PROJECT LOCATION AND DESCRIPTION

Redwood City Harbor, the only deepwater port in South San Francisco Bay, is located approximately 25 miles southeast of the City of San Francisco. An existing deep-draft navigation project, which was completed in 1965, is maintained by the U.S. Army Corps of Engineers (USACE). This proposed study will address deepening the project to a greater-than-authorized depth of 30 feet mean lower low water (MLLW) to accommodate the new, larger vessels that currently call on the port and require more than the authorized depth to carry more tonnage. These vessels are forced to light-load and top-off at other ports, significantly adding to the cost of calling on the port. Despite the current obstacles, commercial tonnage increased approximately 1,300% between 1987 and 2006. Tonnage figures, however, have been lower the past several years because of t he economic downturn. In 2012, the study was reset through a multi-day Charette with the Non-Federal Sponsor (NFS), key stakeholders, and USACE Vertical team.  This reset is in accordance with the USACE SMART Planning Milestone system.

ISSUES AND OTHER INFORMATION

  • The Port of Redwood City is the NFS.
  • This project did not receive funds from the American Recovery and Reinvestment Act of 2009 (ARRA), Title IV, Pub. L. No. 111-5, 123 Stat. 115, Feb. 17, 2009.
  • Strong public and Agency support for the beneficial use of dredged material resulted in the initial use of Bair Island as an upland wetland restoration site during the FY 08 and FY 09 channel-maintenance dredging operations at the Port of Redwood City.
  • The Feasibility Study (FS) will investigate deepening Redwood City’s Navigation Channel and continuing to beneficially use the dredged material for habitat restoration. Besides the previous Bair Island site, possible sites include Hamilton Wetlands Project or additional portions of the neighboring Bair Island that are owned and operated by the US Fish and Wildlife Service.
