IWR Planning Suite

The IWR Planning Suite is a water resources investment decision support tool originally built for the formulation and evaluation of ecosystem restoration alternative plans; however, it is now more widely used by all USACE business lines for evaluation of actions involving monetary and non-monetary cost and benefits. 

There are currently two USACE Planning Certified versions of the model: Versions 1.0.11 and 2.0.6

The Planning Suite has the following features:

  • Plan Generator
  • Cost-Effectiveness and Incremental Cost Analysis  (CE/ICA)
  • Auto reports, graphs and tables
  • Calculation of annual average non-monetary benefits  (v.2.0.6 and higher)
  • Calculation of average annual equivalent costs and benefits (v.2.0.6 and higher)
  • Multi-Criteria Decision Analysis (MCDA, v.2.0.8) 
  • Uncertainty Module (v.2.0.8)
  • Watershed Analysis (*coming soon)

During 2014, a major software upgrade was initiated to update the IWR Planning Suite database capabilities, add new graphical and reporting tools to the software, and to update the user interface.  An Independent External Peer Review (IEPR) was finished in March 2015. Development and testing of the upgraded software is ongoing through 2015 to ensure Planning Model Certification.  This upgrade will include all existing features, as well as the watershed analysis module.

The model’s latest addition, the Uncertainty Module, is also being improved.  The Uncertainty Module is intended to provide users with the ability to assign probability distributions to monetary and non-monetary costs and benefits in order to better apply Monte-Carlo analysis to yield risk-informed cost-effectiveness and incremental cost analyses.  The latest version will undergo independent external peer review in late 2014 to work towards model certification in 2015.

IWR offers ad-hoc training on IWR Planning Suite.  The software is also introduced in several sessions of existing USACE Prospect Courses (e.g., Ecosystem Restoration, Economic Analysis in Planning).
