PROJECT LOCATION AND DESCRIPTION

The study area is located in northern California on the east fork of the Russian River at Coyote Valley, near the city of Ukiah.  The Russian River drains an area of 1,485 square miles.  Approximately two-thirds of this area is in Sonoma County, with the remainder in Mendocino County.  The existing Corps project, Coyote Dam, was completed in 1957.  It consists of an earth-fill dam 160 feet high and 3,560 feet long, with a reservoir storage capacity of 122,000 acre feet.  The authorized project included sediment management, flood control, and domestic and agricultural water supply pools with a storage capacity of 199,000 acre feet.  A Biological Opinion (BO) issued by the National Marine Fisheries Service was released on September 24, 2008, under which USACE is mandated to perform various Reasonable and Prudent Measures to save threatened salmonid species.  The BO calls for 23 actions.  Although 15 of these actions are directly related the Corps, the Corps only has authority to address seven actions.  The study will look at putting in place non-structural measures and implementing studies required under the Biological Opinion to keep the dam operational.

 FY 15 ACCOMPLISHMENTS

  • Initiate Feasibility Study with the support of a Non-Federal Sponsor
  • Prepare a Project Management Plan (PMP) and execute a Federal Cost Sharing Agreement (FCSA) for Feasibility phase.  The Reconnaissance Study was completed September 2014.

  • Prepare Alternative Milestone Documents
  • Hold Alternatives Milestone Conference
  • Initiate study activities to identify the Tentatively Selected Plan.

ISSUES AND OTHER INFORMATION

  • A Non-Federal Sponsor (NFS) has not been identified.
  • This project did not receive funds from the American Recovery and Reinvestment Act of 2009 (ARRA), Title IV, Pub. L. No. 11-5, 123 Stat. 115, Feb 17, 2009.
  • This reconnaissance study determined a federal interest in continuing a feasibility study by identifying a broad range of possible solutions to water related social, environmental, and economic problems.
