- Functional proponent for corporate data systems:
- Identify requirements for all stakeholders

- Ensure data is accurately processed
- Detect data and computational errors

- Beneficiary and provider satisfaction surveys
- Population health surveys (measuring disease prevalence, burden of illness and lifestyle behaviors)
