Enterprise Content Collaboration and Messaging (EC2M)


Effective Friday June 10, 2016 Mr. Sergio Alvarez assumed duties as Product Lead (PL) of EC2M and four Enterprise Information Technology initiatives: Army Knowledge Online (AKO), Enterprise Content Management and Collaboration Services (ECMCS), Defense Enterprise Email (DEE) and Unified Capabilities (UC).

EC2M increases efficiencies and better aligns resources around the initiatives being managed as part of the ES portfolio.  Aligning resources and streamlining efforts will result in reduced costs and a unified approach to communication across the Enterprise.

Products and Services
AKO provides a secure enterprise suite of collaboration, communication and identity management services to the Army around the world.  AKO’s intranet services include a single enterprise Web portal, single sign-on services to over 800 applications, Army-wide directory services, organizational and personal file storage, business process management and search.

ECMCS provides enterprise level content management and collaboration capabilities to the Army Soldier and workforce to enhance and promote universal file sharing, collaboration, access to team sites, workflows, documents, and records. As a managed service, ECMCS will significantly reduce redundant investments in applications and content storage, resulting in federated enterprise services and reduced costs.

DEE is designed to increase operational efficiency and to facilitate collaboration across the organization by providing secure email to the DOD Enterprise any time and from any location, regardless of whether users are stationary or mobile. DEE promotes enterprise collaboration by sharing individual, organizational and resource calendars across the DOD and with mission partners. By eliminating unnecessary administration and inefficient network configurations, DEE reduces cost and frees resources to focus on other priorities.

As the Army continues to move towards a Joint Information Environment, the goal of UC is to further increase operational effectiveness and mission security by providing secure enterprise level unified capabilities as a service solution that bring voice, video conferencing, instant messaging, and presence together across the DOD Enterprise.

Projects and Leadership
PL EC2M contains the Department of Defense Enterprise Email (DEE), Unified Capabilities (UC), and Army Knowledge Online (AKO) Project Offices. All the Project Officers (POs) break new ground with acquisition approaches tailored to their different missions while applying multiple skills from technology, program management to financial. As qualified Contracting Officer’s Representatives (COR), all Project Officers execute their missions with greater fiscal efficiency. The following defines the EC2M POs and their missions.

DEE: PO DEE has the mission of improving Warfighter communications and operations by providing secure access to unclassified and classified email from any location (using client software or a web-browser), with a complete DoD global address list, and calendar sharing/management capability across the enterprise.

UC: The PO UC mission is to provide enterprise level unified capabilities as a service solution to bring voice, video conferencing, instant messaging, chat, presence, and screen sharing together, resulting in increased operational effectiveness. As part of UC, the Enterprise Content Management and Collaboration Services (ECMCS) started as a pilot program that is continuing to provide enterprise level content management and collaboration capabilities to a significant Army population on a federated enterprise services model with reduced costs.

AKO: The PO AKO’s mission is to provide premier portal and enterprise services that enable transformation and efficiency among Warfighters, the Army workforce, and the extended Army community through communication and collaboration capabilities that are secure, reliable and accessible-anytime.
