Installation Information Infrastructure Modernization Program (I3MP)
I3MP enables the Warfighter through information technology, infrastructure modernization, and life cycle management of the Army’s CONUS Installation Campus Area (Voice, Video & Data) Networks, and strategic Command Centers across the Army. It provides a robust and scalable networked information infrastructure that allows migration to a network-centric, knowledge-based operation, and enhances connectivity between forward deployed forces with CONUS installation infrastructure. It is a part of the joint effort to improve and protect Land War Net (LWN) by enhancing the infrastructure for better efficiency and effectiveness of the network and Army interoperability across the Department of Defense (DoD). Ultimately the program builds network capacity, simplifies and standardizes Installation Campus Area Network (ICAN) and establishes a foundation for new capabilities. This involves the conversion of base/post/camp/station (B/P/C/S) voice circuits to Internet Protocol (IP), transitioning from Time Distance Multiplexing (TDM) to Voice over Internet Protocol (VoIP) technology, and a connection to DISA’s Enterprise VoIP architecture. These modernization initiatives are further enhanced through the following three (3) internal programmatic levels of effort:
1. NETMOD-C (Network Modernization - CONUS) seeks to create a single, secure standards-based network that is capable, reliable, and trusted by enabling global collaboration, by building with the Joint Service, Interagency and Intergovernmental environment in mind. Upon completion the network will collapse 30+ networks into a single robust Army network, reducing the number of entry/exit points to enhance security.
2. Strategic Command Centers (SCC) provides core Command, Control, Communications, and Computers, and Intelligence (C4I) infrastructure for Joint, Coalition and Interagency capabilities at Army and Army supported command centers. SCC provides core infrastructure to include system and technical facilities, protected distribution systems, and site preparation for other support equipment.
3. Home-Station Mission Command Centers (HSMCC) is a suite of standardized capabilities utilized at Corps, Division and Theater Headquarters that allows expeditionary mission command during all operational phases. HSMCCs nest within the mission command network vision: expeditionary, uninterrupted mission command through a network comprised of intuitive, secured, standards-based capabilities adapted to Commander’s requirements that is integrated into a common operating environment.
