WASHINGTON (NNS) — The Department of the Navy (DON) announced, Dec. 19, the Defense Logistics Agency (DLA)-Energy issued two Requests for Proposal (RFP) to provide renewable energy for installations on the east coast.
Proposals are being requested to serve two major load points, one for seven installations in the Washington, D.C.-area, and the second for four installations in the Mid-Atlantic region.
Together the two RFPs could award 100 to 200 megawatts of cost-effective renewable electricity from new generation facilities over a 20-year period.
"The Department of the Navy has been aggressively pursuing cost-effective renewable energy that will provide long-term price stability and power diversity," said Robert Griffin, executive director of DON's Renewable Energy Program Office. "Today's announcement, in concert with the other milestones in 2014, should provide a huge amount of momentum for the DON to start 2015 and close in on the one gigawatt goal. Strategically placed renewable energy can create reliable access to energy for DON installations and provide a myriad of benefits to the surrounding communities."
DLA-Energy will act as the contracting agent on behalf of the DON to procure renewable energy from new generation facilities. A third party will own the facilities and deliver the renewable energy to specified points in the electrical interconnection market. The DON requires the Renewable Energy Credits be bundled with the energy.
The Washington-area RFP includes the following installations: Walter Reed National Military Medical Center (Bethesda); U.S. Naval Academy; U.S. Naval Observatory; Navy Maritime Intelligence Center; Naval Support Activity North Potomac Carderock; Joint Base Anacostia-Bolling; and, Washington Navy Yard. The four installations included in the Mid-Atlantic RFP include: Naval Station Great Lakes; Philadelphia Depot Mechanicsburg; Naval Weapons Station Earle, Colts Neck, New Jersey; and, Naval Support Activity Philadelphia.
To assist industry response to the proposal requests, DLA-Energy will be hosting an Industry Day, Jan. 12. DLA-Energy and the DON will be on-hand to explain the requirements, procurement process, and answer any additional questions.
