Continued Medical Education (CME) courses must be submitted to and reviewed/ approved by the Bureau of Medicine and Surgery (BUMED) prior to NPC Pers-912 crediting retirement points. 
CME crediting follows the DODI 1215.07 in regards to the 4:1 rule (4 hours to 1 point).  CME must also meet the AMA PRA Category 1 Credit. 
Refer to the below CME Frequently Asked Questions (FAQ) for the procedures for submission of CME for the capture of retirement point credit.

1. What are the approved CME credentialing agencies?
 
In the case of Navy Reserve Medical Department Officers (Nurse Corps, Medical Corps, Dental Corps, and Medical Service Corps) and the Hospital Corps CME will only be accepted from the following accrediting agencies:
 
a.     Nurse Corps: Any course recognized by the American Nurses Credentialing Center
(ANCC), the American Medical Association (AMA) Physician’s Recognition Award (PRA) Category 1 credit, or the Accreditation Council for Pharmacy Education (ACPE).
 
b.    Medical Corps: Any course awarded the American Medical Association (AMA)
Physician’s Recognition Award (PRA) Category 1 or American Osteopathic Association Category 1a credit.
 
c.     Dental Corps and Dental Hygienists: Any course awarded by the American Dental
Association (ADA) Continuing Education Recognition Program (CERP) Category 1 Credit.
 
d.    Medical Service Corps:
 
1.    Occupational Therapists: Accreditation Council for Occupational Therapy Education.
 
2.    Clinical Psychologists: American Psychological Associations Commission of
                Accreditation.
 
3.    Dietitians: American Dietetic Association.
 
4.    Optometrists: American Optometric Association.
 
5.    Audiology: American Speech, Language and Hearing Association, American Academy of Audiology.
 
6.    Physical Therapists: Federation of State Boards of Physical Therapists.
7.    Pharmacist: Accreditation Council for Pharmacy Education (ACPE).
 
8.    Social Work: National Association for Social Workers.
 
9.    Podiatry: American Board of Podiatric Medicine and American Board of Lower Extremity Surgery, American Board of Podiatric Surgery.
 
10.  Physician Assistants (PA): Any course recognized by the National Commission on Certification of Physician Assistants.
 
11.  Hospital Corps: Varies based on specialty.
 
 
2.  As a Selected Reserve (SELRES) or Voluntary Training Unit (VTU) member what is the process for submitting my CME certificates and/or transcripts for retirement point credit?
All drilling Reservists must submit their CME certificates and/or transcripts and a NAVPERS 1336/3, Special Request/Authorization (Note 1) to their Commanding Officer or designated representative requesting credit for the applicable CME courses.

Once the request is approved, the unit or Navy Reserve Activity (NRA) will verify the certificates and/or transcripts is covered by one of the credentialing agencies and the member was not performing Inactive or Active Service at the time of the course completion and have the member sign a NAVPERS 1070-613 (Rev 08-12), Administrative Remarks (Note 2).

3.  As an Active Status Pool Individual Ready Reserve (ASP IRR) member what is the process for submitting my Continuing Medical Education (CME) courses for retirement point credit?
 
All non-drilling ASP IRR members will complete a CME Submission Cover Sheet and Cumulative Spreadsheet and submit them along with their CME certificates/transcripts to BUMED by Email, Mail or Fax as indicated below.

4.  How is the CME point allowance calculated?
Per DoD 1215.074, “The instruction will last at least 4 hours and will be performed in a non-pay status”. Completed qualifying CME submitted for approval of retirement points, at the rate of one (1) point/unit per four (4) contiguous/consecutive hours of instruction. Courses which contain less than four hours of instruction are not eligible for retirement point credit.
 
Members may receive a maximum of two (2) retirement points for any combination of activities in any calendar day. Courses that span over more than one day equaling more than 8 hours need to be annotated for the entire time on the certificate or by transcript in order to receive all credit requested.
 
A person performing active service (AT, ADT, ADSW, CANREC, or Active Component) may not receive retirement points for other activities concurrently.
 
5.  Are college transcripts eligible for CME credit?
 
Official or unofficial (student issued) transcripts from an accredited college or university are authorized for point capture. Courses must pertain to a healthcare profession, and relate to the member’s corps specialty. Formal education completed and deemed as the qualified requirement for entry commissioning into a Corps is not included.
 
