Gerardo I. Velazquez, a research civil engineer in the Geotechnical and Structures Laboratory of the U.S. Engineer Research and Development Center, was named the 2016 Civil Engineering Distinction Award winner. Velazquez was recognized Oct. 7, by the Hispanic Engineer National Achievement Awards Corporation during their 28th annual conference in Anaheim, Calif.

Federal, state and local officials celebrated the grand opening Oct. 7 of the Petersen Ranch Mitigation Bank, an effort that will eventually restore about 4000 acres of native wetland habitat along the San Andreas Fault rift zone in the Leona Valley north of Los Angeles.

Jim Moye, senior construction representative, led the two on a survey of damage caused in an Aug. 11 storm event. The White Mountain Apache Tribe requested additional assistance from the Corps to augment their existing flood risk minimization measures. The Corps is authorized under Public Law 84-99 to undertake emergency operations and provide flood fight assistance.

The group toured areas where potential flood and debris flows could threaten lives and structures. The White Mountain Apache Tribe was affected by the Cedar Creek Fire which burned approximately 46,000 acres on their reservation and negatively impacted many of the tribal/non-tribal communities in the area. The National Weather Service forecasts include the potential for substantial flows in Cedar Creek resulting from thunderstorms in this region.

  • The Safford Mine Facility is currently an open-pit copper mining operation consisting of two pits: the Dos Pobres Pit and the San Juan Pit. The applicant has designed the proposed Lone Star Project to make use of as much of the existing infrastructure as possible.

  • Brig. Gen. Mark Toy, commander of the Corps’ South Pacific Division, placed the Corps of Engineers flag into Gibb’s hands at the ceremony. In military tradition, passing the flag represents the transfer of command. The change of command ceremony today was held at the Community Center, Fort MacArthur, in San Pedro, California. Col. Kim Colloton relinquished command to Col. Kirk Gibbs during this traditional Army ceremony. Gibbs took command following an assignment as assistant deputy operations director within the National Military Command Center at the Pentagon. He is the 61st commander of the District. "To the employees of the District...," said Gibbs, " I will give you nothing less than my very best for the next three years, that is my commitment to you."
  • This is a view of the Sepulveda Dam from inside the basin where water collects during rain storms. The left side of the dam shows the spillways where the gates will be tested and the right side shows the outlet passages into the Los Angeles River.

This section of one of the completed ribbon channels adjacent to the San Luis Rey River will allow water during rain events to flow around several islands that were left in place to provide habitat for endangered species.

  • A spotter for Connolly Pacific helps the crane operator place a 10-ton rock along the Port of Long Beach Middle Breakwater. The work is being accomplished under a Corps of Engineers contract to repair damage the breakwater suffered in late August during heavy seas from Hurricane Marie.
  • The U.S. Army Corps of Engineers Los Angeles District recognized one of its own employees during this month’s National Disability Employment Awareness Month observance with a special video presentation. The Disabilities Employment Special Emphasis Program committee highlighted Carlos Gomez, an administrative assistant who works in the Programs and Project Management Division, for his successful transition from the military to service as a federal civilian employee. Although Gomez sustained life-changing injuries resulting in his disability, he continues to exceed his personal expectations and physical limitations. “I drive still, I cross country ski, I’m certified as an advance underwater scuba diver. Rock climbing, mountain biking, zip lining; you name it, I will do it,” Gomez said. “There is nothing I can’t do and I will continue to push harder with a prosthetic leg.”
