Civilian Personnel Advisory Center(CPAC)
The Civilian Personnel Advisory Center (CPAC) provides human resources management advisory services necessary to recruit, compensate, train, develop, utilize, and retain a qualified, talented, highly motivated, and efficient workforce.

Contracting
The Contracting Division provides comprehensive contracting and acquisition solutions in times of peace, war and disaster for USACE and its national and global partners.

Cultural Resources

Engineering & Construction
The Engineering and Construction Division (E&C) provides engineering analysis, designs, and services for the construction, operations, maintenance, and remediation of a wide range of water resource, and infrastructure to our District customers, partners, and stakeholders. The E&C Division is also responsible for all construction program requirements, including contract administration, quality assurance, construction management, and technical services.

Environmental
Preservation and maintenance of wetlands and natural habitats are priorities during the planning and construction phases of all new projects. The District works closely with other environmental and regulatory agencies to protect existing natural resources, cultural assets, historic sites, and endangered species.

Executive Office
The Commander and Executive Office staff provide strategic direction, command and control for the Memphis District in execution of assigned missions.

Hydraulics & Hydrology
The Hydrology and Hydraulics Branch provides for the safe and efficient operation of all district water resource projects, including navigation, through the accurate collection, processing, evaluation, and forecasting of hydro-meteorological data.

Internal Review Office
The Internal Review Office provides the Commander and staff with a professional internal analysis capability. This includes independent, timely and reliable information and advice that evaluates risk, assesses management controls, improves quality, economy, efficiency, and fosters stewardship.

Logistics
The Logistics Management Office is here to assist you in your Transportation, Property, Maintenance and Supply needs.

Navigation
The Memphis District maintains a commercial navigation channel through dredging activities, dikes, and revetment along 355 miles of the Mississippi River, from Cairo, Illinois (river mile 954) to the mouth of the White River at Rosedale, Mississippi (river mile 599).

Office of Counsel
The Office of Counsel provides accurate, clear, responsive and timely legal advice and services to the Commander and staff of the Memphis District to support the District's mission.

Operations

Programs & Project Management Division
The PPMD division conducts feasibility, reevaluation and other studies to determine the engineering, environmental and economic viability of proposed water resources projects.

Public Affairs Office
Our mission is to create and share timely messages that accurately reflect and amplify the District’s policies, procedures and positions. Our audiences include employees of the Memphis District, the regional community and the media. We strive to use the latest communication techniques, tools and technologies to increase customer understanding and support of our corporate missions, vision and values.

Readiness and Contingency Operations
The mission of the Readiness & Contingency Operations Branch is to implement the policies, guidance and procedures for responding to a natural disaster or national emergency under the authority of the District Engineer and Higher Headquarters. 

Real Estate Office
The mission of the Real Estate Division is to acquire and manage all Real Property assets of the US Army Corps of Engineers. Secondly, advise Project Sponsors on their requirements in the development of projects in support of the Memphis District.

Regulatory
The Regulatory Program is committed to protecting the Nation's aquatic resources, while allowing reasonable development through fair, flexible and balanced permit decisions.

Resource Management
Responsible for the development and implementation of policies and processes required to justify, defend, and manage the US Army Corps of Engineers financial and staffing resources. DRM provides the fiduciary and manpower management support and services necessary to execute the Corps annual fiscal program.

Safety & Occupational Health
The mission of our office is to provide policy, programs, technical services, oversight and outreach related to safety and occupational health matters in support of USACE missions worldwide.

Small Business Office
The mission of the Small Business Office is to take appropriate action to facilitate, preserve and strengthen small business enterprises and ensure full participation of small, small disadvantaged, 8(a), women owned small business concerns and historically Black colleges and universities and minority institutions in Federally sponsored Programs.
