology Command (NETCOM)/9th Signal Command, and Army Contracting Command - Rock Island (ACC-RI).

    CHESS is also the organization responsible for implementing semi-annual Consolidated Buys (CBs) of desktop and notebook computers, as well as, printers for the Army at the Enterprise level. The CB process is the most cost-effective approach to fulfilling user requirements for these products. The CB directly supports the Army CIO/G6 strategy for acquiring products which are fully compliant with Federal Desktop Computing regulations as well as DoD and Army security and interoperability standards.

    In addition, CHESS is the Army’s DoD Enterprise Software Initiative (ESI) Software Product Manager (SPM). In this capacity, CHESS has the responsibility for managing the DoD and Army Enterprise Software Agreements (ESAs) whose use has been mandated by the Defense Federal Acquisition Regulation Supplements (DFARS) and Army Federal Acquisition Regulation Supplements (AFARS). CHESS has authority to grant statements of non-availability if an ESA cannot meet user requirements. Other responsibilities in this area include: consolidating software requirements, developing business cases, assisting contracting officers in negotiating best-value deals, and administering resulting agreements. In so doing, CHESS helps to reduce acquisition and support costs by leveraging DoD’s buying power.

    Ms. Terry Watson Program Executive Officer, Enterprise Information Systems (Acting)


    Ms. Terry Watson

    Ms. Terry Watson was selected for Senior Executive Service (SES) in December 2010 and assigned to the position of Deputy Program Executive Officer (DPEO), Enterprise Information Systems, at Fort Belvoir, Virginia. Ms. Watson was selected as the Acting Program Executive Officer (PEO) Enterprise Information Systems in May 2011, and served as the Acting PEO EIS through October 5, 2011, when she resumed her position as Deputy PEO EIS. She was again selected as Acting PEO EIS November 23, 2015 and currently serves in this position. 

    Ms. Watson is responsible for program management of more than 60 Department of Defense and Army acquisition programs across the Business, Warfighting and Enterprise Information Environment Mission Areas. These systems support Army and DoD-wide communications, logistics, medical, finance, personnel, biometrics, training and procurement operations. Ms. Watson’s responsibilities include five major Enterprise Resource Planning (ERP) efforts representing a projected Army investment of $8 billion over their life cycles. The Program Executive Office, Enterprise Information Systems (PEO EIS) organization consists of more than 1,500 military, civilian, and contractor staff around the world in 15 countries, and executes approximately $2.5 billion per year.

    Prior to selection as DPEO, Ms. Watson was Director of PEO EIS’ Program Management Directorate (PMD). She coordinated PEO EIS program activities with Headquarters Department of the Army, Office of the Secretary of Defense, Joint Staff, Congress as well as other agencies and user commands. Ms. Watson served as a Senior Staff Officer within PMD for five years, as well as serving shortly as the Deputy Director prior to being assigned as the Director of PMD in 2007. She served as the Chief of the Systems Extension and Acceptance Team under the Information Systems Engineering Command from 1996 – 2002, providing fielding and deployment support to PMs within PEO EIS. During that timeframe, she was also detailed as the Deputy Project Manager for Tactical Management Information Systems. Ms. Watson started her career at the U.S. Army Computer Systems Command in 1978, assigned to the Tactical Management Information Systems Project Management Office (TACMIS PMO).

    Ms. Watson’s awards include the Meritorious Civilian Service Award, Superior Civilian Service Award, and the Commander’s Award for Civilian Service. Ms. Watson is a graduate of the Army Automated Data Processing Intern Program, the Army Management Staff College, the American Council for Technology/Industry Advisory Council Partner’s Program, and she is a member of the Army Acquisition Corps with Level III certifications in Program Management and Information Technology. She earned her B.A. in Business Management from National Louis University.
