It is mandatory that all vendors be registered under the System for Award Management (SAM) program.

FedBizOpps (www.fbo.gov) is now the only source for Solicitations. Vendors may no longer register to receive solicitations or register as a planholder on local Corps of Engineers websites; however, certain service- or supply-type solicitations may be available to be submitted only by email or fax to the local Contracting Office. Vendors are advised to read the Synopsis carefully for instructions.

When viewing a Solicitation Synopsis, FedBizOpps now provides a Planholder function indicated by the "Register as an Interested Vendor" button. There is also a link to "View List of Interested Vendors." Prospective prime contractors, subcontractors, and suppliers are encouraged to use this function in FedBizOpps.
