Regional General Permit (RGP) SAJ-114
The Jacksonville District of the U.S. Army Corps of Engineers (Corps) proposes to issue Regional General Permit (RGP) SAJ-114 to authorize the discharge of dredged or fill material into non-tidal waters of the United States, including non-tidal wetlands, for the construction of residential, commercial, recreational and institutional projects, and their components, which comprise or are necessary for the construction, use and maintenance of such projects. The proposed RGP is limited to non-navigable and non-tidal waters, including non-tidal wetlands, which are located in the St. Andrews Bay and Choctawhatchee Bay Watersheds in western Bay and eastern Walton Counties, Florida.

Public Meeting: A meeting jointly sponsored by the Corps and the Florida Department of Environmental Protection (DEP) will be held on August 31, 2016, 5:00 to 6:00 pm. The purpose of the meeting is to present the proposed RGP and EMA to the interested public by presenting details of the RGP and EMA and to answer questions from the public. The location of the meeting is at the Panama City Beach City Council Meeting Room in City Hall at 110 South Arnold Road, Panama City Beach, Florida.

Regional General Permit (RGP) SAJ-90
The Jacksonville District of the U.S. Army Corps of Engineers (Corps) has issued Regional General Permit (RGP) SAJ-90, which was signed on 15 August 2016. RGP SAJ-90, authorizes the discharge of up to 3 acres of fill material (up to 5 acres in Jacksonville/Orlando urban growth areas) for activities required for the construction or expansion of residential, commercial, or institutional building foundations and building pads and attendant features (including the filling of roadside ditches), when meeting the specific criteria listed in the permit. SAJ-90 is authorized for use in non-tidal waters of the United States in Baker, Brevard, Clay, Duval, Flagler, Indian River, Lake, Marion, Nassau, Orange, Osceola, Putnam, Seminole, St. Johns, and Volusia Counties. Southeast Market Pipeline
Collectively, US Army Corps of Engineers (Corps) Jacksonville, Savannah, and Mobile Districts approved the Record of Decision (ROD) for the Southeast Markets Pipelines Project on August 5, 2016. The ROD supports five separate permit decisions for the Hillabee Expansion, Sabal Trail, and Florida Southeast Connection Projects as proposed by Transcontinental Gas Pipe Line Company, LLC (Transco), Sabal Trail Transmission, LLC (Sabal Trail), and Florida Southeast Connection, LLC (FSC), respectively. These are separate, but connected, natural gas transmission pipeline projects collectively referred to as the Southeast Market Pipelines (SMP) Project. This project includes expanding the Transco Hillabee pipeline in Alabama and interconnecting it to the Sabal Trail pipeline in Tallapoosa County, Alabama. The Sabal Trail pipeline traverses portions of Alabama, Georgia, and Florida to a new Central Florida Hub (CFH), located south of Orlando, Florida. From the CFH the FSC pipeline continues to the Martin County Next Generation Clean Energy Center, to deliver natural gas to Florida Power and Light (FPL) customers. The Federal Energy Regulatory Commission (FERC) was the lead Federal agency for preparing the December 2015 Final Environmental Impact Statement (FEIS) for the SMP Project. The FERC FEIS is available HERE. The Corps independently reviewed the FEIS and determined that the applicants’ preferred alternative, with the inclusion of three route variations, is the Least Environmentally Damaging Practicable Alternative (LEDPA). In total, the five permits will authorize temporary effects to 705 acres of wetlands, permanently convert 203 acres of forested wetlands to non-forested wetlands, and permanently eliminate 4 acres of wetlands. The permits also will authorize temporary work within several waterways (e.g., creeks, streams, rivers, ponds, lakes). Compensatory mitigation will be provided for these impacts.

Southern Palm Beach Island Comprehensive Shoreline Stabilization Project
The U.S. Army Corps of Engineers (Corps), Jacksonville District is conducting an Environmental Impact Statement (EIS) for two shoreline stabilization projects proposed by the Town of Palm Beach and Palm Beach County. The two similar projects include beach construction and nourishment and dune restoration projects between Florida Department of Environmental Protection (FDEP) R-monuments 129-210 and R–138+551, and sand placement with construction of seven (7) low profile, shore-perpendicular groins (groin field) near Lantana Public Beach. The Corps evaluated six build alternatives, as well as sand source alternatives. The Final EIS (FEIS) is available for public review and comment. The Corps anticipates a Notice of Availability (NOA) of the FEIS will be published in the Federal Register on June 17, 2016. The NOA initiates the start of the official 30-day comment period which will end on July 18, 2016.
