Senior Chief Hartley was born in Casper, Wyoming, and raised in Glouster, Ohio. After completing Boot Camp in October of 1999 he successfully completed Sonar Technician “A” and “C” schools in San Diego, California.
 
Senior Chief Hartley reported to USS CARNEY (DDG 64) in December 2000 and was assigned as the lead AN/SQS-53C Technician and Work Center Supervisor. In 2002 Senior Chief Hartley deployed while on USS CARNEY to the Arabian Gulf in support of Operation Enduring Freedom. He reported to Navy Recruiting District Ohio, Navy Recruiting Station Parkersburg, West Virginia as the Recruiter-in-Charge in October 2004 and was awarded as the Naval Special Warfare/Naval Special Operations Recruiter of the Nation for FY 2007. In September 2008 he promoted to Chief Petty Officer.
 
Prior to reporting to USS DOYLE (FFG 39) in March 2009, Senior Chief Hartley attended Naval Mine and Anti-Submarine Warfare Command to receive Surface Ship ASW training and gained the NEC 0417.  While on USS DOYLE as the Leading Chief Petty Officer of the Combat Acoustics Division, he deployed twice to the Fourth Fleet AOR in support of UNITAS GOLD, SOUTHERN SEAS 2009, PANAMAX, and counter piracy operations. Following the USS DOYLE decommissioning in July 2011, Senior Chief Hartley attended Journeyman Instructor Training in Pensacola, Florida. He reported to the Center for Surface Combat Systems Detachment, Mayport in August 2011 as the ASW Evaluation Trainer and USW Departmental Leading Chief Petty Officer. While at CSCS he promoted to Senior Chief Petty Officer, received the Senior Instructor of the Year for the Detachment, and he achieved his Master Training Specialist Qualification. Senior Chief Harley reported to Commander, Destroyer Squadron FOUR ZERO in January 2015. He deployed on USNS COMFORT in support of CONTINUING PROMISE 2015 and attended the Senior Enlisted Academy Class 196 Brown Group in May 2016.
 
Senior Chief Hartley’s military awards include the Navy and Marine Corps Commendation Medal (2), Navy and Marine Corps Achievement Medal (10), Navy Meritorious Unit Commendation Medal (2), Battle “E” Award, Navy Good Conduct Medal (5), and various other unit and personal awards.