Members will be awarded 12 CME hours per one (1) college credit. Therefore 1 college credit hour will award 3 NP drill points (1 credit hour = 12 CME hours = 3 NP drill points). Transcripts must document semester start and end dates and contain official school Registrar Office information and school logo.
6.  What is the maximum number of retirement points from CME can I obtain during an anniversary year?
All drilling Reservists are eligible to obtain up to 35 retirement points from CME per anniversary year and all non-drilling IRR members are eligible to receive up to 20 points from CME per anniversary year. Points must be submitted for capture before the end of the anniversary year to be credited, points will be credited up to 3 previous years.

1.  Where can I locate my Annual Retirement Point Record (ARPR)/Annual Statement of Service History (ASOSH)?

 

Selected Reserve (SELRES) members and Navy Operational Support Center (NOSC) Administrators with a Command Access Card (CAC) can log in BUPERS Online (BOL) at https://www.bol.navy.mil/ to view member's Annual Retirement Point Record/Annual Statement of Service History (ARPR/ASOSH).  Member can now view each year of service instead of just the last five years via BOL.

2.  How do I access my Annual Retirement Point Record/Annual Statement of Service History (ARPR/ASOSH) on BUPERS Online?

In light of Navy Personnel Command's 21 September 2013 shift to CAC-only access to BUPERS Online (BOL), the ARPR/ASOSH is no longer available for viewing online without a Command Access Card (CAC). 

If you are a non-drilling IRR member, a Retired Reservist who will be eligible for retired pay at age 60 (gray area) or a member on the Retired List (receiving pay) and do not possess a CAC and wish to view your online point record, the nearest Navy Operational Support Center (NOSC) may be able to assist you.  Also, the Navy Personnel Command Service Center (1-866-827-5672) can always provide a verbal Reserve point total.

3.  What if I can’t locate my record?  What should I do about it?

The CAC-only access to BOL, ARPR/ASOSH Online service is available to all drilling Reservists.  If you are currently on active duty, you may not have an online record.  Once you are released from active duty and re-affiliate, your record will be online.  If you can't find your record, call 1-866-827-5672 for guidance.

4.  Will course points continue to be automatically credited after 1 October 2014?

Effective 1 October 2014, automatic crediting of retirement points ceased for Navy Knowledge Online (NKO) and Naval Education and Training Command (NETC) non-resident training courses to ensure the process for authorizing, auditing, and awarding of retirement points was in compliance with DOD Instruction 1215.07.

5.  How is the number of retirement points for correspondence courses calculated?

Effective 24 January 2013, Non-pay retirement points for completion of correspondence courses shall be credited at the rate of one point per 4 hours of instruction.  Courses which contain less than 4 hours of instruction are not eligible for retirement point credit.

6.  As a drilling Reservist, where can I find the approved list of authorized courses?

Commander, Navy Reserve Forces Command (COMNAVRESFORCOM) (N7) will maintain an Assistant Secretary of the Navy (ASN) approved list of authorized courses.  These courses will be posted to the Navy Reserve Homeport at: https://private.navyreserve.navy.mil/cnrfc/n-codes/n7/pages/default.aspx.  If a course is not currently listed on the master course listing, it may be submitted to COMNAVRESFORCOM (N7) for routing to and possible approval by ASN for addition to the master list. 

7.  As a non-drilling IRR member, where can I find the approved list of authorized courses? 

PERS-93 maintains a list of the Assistant Secretary of the Navy (ASN) approved list of authorized courses.  Non-drilling IRR members can click on Authorized Reserve Retirement Point Listing to view this list.

9.  As a drilling Reservist, what is the process for completing and being credited with retirement points for correspondence courses after 1 October 2014?

All drilling Reservists must receive prior approval from their Commanding Officer or designated representative to enroll in and receive credit for the applicable correspondence courses via NAVPERS 1336/3, Special Request/Authorization.

