FROCKING REQUESTS

In certain circumstances an officer selected for promotion to the next higher grade may be allowed to be "frocked" and wear the rank devices of this higher grade. They are NOT entitled to pay, but are accorded the courtesies of that grade.  

The qualifying criteria is VERY restrictive! PLEASE READ the new SECNAV INST: SECNAVINST 1420.2A  BEFORE you submit a request. Most of the requests we receive come from officers who are NOT eligible and are turned down.

**NEW**   Individual Augmentees (IA's) are on TDY orders (NOT PCS) and therefore DO NOT qualify for frocking.

**TWO FREQUENT ERRORS**

1. NO frocking request can be accepted or approved until AFTER the Senate approves/confirms the board results and select lists. Do not submit any requests until AFTER the NAVADMIN message announcing that Senate confirmation has occurred is released. There is NO waiver or exception on this! (Para. 5.d.(1) of SECNAV INST: 1420.2

2. MUST be either: Serving in a permanent change of station (PCS) billet for the higher grade or;  ordered to a permanent change of station (PCS) billet for the higher grade and already have  DETACHED from the previous position.  Additionally, the officer with the permanent change of station orders shall begin serving in the position of the higher grade within 60 days.  The effective date CANNOT be in advance of the detaching date.

ALL officer frocking must be approved by Navy Personnel Command (NAVPERSCOM). Active Duty requests are submitted to PERS-806, Reserve Requests are submitted to PERS-92
