Navy is Committed to the Joint Information Environment

The Navy is fully onboard with the Defense Department’s effort to consolidate individual service, component, and agency IT infrastructure into the Joint Information Environment (JIE).

The Navy and JIE

JIE capabilities will be provided to all personnel afloat, ashore, and aloft through these programs: Next Generation Enterprise Network (NGEN)/OCONUS Navy Enterprise Network (ONE-NET), Navy Enterprise Data Center Consolidation, Consolidated Afloat Networks and Enterprise Services (CANES), Automated Digital Network System, Tactical Switching, and Navy Multiband Terminal for Tactical Capabilities.

Within the Navy, steps to JIE include network normalization via NGEN and CANES, Data Center Consolidation and Enterprise Services (e-mail, collaboration, data access and analysis services).

The Joint Regional Security Stack (JRSS) is a key JIE capability being delivered over FY16 and FY17 as part of the Single Security Architecture that will enable improved command and control of the DoD Information Network (DoDIN), improved cybersecurity and enhanced network operations. The Navy has shaped the evolution of JRSS to incorporate additional security capabilities that are currently being used in the Navy’s security stacks today. The Navy will transition to JRSS in FY18.

The Navy will use business case analyses to make decisions on buying and consuming enterprise services, to include those made available to the Navy by the Defense Information Systems Agency (DISA) and members of the commercial IT Industry.

The Navy will serve as the Executive Agent for the JIE effort in the Commander, United States Pacific Command area of responsibility, placing emphasis on extending capabilities to the tactical edge and to our international/interagency partners.

The Space and Naval Warfare Systems Command (SPAWAR), as the Navy’s IT Technical Authority, is crafting the Information Dominance Enterprise Architecture way ahead that will define Navy’s JIE-aligned end-state.

Other Considerations and Challenges

The DoD Chief Information Officer, the Joint Staff/J6, and U.S. Cyber Command are leading the JIE effort, which focuses on these JIE Lines of Operation: Data Center Consolidation, Enterprise Services, Single Security Architecture, Enterprise Operations Center, Identity and Access Management, Network Normalization/Unified Capabilities, and Governance.

The goal is to provide a secure, reliable, information environment, comprised of shared IT infrastructure, enterprise services and single security architecture for joint/mission partner operations worldwide, while improving cybersecurity, warfighter information sharing and our ability to see, protect and defend the entire DoDIN.

JIE is not an acquisition program of record (POR) but will be applicable to all PORs across DoD. The centerpiece will be a common computing and analytical environment aligned to a defined set of enforceable technical standards.

No “new” money will be used to implement JIE; funding requirements, including system migrations, exceed current budgets. JIE configurations are still undergoing testing and certification.
