U. S. Navy Regulations 1990, article 1129, requires that records be maintained on Navy personnel "which reflect their fitness for the service and performance of duties." Such reports includes FITREPs on officers, CHIEFEVALs on chief petty officers (CPOs), and EVALs on other enlisted personnel. These reports are used for many career actions, including selection for promotion, advanced training, specialization or sub-specialization, and responsible duty assignments. Timely, realistic, and accurate reports are essential for each of these tasks.

The submission of performance evaluations is governed by the Navy Performance Evaluation System Manual (EVALMAN), BUPERSINST 1610.10D. Reviewing this instruction in it's entirety prior to submitting reports will assist the command or individual service member in their preparation of these documents.

For Navy personnel on Individual Augmentee (IA) assignments and Global War on Terrorism (GWOT) Support Assignments (GSA), an IA/GSA Quick Reference Guide is also provided to provide amplifying guidance on preparing performance reports.  Due diligence is required by all concerned to fairly evaluate these Sailors and ensure they are not inadvertently disadvantaged while serving on these assignments.  Section one of this guide reviews general policy guidance while section two provides specific guidance on reports using the Adobe forms.

For detailed guidance, including block by block instructions on completing reports, refer to BUPERSINST 1610.10D.  Regular reporting seniors, concurrent reporting seniors, and members should review and utilize Chapter 4 and/or this Quick Reference Guide regarding the proper preparation of Concurrent and Concurrent/Regular Reports.