Once approved to complete a correspondence course, drilling Reservists must sign a NAVPERS 1070/613, Administrative Remarks, indicating their understanding that they may not receive retirement points for concurrent activities.  Accordingly, they cannot be awarded retirement points for correspondence courses completed while in an Active or Inactive duty status, for which retirement point credit is awarded, such as Inactive Duty Training, Inactive Duty Training Travel, Inactive Duty, Additional Training Period, Additional Flying and Flight Training Period, Readiness Management Period, Annual Training, Active Duty for Training, Active Duty for Special Work, Definite Recall, or Mobilization.

Drilling Reservists must provide the Navy Reserve Activity (NRA) with a copy of the approved NAVPERS 1336/3 and course certificate of completion.  The NRA will verify the correspondence course is on the ASN approved list and that the member was not performing Inactive or Active service at the time of course completion prior to making the NSIPS entry.

10.  As a non-drilling IRR member, what is the process for completing and being credited with retirement points for correspondence courses after 1 October 2014?

Non-drilling IRR Sailors can fax or mail certificates of completion to PERS-912.  Once sent, generally allow 120 to 180 days for a manual update to post to your online record.  Certificates can be faxed to (901) 874-7044 or mailed to Navy Personnel Command, PERS-912, 5720 Integrity Drive, Millington, TN 38055.  To confirm receipt or to answer questions concerning the crediting of courses, call NPC Customer Service at 1-866-827-5672.  Members approaching critical career milestones, such as retirement, will generally have manual points updates posted within 30 days of submission.

11.  Where can I find additional information regarding the policy change for awarding non-pay retirement points for correspondence courses?

12.  What do I do if I am missing AT/ADT on my Annual Retirement Point Record?

If you are a drilling Reservist and AT/ADT points were earned within the last 12 months, seek advice from your unit/NOSC.  Once submitted through NSIPS, it takes approximately 60 days for the points to be automatically reflected online via system update.  If 60 days have passed and the points are still not showing online, have your unit/NOSC contact the NSIPS Help Desk for assistance.

If the AT/ADT is older than 12 months, forward supporting documentation to the address listed below for accreditation.  

If you are a non-drilling IRR member, submit supporting documentation for your AT/ADT to the address listed below.

Supporting documentation consists of one of the following:

  • Copy of the original orders and all modifications that indicates the REPORTING and DETACHING dates.
  • Copy of the original orders and modifications plus pay voucher reflecting payment by the Disbursing Officer.
  • Copy of Leave and Earnings Statement (LES) reflecting the dates starting and ending dates.
  • Copy of History of Assignments (page 5) that that reflects the dates performed. 

Once sent, generally allow 120 to 180 days for a manual update to post to your online record.  If after 180 days the points have not posted online, call 1-866-827-5672 and a customer service agent will check the status.  Members approaching critical career milestones, such as retirement, will generally have manual points updates posted within 30 days of submission.

13.  What do I do if I am missing Active Duty/ADSW on my Annual Retirement Point Record?

Effective 2006, active duty time electronically transmits to the participation record but it takes approximately 60 days from the release date for that time to automatically post to the online point record.  If the 60 days has passed and the active duty time has not posted automatically online, send a copy of the DD214 to Navy Personnel Command (PERS 912) for manual crediting.  Generally, allow 120 to 180 days for a manual update to post to your online record.  The address is listed below.  The DD214 is preferred because many times the orders do not include the reporting and detaching dates.  If you do not have a copy of the DD214, forward a copy of the endorsed Active Duty/ADSW orders that include the reporting/detaching dates to the address listed below for accreditation (or, pay voucher or LES covering ACDU period).  PERS 912 will not manually credit the AT/ADT/ADSW without endorsements with reporting or detaching dates and signatures.

14.  What do I do if I am missing Correspondence Courses on my Annual Retirement Point Record?

If you are a drilling Reservist, the local reserve activity enters the completion of courses via NSIPS if the completion date is within 12 months.  Once the points are submitted through NSIPS, it takes approximately 60 days from the release date for that time to automatically post to the online point record.  

If you are a non-drilling IRR member, fax or mail the completion certificate to PERS-912 for manual crediting.  Once sent, allow 180 days for the points to show online.

No other participation can be earned while on active service. BUPERSINST 1001.39 CH-1 and DODI 1215.7 are specific in stating such.  So, please keep in mind while performing active service, do not complete a correspondence course to earn additional points.  No points will be credited for courses completed while on active service or inactive status after 01 OCT 2014.

