Welcome to the Department for Local Government

The Department for Local Government, or DLG, under the Office of the Governor, provides financial help in the way of grant and loan assistance, as well as advising local governments in matters of budget, personnel and other issues relevant to those entities.

Given the inclement weather and power outages across the state, we have decided to extend the NSP, RTP and CDBG (public facilities, housing and community) project application deadline. Please note the new dates below:

NSP - Deadline Friday, February 6th, 4:30 p.m.

CDBG - Deadline Monday, February 9th, close of business

RTP - Deadline Monday, February 9th, close of business

Neighborhood Stabilization Program

The Commonwealth of Kentucky will receive $37,408,788 from the United States Department of Housing and Urban Development (HUD) for the Neighborhood Stabilization Program (NSP).  The NSP funds were authorized by the Housing and Economic Recovery Act of 2008 (HERA) in July 2008 for the purpose of assisting in the redevelopment of abandoned and foreclosed homes.   The funds will be administered by the Department for Local Government (DLG) in conjunction with the Kentucky Housing Corporation (KHC). 

Due to the inclement weather and widespread power outages in various areas of the state, the Department for Local Government is postponing the due date for responses to the Neighborhood Stabilization Program Request for Proposals to Friday, Feb. 6, 2009. Applications must be received by the Department (1024 Capital Center Drive, Frankfort) by 4:30 p.m. Staff will continue to provide technical assistance through next week.

2008 NSP Addendum- The citizen participation and LMMI certification pages, which were distributed as part of the program guidelines at the NSP training in late 2008, should be included as part of respondents’ proposals (due Friday, Jan. 30). Please access these at link below. For entities that have already submitted responses, DLG requests this information be provided no later than Friday, Feb. 6, 2009.

2009 Training Hours Notice

NOTICE: As of January 6, 2009 County Official Training Program 2009 Carryover Hours are not tabulating correctly at this time. We are addressing this issue and plan to have it fixed in the near future. This should not impact the issuance of incentive letters later this month or in early February. Please check back at a later time.
