Regulatory Program Misson

Water is one of our nation’s most valuable resources. It is becoming increasingly important that we protect the quality of our inland waters and wetlands for the use and benefit of future generations.

The mission of the U.S. Army Corps of Engineers Regulatory Program is to protect the nation’s aquatic resources, while allowing reasonable development through fair, flexible, and balanced permit decisions.

Our Goals

The U.S. Army Corps of Engineers has been involved in regulating certain activities (i.e. navigation) in U.S. waters since 1890. Since then, new laws and judicial decisions have evolved the program to include consideration of public interest by balancing favorable impacts against detrimental impacts to Waters of the U.S. 

The Walla Walla District Regulatory Program strives reach the goals of the mission:

1.  To provide protection to the nation’s aquatic environment, including wetlands.

2.  To enhance the efficiency of the administration of the regulatory program.

3.  To ensure that the Corps provides the public with fair and reasonable decisions.

Outside the district office in Walla Walla, WA, the Walla Walla District Regulatory Division has three field offices in the State of Idaho located in Boise, Coeur d'Alene, and Idaho Falls.

The U.S. Army Corps of Engineers (USACE) announced that it is seeking comments on its proposal to renew and revise 50 nationwide permits (NWP) for work in wetlands and other waters that are regulated by Section 404 of the Clean Water Act and/or Section 10 of the Rivers and Harbors Act of 1899.  The proposed set of revised nationwide permits was published in the June 1, 2016, issue of the Federal Register.  USACE will accept written comments for a 60-day period that ends on August 1, 2016.  Comments may be submitted by e-mail to:  NWP2017@usace.army.mil or through the Federal eRulemaking portal at docket number COE-2015-0017. The current set of nationwide permits expires on March 18, 2017.

The Federal Register Notice announcing the Clean Water Rule: Definition of Waters of the United States. The effective date for the Clean Water Rule will be 28 August 2015.

The Individual Permit Application Form (ENG Form 4345) expired on 30 Sep. 2015. This form is currently undergoing OMB approval to extend the expiration date. Please continue to use ENG Form 4345 dated Dec 2014 (Expires on 30 Sep. 2015) until further notice. When the expiration date is extended, this form will be updated with a new expiration date. A link to the ENG Form 4345 can be found at the following link.
