Currently projects are prioritized by congressional add. If there is ever available funding that is not allocated to a project, then there is a selection process in place with an application period established.
Congressionally listed projects are immediately approved (subject to the project type fitting the program guidelines, see section 594 of WRDA 1999.) Those applications received in the event of an application solicitation will go thru an approval process that should take no more than 1 month after the submittal deadline.
The amount available per fiscal year changes as it is allocated by congressional adds. The total amount that can be allocated in the program currently stands at $240M of which approximately $60M has been appropriated.  There is no cutoff year for this funding and it doesn't have to be expended in one year.
There is no application if the project is listed in the congressional conference report/Act language. If there are available funds, then there will be an application necessary thru the Corps.
There is no maximum amount available to any particular government. The only limit is the amount of available funding allocated to a project.
