In response to reference (a) and in accordance with references (b) through (f), the Department of the Navy (DON) is actively optimizing use of employee Information Technology (IT) devices and other Information Technologies to achieve efficiencies. Specifically, in reference to employee IT devices, the DON has taken savings of $100M over the FYDP(13). This is a subset of the $2B in IT efficiencies the DON has booked over the FYDP(13). These numbers surpass the budget goals provided in RMD 700 A2.

The DON has deployed tools that enable commands to track zero-use devices, minute optimization, air card costs, and roaming costs down to the individual level. These tools have greatly enhanced the DON's ability to track cost and number of devices. We are finalizing the metrics that the DON will use to enable governance, oversight, and compliance of this effort.
