Roles and Responsibilities

The Civil Works Cost Engineering and Agency Technical Review Mandatory Center of Expertise (MCX) with Technical Expertise (TCX) duties, located at the Walla Walla District Cost Engineering Branch, is comprised of multiple levels of roles and responsibilities. These roles include items within a TCX that are structured to provide technical support and assistance, various cost tools, and resources to Headquarters (HQ) U.S. Army Corps of Engineers (USACE); division command or Major Subordinate Command (MSC) and/or district command or operating MSC; and MSC elements on cost engineering issues. The MCX is structured to provide a mandatory agency technical review (ATR) center and Support for Others Program for Civil Works Projects.

  • Maintain technical expertise related to current regulations and guidance, estimate, schedule, and risk development:
    •   Cost Engineering Agency Technical Reviews
    •   Cost Engineering Support
    •   Cost and Schedule Risk Analysis
    •   Life Cycle Cost Analysis
    •   Value Engineering Support
    •   Procedural Reviews
    •   Advisory/Consultation Services as Requested
    •   Historic Repository for all Civil Works Cost Engineering Software, Database and Regulations.
    •   Maintain and Update Cost Engineering Capable Workforce Survey 
  • Serve as a quality control, quality assurance and quality review agent as required by current USACE policies on cost related products.
  • Research, development and updates of the Construction Ownership and Operating Expense Schedule (EP 1110-1-8)
  • Research, development and updates of the Civil Works Cost Index System.
  • Receive, interpret, disseminate, and implement cost engineering guidance, direction, and correspondence from higher authority in a timely manner.
  • Participate in HQUSACE Cost Engineering Steering Committee and lead in subcommittee efforts.
  • Develop and provide cost engineering instructors at the national level to help develop and mentor the cost engineering community.

The Civil Works Cost Engineering MCX/TCX, at the Walla Walla District, is authorized by Headquarters to conduct peer review (ATR and External Peer Review [EPR]) of cost estimates, construction schedules, contingencies and escalation included in all decision documents.

Specific guidance and methods are established for Total Project Costs exceeding $40 million; however, this does not reduce the significance of the requirement for a risk-based analysis for projects under $40 million.

Headquarters has established an Abbreviated Risk Analysis process as an acceptable method in addressing the regulations for risk based analysis for Total Project Costs under $40 million.

This pamphlet establishes predetermined equipment ownership and operating expense rates for contractor owned construction equipment.  It explains the methodology for developing the predetermined rates, provides a method for calculating rates for equipment where a predetermined rate has not been provided and a methodology for calculating dredge plant and marine equipment costs.  The overall intent is to develop equipment costs that are fair and reasonable.  A Microsoft Excel® workbook, named "CHECKRATE," is available for calculating equipment rates using the methodology and factors from Engineer Pamphlet (EP) 1110-1-8.

A USACE publication that provides historical and forecasted cost indexes for use in escalating civil works cost estimates. This manual applies to HQUSACE elements, major subordinate commands, districts, laboratories and field operating activities having civil works design responsibilities. The indexes presented in this manual are specifically designed for civil works construction and are specific for each of the major civil works features. Only indexes for construction costs have been developed. Index factors are based on actual labor, equipment and material escalation. Future years are based on data from the Office of Management and Budget (OMB) projections. This Engineer Manual is updated twice a year (March 31 and Sept. 30) and is available in Adobe portable document format (PDF) through the HQUSACE Internet repository for all Official USACE Publications.

U.S. Army Corps of Engineers programs allows the user to estimate dredging projects using mechanical, pipeline, and hopper dredge plant. Available in electronic formats.

The MCX/TCX manages four new competitively bid Cost Engineering Services IDIQ (Indefinite Delivery/Indefinite Quantity) Contracts covering CONUS (Continental United States) and POD! The contracts are Base Year plus 4 option year contracts comprised of two small and two large businesses:

Small Business ($20M each):

Did You Know?

  • Along with providing support to all Corps districts, the MCX/TCX has provided cost support to locations such as Panama, Afghanistan, Russia, and, most recently, Brazil. The MCX/TCX has led multi-discipline teams comprised of 1 to 75 individuals working toward the same product delivery including the largest construction projects in the United States (i.e., Waste Treatment Facility $13B, Department of Energy, and Hurricane Storm Damage Risk Reduction System $15B, USACE). Members of the MCX/TCX have testified before Congress as experts on cost-related matters. 
  • The construction equipment publication is used on all Corps construction projects and throughout many government agencies.  The publication originated in the Walla Walla District during large dam construction and has become the national basis for equipment estimation for heavy construction.   
  • The MCX/TCX provides training for Executive Staff, Project Managers, and the entire Project Delivery Team on the areas of cost development to help better understand issues and various factors that affect costs.
