Mr. Thomas Neff

Mr. Thomas (Tom) Neff is the Project Director, Enterprise Services (PD ES). Mr. Neff will lead the project office responsible for acquiring, fielding, and performing lifecycle sustainment of enterprise level services supporting many of the Army Chief Information Officer’s largest enterprise initiatives. He will provide leadership to a staff of over 300 government and contractor personnel across five product offices, in three geographic locations.

Prior to accepting the role as PD ES, Mr. Neff served as the Product Lead, Computer Hardware, Enterprise Software and Solutions (CHESS) from July 2014 to May 2016. In that role, he was responsible for delivering, implementing, and managing commercial information technology contracts that provide enterprise-wide, net-centric hardware, software and support services for the Army. CHESS is one of the five product offices within PD ES. Mr. Neff also served as the Project Director, Reserve Component Automation System (RCAS) from September 2009 to June 2012.  In that role, he was responsible for the delivery of IT solutions that support the training, administration, and mobilization of the Army’s Reserve Component.  He has also served as the Deputy Project Manager, General Fund Enterprise Business System (GFEBS) from July 2013 to June 2014 and as the Deputy Product Manager, Joint Automatic Identification Technology (J-AIT) from September 2005 to August 2009.

His US Army career spans over 30 years, with service both in uniform and as a civilian employee.  Mr. Neff entered the US Army in 1982 as a private and served four years of enlisted service as a Pershing Missile Crewmember, ultimately receiving an Honorable Discharge as a Sergeant in 1986.  He was commissioned as a 2nd Lieutenant in the US Army in 1991, branched Field Artillery, after graduating from the US Army’s Officer Candidate School.  He served in a variety of field artillery, training, civil affairs and system’s acquisition assignments in both the active component and the USAR.  He is currently assigned to the ASA (ALT) Army Reserve Element in support of the Deputy Assistant Secretary of the Army for Procurement in the Office of the Senior Services Manager.

Mr. Neff was an award recipient of Federal Computer Week’s 2008 Federal 100 Award.  His military decorations include the Meritorious Service Medal (3rd Oak Leaf Cluster), Army Commendation Medal (1st Oak Leaf Cluster), Army Achievement Medal (9th Oak Leaf Cluster), the Parachutist Badge and the Air Assault Badge.

Mr. Neff graduated with honors from Lehigh University with a double major of International Relations and Government.  He also earned a Master of Education from Loyola University-Chicago and Master of Science from Syracuse University.  He is a 2013 graduate of The Eisenhower School, National Defense University, earning a Master of Science in National Resource Strategy.  He is a member of the Army Acquisition Corps, Level III certified in Program Management and Information Technology, and holds the Federal CIO and CISO certificate(s) from the National Defense University.
