Mr. Victor Hernandez

Victor Hernandez currently serves as the Director of Program Management for PEO EIS. In this capacity, he oversees the cost, schedule and performance parameters for the organizations portfolio consisting of over 40 program offices and approximately $2.5 billion per annum. He also serves as the agency’s Chief Financial Officer responsible for all aspects of resource management for the organization. Mr. Hernandez has served with PEO EIS since 2007. Previous positions in the PEO include Business Manager and Chief of Acquisition.

Prior to his positions within PEO EIS, Mr. Hernandez worked in the DCS Resource Management office at Army Materiel Command. He held several resource management positions to include budget analyst, program analyst, and team leader responsible for submitting the agency’s Program Objective Memorandum.

Mr. Hernandez spent 11 years in uniform, first enlisting as an Accountant Specialist and later commissioned as a Signal Officer.

Mr. Hernandez is a member of the Army Acquisition Corps with Level III certifications in Program Management, and Business Financial Management. He is a certified Defense Financial Manager with an acquisition designation and earned Level 3 certification in Department of Defense Financial Management.

Mr. Hernandez’s awards include the Distinguished Civilian Award, the Army Commander’s Award for Civilian Service, the Office of the Under Secretary of Defense Comptroller/Deputy Comptroller Meritorious Achievement Award, and the Army Civilian Achievement Medal.

He is a graduate of Air University’s Defense Financial Managers course, American University’s Key Executive Leadership Program and the Federal Executive Institute’s Leadership for a Democratic Society.

Mr. Hernandez received his B.S. in Business Management from the National Louis University and holds an MBA from the Virginia Polytechnic Institute and State University.
