COL William Russell


COL William (Matt) Russell

Colonel William (Matt) Russell entered service to this country in 1984. He served two years enlisted before his commission in 1991 as a Military Intelligence Officer with a detail to the Infantry for his first four years.  In his eighth year of service COL Russell was selected to join the Army’s Acquisition Corps (AAC) and serves in that capacity in his current and future assignments.

COL Russell’s Infantry assignments include Platoon Leader and Scout Platoon Leader positions with the 9th Infantry Regiment “Manchus” Fort Ord, Calif., and Fort Lewis, Wash., and Platoon Leader and Staff positions with the 3rd Infantry Regiment “The Old Guard” Fort Myer, Va.  He has held Military Intelligence assignments in Germany, Macedonia and Kosovo as the Task Force S2 with 1st Battalion 63rd Armor Regiment; Collection Manager, 1st Infantry Division; and Company Commander, Headquarters and Headquarters Operations Company 101 Military Intelligence Battalion, 1st Infantry Division.

In 1999, COL Russell entered the AAC. During his initial acquisition assignments, COL Russell served as a Contracting Officer in Kosovo, and at Redstone Arsenal, Ala. Other acquisition assignments include tours as an Assistant Product Manager (APM) and the Deputy Product Manager for the Counter RCIED Electronic Warfare (CREW) Program, APM Prophet and Executive Officer to the PEO IEW&S, all at Fort Monmouth, N.J. While assigned with CREW, COL Russell served multiple tours as the Fielding Officer in both Iraq and Afghanistan. COL Russell served a tour at the Pentagon as a Department of the Army Systems Coordinator for CREW and Electronic Warfare capabilities. He commanded the Product Manager Office for Forward Looking Infrared and most recently served as the Director for Fires and Force Protection for the Assistant Secretary of the Army Acquisition, Logistics and Technology (ASA[ALT]). COL Russell is Defense Acquisition Workforce Improvement Act level three certified in Program Management and Level two certified in Contracting.

COL Russell holds a Master of Science degree in National and Resource Strategy, The Eisenhower School; a Master’s in Business Administration, Florida Institute of Technology; and a Bachelor of Science degree in Finance, University of Maryland.  He is a graduate of the War College and the Command and General Staff College.
