Driving in Italy

To drive in Italy, newcomers must take driver’s orientation, pass the test for a SETAF license, secure insurance, register their vehicle and pass an inspection. After passing an inspection, the sponsor is eligible to purchase fuel coupons.

The vehicle registration office is located off the main post, in the Torri di Quartesolo complex.
The vehicle inspection point is located in Bldg 207 on Olson Avenue at Caserma Ederle. The offices may be closed on American and Italian holidays.

Registering your vehicle

In accordance with NAVSUPPACT Naples Instruction 11240.19G, to register your vehicle, you must have:

1. Original Title and/or Registration Documents

2. Proof of insurance as required by Italian Law

3. AFI Driver License (SETAF license)

4. Proof of Eligibility (PCS Orders or Logistical Support Letter)

5. Military/Civilian ID Card

6. $20 (Administrative Fee)

7. €5 (Euros) (Initial Registration Fee)

8. Additional money in Euros for road tax if you are registering a second vehicle. Cost is dependent upon engine size.

9. Other documents are required based on whether you purchased the vehicle in Italy from an Italian individual/business or from a person stationed at USAG Vicenza, or had it shipped from the United States or brought it from another location in Europe. Call vehicle registration for particulars.

10. Power of Attorney from Sponsor, if not accompanied by Sponsor.

Fuel Coupons

After registering the vehicle and passing inspection, the sponsor will receive a document authorizing them to purchase fuel coupons. Take this document to the Post Exchange Customer Service Area to purchase coupons.

Active duty military personnel, federal employees and government contractors who are authorized logistical support may purchase fuel coupons. Military and civilian personnel who have vehicles registered by Caserma Ederle vehicle registration officials are authorized 300 or 400 liters per month, depending on the size of their primary vehicle.

In accourdance with NAVSUPPACT NAPLES INSTRUCTION 10340.8F, personnel assigned to stations other than Vicenza on official travel must see the Director of Logistics, POL point Bldg. SH 200 on Caserma Ederle, to be issued an authorization form to purchase fuel coupons.

Be aware that SETAF–licensed drivers may not allow visitors to operate their POVs. Only SETAF-licensed drivers may operate vehicles that are registered to SETAF personnel. Italian law enforcement can confiscate a vehicle registered to a SETAF driver if a non-SETAF licensed driver is caught driving it, and the owner will forfeit their ownership of the vehicle.

Does everyone get the same inspection?

Yes. Although inspectors may enforce rules more closely than they have in the past, the inspector’s job is to be sure your vehicle is safe on the road. The checks and shaking done to your vehicle are to ensure that parts are tight and they will not fail on the road. Glass must be in one piece since cracked glass is more likely to break and hurt or kill you or someone else.

When the machines identify that a part that is not working properly, the inspection point is not able to remove parts or diagnose further than the response received from the machine. The inspection point personnel will photograph the part and provide the printout for you to take to the maintenance activity.

Before going to the inspection point, be sure:

1. Your vehicle is in good working order;

2. You have proof of insurance and registration;

3. You have a first aid kit, warning triangle, flashlight and reflective vest in the vehicle;

4. Remove any old installation access stickers or other markings that readily identify the vehicle as belonging to a member of the U.S. Forces.

The inspectors will check your car using a USASETAF (ABN) Regulation 190-3 Appendix C form to check that your vehicle is safe for the road. This is in accordance with Italian laws and USAG Vicenza re quirements. The inspectors will ask you to exit your car so they can drive it into the inspection facility. This is for your protection. If you drive the car into the pit during the brake and suspension test it is your fault. The inspector will also test your emergency brake while driving it.

The most common reasons for inspection failure:

1. Lights out of adjustment or not functioning

2. Tires worn excessively

3. Exhaust leaks or mountings loose

4. Braking uneven or worn pads.

5. Suspension parts worn, unserviceable, rotted and boots cracked, steering arms loose at the ends, boots torn and worn.

6. Body and frame parts missing, worn or in-operative.

7. Parking brakes not holding vehicles or worn.

8. First aid kits missing, warning triangles missing, reflective vests missing.
