Notice is hereby given that the U.S. Army Corps of Engineers in partnership with the New Jersey Department of Environmental Protection (NJDEP) and the Municipality of Downe Township, Cumberland County are conducting a feasibility investigation for flood risk management problems along the Delaware Bayshore communities of Fortescue and Gandys Beach. In accordance with the National Environmental Policy Act of 1969, this notice serves as the initiation of the scoping process 33 CFR Part 230.12 for any potential project or action proposed in this study.
The public is invited to participate in the project scoping by providing written comments, pertinent information, questions, and concerns to this office within 90 days from the date of this notice. All correspondence should be provided to the contacts listed below:

The U.S. Army Corps of Engineers posted the Section 7001 Federal Register Notice (FRN). USACE is accepting non-Federal interests proposals for 120 days, until 19 Sep 2016. - Section 7001 of WRRDA 2014 requires that the Secretary of the Army annually submit to the Congress a report that identifies, for potential congressional authorization, completed feasibility reports, proposed feasibility studies, and proposed modifications to authorized projects or studies that meet specified criteria.
- The Annual Report to Congress is based, in part, upon annual requests for proposals for authorization from non-Federal interests for proposed feasibility studies and proposed modifications to authorized projects or studies that require authorization for the U.S. Army Corps of Engineers to proceed.
- Inclusion in the Annual Report to Congress does not provide authorization or appropriation for a study or project.
USACE released for public comment its Draft Environmental Assessment (Draft EA), dated February 2016 for the Draft Environmental Assessment for the Little Egg Inlet Sand Resource Borrow Area Investigation for the Barnegat Inlet to Little Egg Inlet (Long Beach Island) Storm Damage Reduction Project, Ocean County, New Jersey. The EA presents an evaluation of potential environmental impacts of dredging sand from a shoaled area immediately offshore of Little Egg Inlet for placement on Long Beach Island. Comments deadline was on March 22, 2016.
The U.S. Army Corps of Engineers' Philadelphia District has evaluated flood risk management and associated ecosystem restoration projects to reduce the recurrence of frequent flooding and to restore and/or improve degraded fish and wildlife habitat within the community of Livingston Manor, New York. This evaluation provided a screening of structural and nonstructural measures that can be used to manage risks from riverine flooding, as well as an evaluation of potential associated ecosystem restoration opportunities along the river corridor. This notice initiates scoping procedures. Scoping is an early and open process for identifying the significant issues related to the proposed action. Participation of the general public and other interested parties and stakeholders in identifying significant issues and alternatives is being solicited by means proposed action. The public is invited to participate in the project scoping by providing written or emailed comments, questions, and concerns to this office within 90 days from the date of this notice. Additionally, a public workshop meeting will be held on Monday, March 28, 2016 between 6:00 PM and 8:00 PM at the Chelsea Heights School located at 4101 Filbert Avenue, Atlantic City, NJ 08401.

This Procedural Review Plan is intended to ensure the quality of reviews by the Philadelphia District for requests to alter US Army Corps of Engineers (USACE) civil works projects within the Philadelphia District’s area of responsibility. This Procedural Review Plan was prepared in accordance with Engineer Circular (EC) 1165-2-216, “Policy and Procedural Guidance for Processing Requests to Alter US Army Corps of Engineers Civil Works Projects Pursuant to 33 USC 408” dated 31 July 2014. This Procedural Review Plan provides the review guidelines associated with alteration requests pursuant to 33 USC 408 (Section 408) that are similar in nature are typically of small size, not complex, and have minimal to no impacts to the USAGE civil works project (reference paragraph 7.c.(4)(a) in EC 1165-2-216).
This is not a formal comment period and there is no set timeframe for the opportunity for public comment. If and when comments are received, the PDT will consider them and decide if revisions to the review plan are necessary. The public is invited to review and submit comments on the plan as described on the web site.

Draft Feasibility Report
The U.S. Army Corps of Engineers' Philadelphia District is collaborating with the Delaware Department of Environmental Control (DNREC) and the University of Delaware (UD) Center for Applied Coastal Research in a program to improve understanding of sediment transport pathways and rates, both of which affect the stability of the Indian River Inlet channel and the adjacent ocean shorelines. In 2014, the Survey Vessels Shuman and Little Giant conducted hydrographic surveys to document changes in depth and sediment distribution on the submerged portions of the project area.
