Project Manager, Installation Information Infrastructure Communications and Capabilities (I3C2): Mr. Mike Padden


Mr. Mike Padden

Mr. Mike Padden was appointed Central Select List (CSL) Project Manager, Installation Information Infrastructure Communications and Capabilities in June 2014. In this capacity, Mr. Padden is responsible for the modernization of the Army’s global network infrastructure, Reserve Component Automation Systems (RCAS) and Defensive Cyber (DCO). Previously, Mr. Padden served as the Acting Deputy Executive Director for the Acquisition of Services in the Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology).

His other key acquisition assignments include: CSL Project Manager for Mobile Electric Power; Assistant Program Executive Officer for Operations and Chief of Staff, Program Ex-ecutive Office Aviation; Business Manager, Unmanned Aerial Vehicle Systems Project Office; Chief of the Acquisition and Production Management Division, Tactical Unmanned Aerial Vehicle Systems Project Office; Assistant Project Manager, Light Tactical Vehicles; Assistant Product Manager, Ground Systems Integration; and various systems engineering positions in the Abrams Tank System Project Office, Light Combat Vehicles Project Office, and the Commercial Construction Equipment Program Office.

Mr. Padden’s awards and recognitions include: the Superior Civilian Service Award; the Achievement Medal for Civilian Service; the Commander’s Award for Civilian Service; the Industrial College of the Armed Forces Commandant’s Award for Excellence in Research and Writing; the Industrial College of the Armed Forces MG Antonelli Award for Industry Study Excellence; and the Department of Defense David Packard Excellence in Acquisition Award. Mr. Padden is also the recipient of the Department of the Army Decoration for Exceptional Civilian Service which is the highest award that may be bestowed by the Secretary of the Army to Army civilian employees.

Mr. Padden holds a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces; a Master of Science degree in Industrial Engineering from Wayne State University (Detroit, MI); and, a Bachelor of Science degree in Industrial Technology from Eastern Michigan University. He has completed the program on Leadership for Senior Executives at Harvard University and is a graduate of the Defense Acquisition University’s Senior Acquisition Course and Executive Program Manager’s Course. He is also a graduate of the Defense Systems Management College’s Advanced Program Management Course and Army’s Competitive Development Group Program.