If the completed correspondence courses are older than 12 months, certificates can be faxed to (901) 874-7044 or mailed to:

15.  What do I do if I am missing drill credit on my Annual Retirement Point Record?

If the drill points are within 12 months old, seek advice from your local reserve activity.  The drill points are to be submitted through NSIPS for crediting.  Once the points are submitted through NSIPS, it takes the systems approximately 60 days from the release date for that time to automatically post to the online point record. 

If the drill points are older than 12 months, documentation (drill chit/muster report) must be faxed to (901) 874-7044 or mailed to Navy Personnel Command, PERS-912, 5720 Integrity Drive, Millington, TN 38055.  Once sent, generally allow 120 to 180 days for a manual update to post to your online record.   

16.  What do I do if I am missing funeral honor duty credit on my Annual Retirement Point Record?

If the funeral honor duty point(s) are less than 12 months old, seek advice from your local reserve activity.  The funeral honor duty points are to be submitted through NSIPS for crediting.  Once the points are submitted through NSIPS, it takes the systems approximately 60 days from the release date for that time to automatically post to the online point record. 

If the funeral honor duty point(s) are older than 12 months, documentation (funeral honor duty chit/muster report) must be faxed to (901) 874-7044 or mailed to Navy Personnel Command, PERS-912, 5720 Integrity Drive, Millington, TN 38055.  Once sent, generally allow 120 to 180 days for a manual update to post to your online record.  

17.  When will I see my points online?

Once your reserve center submits the points through NSIPS, it takes approximately 60 days for the points to automatically post on line.  If, after 60 days, the points are still not showing online, then your reserve center should contact the NSIPS Help Desk for assistance.  The Help Desk can track the points to see when they rejected, then can re-send them.  If the drill, correspondence course or annual training is over 1 year old, then Navy Personnel Command (PERS-912) must manually credit the retirement points.  Generally, allow 120 to 180 days for a manual update to post to your online record.

19.  How do I change my address if I am a retiree?

Retired Reservists who will be eligible for retired pay at age 60 (gray area) and personnel on the Retired List (receiving pay) are responsible for keeping Navy Personnel Command (PERS-912) informed of their current mailing address.  If a temporary change of residence is planned and mail cannot be delivered promptly by means of the existing mailing address, the member should also inform PERS-912 of the temporary address at the beginning of the temporary residence period and of the return to the permanent address at the end of the period.

Personnel receiving retired pay and former members must also notify the Director, Defense Finance and Accounting Service, U.S. Military Retirement Pay, P.O. Box 7130, London, KY 40742-7130, toll free number 1-800-321-1080.

20.  Can I earn points for completing courses while in an Active Duty Status (AT/ADT/ADSW/MOB/etc.)?

No other participation can be earned while on active service. BUPERSINST 1001.39 CH-1 and DODI 1215.7 are specific in stating such.  So, please keep in mind while performing active service, do not complete a correspondence course to earn additional points.  No points will be credited for courses completed while on active service.

21.  Can I earn points for completing course while in an Inactive Duty Status?

Effective 1 October 2014, drilling Reservists cannot be awarded retirement points for correspondence courses completed while in an Active or Inactive duty status, for which retirement point credit is awarded, such as Inactive Duty Training, Inactive Duty Training Travel, Inactive Duty, Additional Training Period, Additional Flying and Flight Training Period, Readiness Management Period, Annual Training, Active Duty for Training, Active Duty for Special Work, Definite Recall, or Mobilization.

22.  What is a qualifying/satisfactory year towards reserve retirement eligibility?

A qualifying/satisfactory year of service is defined as an anniversary year (365 days) and in which a member is credited with 50 or more retirement points.  There is a difference between the total years of service and satisfactory years.  Years of service are basically years under contract.  Retirement points can be earned by performing drills, courses, annual training/active duty training and active duty. *Sometimes the ARPR/ASOSH and NEOPS utilizes a split year in which the member was in two separate components within the same anniversary year.

23.  What is the total number of inactive points that can be earned?

The 2008 National Defense Authorization Act (NDAA) approved an increase from 90 to 130 as the number of inactive duty points that can be credited in any single anniversary year (sum of drills, courses and membership points).  This change applies to anniversary years ending on or after 30 Oct 2007.
