Rules and Regulations

Texas state laws and local ordinances for Chambers and Liberty counties apply on the Wallisville Lake Project.  These include but are not limited to fishing and hunting laws and regulations.  For enforcement issues contact a park ranger or the park manager at 409-389-2285 and call 911 for local law enforcement agencies.  For game and fish violations contact a park ranger or the park manager at 409-389-2285 and a Texas Parks and Wildlife game warden at 281-842-8100.  The following U.S. Army Corps of Engineers rules and regulations apply to the Wallisville Lake Project.  These rules and regulations are administered and enforced nationwide on all Corps of Engineers water resource development projects.  For information on how a specific regulation applies to use of the Wallisville Project, contact a park ranger or the park manager at 409-389-2285.  For enforcement issues contact a park ranger or the park manager at 409-389-2285.

Hunting rules: Hunting regulations published by the state of Texas, (TPWD hunting) Chambers and Liberty counties, and the U.S. Army Corps of Engineers are all in effect on Wallisville Project lands and waters.  All USACE projects are regulated by Title 36 of the Code of Federal Regulations.  The Corps also regards SAFETY as a guideline in all forms of recreation, therefore hunting is only allowed in safe areas.  Hunters shall NOT discharge firearms in the direction of any public and primitive camping areas, the Wallisville lock and dam, the earthen levees along the Trinity River, the Lost Lake Oil Field, the old Wallisville townsite, the ranger station and visitor center, any boat ramp, Interstate Highway 10, and any residential housing areas around the Project boundaries.  Blinds are not to be located on top of any shell area, attached to any live or dead tree, and must not be constructed of nearby vegetation.  Defacement, destruction, removal, or injury to federal property is prohibited.  Your permit with the blind permit number must be displayed so it can be easily seen at the blind location.  Blinds must be at least 200 yards apart.  Shotguns are the only firearms allowed on the project and only during waterfowl hunting season.  Likewise no free shooting or sky busting is allowed.  During waterfowl hunting season, hunting hours are ½ hour before sunrise to noon daily, all shotguns must be removed from the project by 1 p.m.  Only steel or non-toxic shot may be used for hunting.  Shotguns must remain unloaded while hunters are in transit to-and-from hunting areas.  All hunters must have in their possession a current state hunting license, Federal duck stamp, State duck stamp, and proper identification (driver’s license, etc.).  Permit holders and their authorized users must have an authorized user card.  No camping or fires are allowed within the project’s boundaries.   No air boat operation in habitat areas, after 12:30 p.m. during waterfowl hunting season.  No off-road vehicular access to government property is allowed.  There should be no trespassing on private property to gain access to the project without the landowner’s permission.  Hunters 17 years of age or younger must be accompanied by an adult at least 21 years of age.  Trash dumping or bird cleaning on federal lands or waters is prohibited.  Drunkenness, disorderly conduct, or violation of CFR Title 36 shall be sufficient cause to expel a hunter from the project.  Violations of state and federal hunting laws are sufficient cause to expel a hunter from the project and to terminate the blind permit for his or her hunting party.  All hunting violations should be promptly reported to the state game wardens or USACE park rangers.  Any blind must be completely removed each day unless it has a seasonal blind permit.  Permitted blinds should be removed within 30 days after the season ends.  Waterfowl hunters shall comply with these restrictions and regulations.  Any questions about these restrictions and regulations should be directed to a USACE park ranger at the project office. Seasonal duck blind drawing applications will be accepted between May 1 and June 30 of each year.  Duck blind applications sent to the Galveston District Office will not be accepted at any time. 

After blind locations are selected, construction will be done between the second Saturday in August (after the Blind Selection Meeting) and the opening day of Teal season.  No construction during Teal season will be allowed except for special circumstances approved by a USACE park ranger.  After Teal season has ended and until the opening day of big duck season construction may continue.  No construction will be allowed during big duck season without permission from a USACE park ranger.  Blinds shall be constructed in such a way as to not permanently damage any tree or other vegetation.  All blinds must be completely removed each day unless the blind owner has a seasonal blind permit.  Permitted blinds should be removed within 30 days after the season ends.  Hunters are reminded that game violations should be promptly reported to park rangers at 409-389-2285 and Texas Parks and Wildlife Game Wardens at 1-800-792 4263 or 281-842-8100.
