Commander

Col. Michael Brooks assumed command of the U.S. Army Corps of Engineers – Alaska District on July 16, 2015, at Joint Base Elmendorf-Richardson in Anchorage, Alaska. He oversees a multi-million dollar program that provides engineering, construction, planning, contracting, real estate, emergency operations, environmental and regulatory services to the military; federal, state and local governments; as well as the public in Alaska. The organization supports U.S. Pacific Command by designing and constructing humanitarian assistance projects in countries throughout Southeast Asia. Under the DoD Foreign Military Sales Program, the district oversees master planning, requirements validation, design and construction of infrastructure for the Government of India’s C-17 aircraft at Hindon Air Force Station, India.

Deputy Commander

Lt. Col. Mark J. “Rock” DeRocchi became the deputy commander of the U.S. Army Corps of Engineers – Alaska District in April 2013. He manages the district’s resources, manpower and programs, which annually executes military construction, civil works and environmental programs throughout Alaska. He also directs emergency operations during emergency contingencies. His previous assignments include Operations Officer for the 92nd Engineer Battalion stationed at Fort Stewart, Georgia and deployed in support of Operation Enduring Freedom – XIII to Kandahar, Afghanistan from 2012 to 2013.

Director of Programs and Project Management

Randall L. Bowker became the Deputy District Engineer for Program Management (DPM) and Chief of the Program and Projects Management Division for the U.S. Army Corps of Engineers, Alaska District, in October 2014. In this position he provides oversight of the district’s various programs and activities throughout the state and is responsible for assuring efficient and timely delivery of military, civil works, environmental, and other agency construction projects with an average annual value in excess of $500 million. He provides management and direction of planning, engineering and construction programs.
