Establishment of the Institute for Military Support to Governance and Area of Concentration
In August 2013 the Commanding General of the U.S. Army Special Operations Command (USASOC), in partnership with the Chief of the Army Reserve, directed the establishment of the Institute for Military Support to Governance (IMSG) in order to correct the functional specialty capability gap in USAR Civil Affairs units. The United States Army John F. Kennedy Special Warfare Center and School established the area of concentration "Governance" skill identifier through a Military Occupation Classification and Structure (MOCS) action that converts up to 580 functional specialist positions within USAR Civil Affairs units from "Generalist" to 38G on 1 October 2015.
Mission
The Institute for Military Support to Governance facilitates the generation and sustainment of civil sector expertise required for Unified Action Military Support to Governance missions and activities by researching, analyzing, and informing associated policies, authorities, doctrine, education, and training through a collaborative effort with community of interest partners and stakeholders to enable Joint Force Commanders to execute transitional military authority and support to civil administration tasks.
The 4th Annual Day with the Army Reserves
In May 2016, the US Chamber of Commerce-sponsored the 4th Annual Day with the Army Reserves, where COLs Bill Mandrick and Doug Hurst, both Governance Advisors with the Institute for Military Support to Governance (IMSG), were invited to speak on the role of governance, transitional military authority, and the 38G program to support military operations abroad. More specifically, both were asked to speak on the emerging technology of Expert Location Systems (ELS) and the white paper they authored on the subject. Expert Location Systems, or ELS, is a technology matching talent and knowledge management with specific experts or groups of experts within that particular community of interest of expertise. Both gave a 30 minute presentation immediately following opening remarks by Secretary of the Army Patrick Murphy and LTG Talley, Chief of the Army Reserve.
